This often happens after upgrading Python, uninstalling an older version, moving a Python folder, installing Python from mulle sources, or letting PATH entries get out of order.
The fastest way around the problem is often to run pip through Python directly with python -m pip or py -m pip, which bypasses the broken pip launcher. If that works, the issue is likely with the pip wrapper executable, PATH configuration, or a stale script created by a previous Python installation.

This guide covers quick diagnostics to confirm which Python and pip Windows is using, then walks through practical fixes: repairing Python, reinstalling pip, correcting PATH entries, and handling common multi-version or moved-installation cases without breaking your working environments.
What Causes the pip Launcher Fatal Error
On Windows, the pip command you type in Command Prompt or PowerShell is usually not the real pip Python code. It is a small launcher executable, commonly named pip.exe, pip3.exe, or pip3.12.exe, stored in a Python Scripts folder. That launcher contains a reference to a specific Python interpreter path. When that referenced interpreter no longer exists, cannot be accessed, or does not match the current environment, Windows may show: Fatal error in launcher: Unable to create process using pip.

The most common cause is a Python installation that was moved, renamed, upgraded, or removed after pip was installed. For example, pip may still point to C:\Users\Alice\AppData\Local\Programs\Python\Python311\python.exe, while the system now only has Python312. The launcher tries to start the old interpreter, fails to create the process, and exits before pip itself can run. This can also happen after manually deleting a Python folder, restoring files from backup, changing a username profile path, or installing Python from a different source such as the Microsoft Store.
Another frequent trigger is a broken or confusing PATH. Windows searches folders in PATH from left to right, so the pip.exe being executed may not belong to the python.exe you expect. A machine can have several Python installations at once: one from python.org, one from Anaconda, one from the Microsoft Store, and another inside a virtual environment. If pip is found in an old Scripts directory but python resolves to a newer interpreter, commands such as pip install requests can fail or install packages into the wrong environment.
The error can also appear when pip itself was partially upgraded or corrupted. During a failed pip install --upgrade pip, the launcher files in the Scripts directory may be replaced while the Python package files are left incomplete. Security tools, interrupted installs, locked files, or running the command without sufficient permissions can leave behind a pip.exe that no longer matches the installed pip package.

In short, the launcher error is rarely caused by a package you are trying to install. It usually means Windows found a pip launcher that points at the wrong Python interpreter, an interpreter that was removed, or a damaged pip installation. Once you identify which pip.exe and python.exe are being used, the fix is usually straightforward: run pip through the correct interpreter, repair pip, clean up PATH, or repair the Python installation.
Quick Workaround: Run pip with python -m pip
The fastest way around the Windows launcher error is to stop calling the broken pip.exe launcher directly and run pip as a Python module instead. The launcher error usually appears because the small pip.exe file in your Scripts folder points to a Python executable that was moved, removed, renamed, or replaced. When you use python -m pip, Windows starts Python first, then Python imports and runs the installed pip module from that same environment.
Open Command Prompt or PowerShell and try one of these commands:
python -m pip --versionpy -m pip --versionpython3 -m pip --version
If one of those commands prints a pip version and a Python path, you can use that form for installs and upgrades immediately. For example:
python -m pip install requestspython -m pip install --upgrade pippython -m pip uninstall package-namepython -m pip list
On Windows, the py launcher is often the most reliable option when several Python versions are installed. It lets you choose the target version explicitly, which prevents packages from being installed into the wrong interpreter. Use these commands to check available Python installations and run pip for a specific version:
py -0pto list installed Python versions and their full pathspy -3.12 -m pip --versionto check pip for Python 3.12py -3.11 -m pip install package-nameto install into Python 3.11
Use the same interpreter your project uses
If you are working inside a project, make sure the Python command belongs to that project environment. This is especially relevant for virtual environments, where running global pip may install packages somewhere else. Activate the environment first, then use the module form:
.\.venv\Scripts\activatepython -m pip --versionpython -m pip install package-name
The path shown by python -m pip --version should point inside the virtual environment, such as C:\path\to\project\.venv\Lib\site-packages\pip. If it points to another Python installation, the environment is not active or your shell is resolving a different interpreter than expected.

When this workaround is enough
Using python -m pip is not just a temporary workaround; it is also the recommended form in many Python workflows because it ties pip to the interpreter you selected. If your only goal is to install or update packages, you can keep using it permanently. To repair the shorter pip command, continue by checking which pip.exe and python.exe Windows finds first, then reinstall pip or fix the PATH entries that point to old installations.

Check Your Python and pip Paths
The pip launcher error often comes from Windows finding a pip.exe that no longer matches the Python installation it was created for. This can happen after moving a Python folder, uninstalling one Python version while leaving its Scripts directory on PATH, installing Python from both python.org and the Microsoft Store, or upgrading from one minor version to another. Before reinstalling anything, confirm which Python and pip executables Windows is actually using.
Open a fresh Command Prompt or PowerShell window and run these commands:
where pythonwhere pywhere pippython --versionpy --versionpython -m pip --versionpip --version
Compare the paths shown by where python and where pip. For a standard per-user python.org install, they should usually point to matching folders under your user profile, for example C:\Users\YourName\AppData\Local\Programs\Python\Python312\python.exe and C:\Users\YourName\AppData\Local\Programs\Python\Python312\Scripts\pip.exe. For an all-users install, they may be under C:\Program Files\Python312\. The part is that pip.exe should be inside the Scripts folder belonging to the same Python version you intend to use.
How to spot a mismatched pip launcher
If where pip lists an old path such as Python39\Scripts\pip.exe while python --version reports Python 3.12, Windows may be launching a stale pip wrapper. Similarly, if where python returns a Microsoft Store path like WindowsApps\python.exe but where pip returns a python.org install path, your commands are crossing installations. Another common sign is that python -m pip --version works, but plain pip --version triggers the fatal launcher error.
| Command result | Likely issue | Best next step |
|---|---|---|
python -m pip --version works, pip --version fails |
Broken or stale pip.exe launcher |
Use module form, then reinstall pip for that Python |
where pip shows an uninstalled Python folder |
Old Scripts directory still on PATH |
Remove the stale PATH entry |
where python shows WindowsApps |
Microsoft Store alias is taking precedence | Disable app execution aliases or move your real Python path earlier |
Multiple python.exe and pip.exe paths appear |
Several Python versions installed | Use py -3.12 -m pip or clean up PATH order |
When mulle entries appear, Windows uses the first matching executable it finds on PATH. That means the top result from where pip is the one that runs when you type pip. If that entry belongs to a removed installation, a renamed directory, or the wrong Python version, edit your environment variables so the correct Python directory and its Scripts directory appear before older ones. A typical pair looks like C:\Users\YourName\AppData\Local\Programs\Python\Python312\ and C:\Users\YourName\AppData\Local\Programs\Python\Python312\Scripts\.
For multi-version setups, avoid relying on bare pip unless PATH is intentionally configured. Use the Python launcher to target the exact interpreter: py -3.12 -m pip install package-name, py -3.11 -m pip list, or py -0p to list installed Python interpreters with their full paths. This confirms which interpreter will receive the package and prevents a working pip from installing into the wrong environment.
Repair or Reinstall pip
If python -m pip works but the plain pip command still shows “Fatal error in launcher: Unable to create process,” the pip launcher files in your Python Scripts folder may be stale or broken. This often happens after Python is moved, upgraded in place, partially uninstalled, or when the pip.exe, pip3.exe, or pip3.x.exe launchers still point to an interpreter path that no longer exists.
Start by repairing pip from the Python interpreter you actually want to use. Open Command Prompt or PowerShell and run:

The ensurepip command restores the bundled version of pip that ships with Python, while the forced reinstall replaces pip’s package files and regenerates the Windows launcher executables. After this finishes, test both forms:

python -m pip --versionpip --version
If you use the Python Launcher for Windows, target a specific version so you do not accidentally repair pip for the wrong installation. For example, use py -3.12 -m ensurepip --upgrade and then py -3.12 -m pip install --upgrade --force-reinstall pip. For Python 3.11, use py -3.11 instead. This is especially useful when pip resolves to one Python version but your project uses another.
When pip is missing completely
If python -m pip returns an error such as “No module named pip,” use ensurepip first:
python -m ensurepip --default-pippython -m pip install --upgrade pip
If ensurepip is unavailable because Python was installed from a restricted distribution or customized package, download the official get-pip.py bootstrap script from https://bootstrap.pypa.io/get-pip.py, then run it with the target interpreter: python get-pip.py. Avoid double-clicking the file, because it may run under a different Python than the one you intend to repair.

Clean out broken pip launchers
When reinstalling pip does not replace a bad launcher, check the active Scripts directory shown by where pip. You may find old copies such as C:\Users\you\AppData\Local\Programs\Python\Python310\Scripts\pip.exe even though you now use Python 3.12. Rename or remove obsolete pip.exe, pip3.exe, and pip3.10.exe files only from installations you no longer use. Then reinstall pip for the correct interpreter with python -m pip install --upgrade --force-reinstall pip.
In virtual environments, repair pip from inside the activated environment. Run python -m ensurepip --upgrade followed by python -m pip install --upgrade --force-reinstall pip. If the environment was created before Python was moved or uninstalled, recreating the virtual environment is usually faster and safer than trying to patch every embedded path.
Fix Broken PATH and Multiple Python Versions
On Windows, the pip launcher error often appears when the command prompt finds a pip.exe from one Python installation but tries to use a different, missing, or moved python.exe. This is common after installing several Python versions, uninstalling an older version, moving Python out of its original folder, installing Python from both python.org and the Microsoft Store, or mixing user-level and system-level installs.
Start by checking what Windows is actually running. Open a new Command Prompt or PowerShell window and run these commands:
Free tools Windows power users keep installed
One-click scans. No signup required.
where pythonwhere pywhere pippython --versionpy -0p
The output should make sense as a set. For example, if python points to C:\Users\YourName\AppData\Local\Programs\Python\Python312\python.exe, then the matching pip launcher should usually be under C:\Users\YourName\AppData\Local\Programs\Python\Python312\Scripts\pip.exe. If where pip shows an old folder such as Python39\Scripts while python --version reports Python 3.12, PATH is likely using mismatched entries.
Clean up PATH entries
Open System Properties by searching for Environment Variables in the Start menu, then select Environment Variables. Check both User variables and System variables for the Path variable. Remove or move down entries that point to Python versions you no longer use, especially folders that no longer exist.
- Keep the main Python folder, such as
C:\Users\YourName\AppData\Local\Programs\Python\Python312\. - Keep the matching Scripts folder, such as
C:\Users\YourName\AppData\Local\Programs\Python\Python312\Scripts\. - Remove old entries like
C:\Python39\orC:\Python39\Scripts\if that version was uninstalled. - Remove duplicate Python entries unless you deliberately manage them.
- Move the preferred Python version above older versions.
After editing PATH, close all terminal windows and open a new one. PATH changes are not reliably applied to terminals that were already open. Then run where python and where pip again to confirm that both commands resolve to the same Python installation family.

Use the Python launcher for multi-version setups
If you intentionally keep mulle Python versions, avoid relying on the bare pip command. Use the Windows Python launcher to target the version you want:
py -3.12 -m pip install package-namepy -3.11 -m pip install package-namepy -3.10 -m pip list
This prevents accidentally installing packages into the wrong interpreter. You can see every Python version registered with the launcher by running py -0p. If a version appears there but its path no longer exists, uninstall that broken Python entry from Settings > Apps or repair the installation.
Handle Microsoft Store Python conflicts
Another common conflict is the Microsoft Store alias for Python. If where python shows paths under WindowsApps, Windows may be resolving python to a Store alias instead of your real Python install. Open Settings > Apps > Advanced app settings > App execution aliases, then turn off aliases for python.exe and python3.exe if you installed Python from python.org.
Once PATH is corrected, test pip with the module form first: python -m pip --version. If that works, try pip --version. If the plain pip command still fails but python -m pip works, the remaining problem is usually a stale pip.exe earlier in PATH. Remove that old Scripts folder or reinstall pip for the selected interpreter.
Reinstall or Repair Python on Windows
If the pip.exe launcher still fails after checking PATH, reinstalling pip, and using python -m pip, the Python installation itself may be incomplete, moved, or registered incorrectly in Windows. This is common after manually deleting a Python folder, moving it from one directory to another, uninstalling one version while keeping another, or restoring files from a backup. In these cases, repairing or reinstalling Python is often the cleanest fix because it recreates the launcher files, registry entries, standard library, Scripts directory, and optional PATH integration.
Start by checking which Python installation Windows is using. Open Command Prompt or PowerShell and run:
where pythonwhere pippy -0ppython --versionpy --version
If where pip points to a deleted folder, an old Python version, or a location that does not match the python command you intend to use, repairing Python can restore consistency. If the py -0p command lists mulle installations, note the exact version you want to keep, such as Python 3.12 or Python 3.11, before making changes.
Repair an existing Python installation
For a standard python.org installation, open Settings > Apps > Installed apps, find your Python version, choose Modify, and then select Repair if that option is available. You can also run the same Python installer version you originally installed and choose Repair from the setup screen. This keeps the installation in place while restoring missing or damaged files, including pip-related launchers in the Scripts folder.
During modification or repair, make sure pip is selected in the optional features. If you want the installer to manage command-line access, also enable Add Python to environment variables or the equivalent advanced option. After the repair finishes, close and reopen your terminal so Windows reloads PATH, then test with:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorspython -m pip --versionpy -m pip --versionpip --version
Reinstall Python cleanly
If repair is unavailable or the install is badly mismatched, uninstall Python from Settings > Apps. Then check whether leftover folders remain under locations such as C:\Users\YourName\AppData\Local\Programs\Python\, C:\Program Files\Python312\, or an older custom install path. Do not delete project folders or virtual environments unless you no longer need them, but remove stale Python installation folders only after confirming they are not the version you still use.

Run it and select Add python.exe to PATH on the first screen if you want global terminal access. Then choose Customize installation and confirm that pip is enabled. After installation, open a new terminal and verify that python, py, and pip point to the same intended version.
Handle moved installations and multi-version setups
If Python was moved manually, reinstall it instead of trying to edit every launcher reference by hand. Windows pip launchers can contain paths to the interpreter that existed when pip was installed, so moving python.exe can leave pip.exe pointing at a non-existent location. For mulle Python versions, prefer the Python Launcher syntax to avoid ambiguity: py -3.12 -m pip install package-name or py -3.11 -m pip install package-name. Once the correct version works, you can reinstall pip for that interpreter with py -3.12 -m ensurepip --upgrade followed by py -3.12 -m pip install --upgrade pip.
Frequently Asked Questions
What does “Fatal error in launcher: Unable to create process using pip” mean?
On Windows, the pip command usually runs through a small launcher executable such as pip.exe. This error means that launcher is pointing to a Python executable that no longer exists, has moved, or does not match the current Python installation. It often happens after upgrading Python, uninstalling an older version, moving the Python folder, or having mulle Python versions on PATH.
Recommended Free Tools
What is the fastest way to install packages if pip.exe is broken?
Use the module form of pip instead of the launcher: python -m pip install package-name. If you use the Python Launcher for Windows, try py -m pip install package-name or target a specific version such as py -3.12 -m pip install package-name. This bypasses the broken pip.exe launcher and runs pip with the Python interpreter directly.
How do I check whether Windows is using the wrong Python or pip?
Run where python, where pip, python --version, and python -m pip --version in Command Prompt or PowerShell. The paths should point to the same Python installation, for example both under the same Python312 folder. If pip points to an old or removed Python directory, remove that stale Scripts folder from PATH or move the correct Python paths higher in PATH.
How can I repair pip without reinstalling all of Python?
First try python -m ensurepip --upgrade, then run python -m pip install --upgrade --force-reinstall pip. This recreates or refreshes pip files for the Python version you are actually running. After that, close and reopen your terminal and test with python -m pip --version and pip --version.
Should I reinstall Python to fix the pip launcher error?
If pip still points to a missing interpreter, or your Python installation was moved or partially removed, repairing Python is often the cleanest fix. On Windows, open Apps & Features, select your Python installation, choose Modify or Repair, and make sure “pip” and “Add Python to environment variables” are enabled if available. If you reinstall, uninstall old unused Python versions first or carefully clean PATH so Windows does not keep calling the wrong pip.exe.

Bottom Line
The “Fatal error in launcher: Unable to create process” message usually means the Windows pip launcher is pointing to a Python executable that no longer exists, was moved, or is being shadowed by another Python installation on PATH. Start by checking where python, where pip, and py -0p, then try the safer command form: python -m pip or py -m pip.
If the problem persists, repair your Python installation, reinstall or upgrade pip with python -m ensurepip --upgrade and python -m pip install --upgrade pip, and remove stale PATH entries from old installs. For multi-version setups, call the exact interpreter you want, such as py -3.12 -m pip install package, so pip installs into the intended Python environment.
