Fix Chrome Headless Crashing: “DevToolsActivePort file doesn’t exist”

ChromeDriver’s missing DevToolsActivePort file signals an incomplete startup handoff, not a diagnosis. Use logs and controlled checks to find the underlying cause.

The error means ChromeDriver did not find Chrome’s expected DevToolsActivePort startup file in the browser’s user-data directory. It identifies a failed startup handoff, not the reason Chrome failed to start. Check Chrome’s output and the exact launch context first; then isolate profile, policy, headless-mode and runtime variables one at a time.

What the error means

During startup, ChromeDriver checks for a DevToolsActivePort file under Chrome’s user-data directory. If that file is absent, ChromeDriver reports the error. The Chromium launcher implementation establishes what check failed, but the message alone does not tell you why the file was never created.

Look for the first Chrome startup error in the logs: the missing-file message may be a consequence of an earlier failure. Useful evidence includes ChromeDriver’s verbose startup log, Chrome’s standard error output, and the exact browser launch arguments.

Diagnose the failure in order

  1. Capture the startup output. Enable ChromeDriver’s verbose logging using the mechanism provided by your Selenium binding or test runner, and retain Chrome’s stderr as well. Find the first relevant startup error before the DevToolsActivePort message.
  2. Confirm which binaries and versions are actually running. Record the operating system, Chrome or Chromium version, ChromeDriver version, Selenium version, executable paths and full launch arguments. Check that the driver is controlling the browser binary you intended, rather than another installed copy.
  3. Separate profile problems from other startup problems. If you pass a user-data directory or profile, retry with a fresh, unique temporary user-data directory. If that succeeds, inspect whether the original profile is already in use, inaccessible to the automation process, or unsuitable for automation. Do not discard the original profile if your workflow depends on it; identify a safe way to provide the required profile without concurrent use or path-access problems.
  4. Check managed-browser policy when applicable. In an organization-managed installation, inspect the logs and browser policy state. If the output says remote debugging is disallowed by an administrator, ask the administrator whether the intended automation workflow is permitted. Do not try to bypass organizational controls.
  5. Match headless settings to the execution environment. Confirm that the job is actually intended to run headlessly and that the browser configuration matches that mode. For Katalon Runtime Engine on Linux, Katalon’s guidance is to select its headless Chrome browser mode when the project is intended to run headlessly; that instruction applies to Katalon’s setup, not every Selenium runtime.
  6. Inspect CI or container conditions. Use the startup output to check whether the process can write to its profile path, whether it has the expected permissions, and whether shared memory and display/runtime configuration suit the job. These are environment checks, not universal explanations for this error.
  7. Change one variable at a time. Preserve the failing log, make one controlled change, and compare the result. Changing several flags, paths and versions together makes it harder to identify the cause.

Use the symptom to choose the next check

The job runs in a vendor-managed headless environment Follow that vendor’s instructions for selecting headless mode. Katalon’s Linux guidance is specific to its runtime.
The problem occurs only in CI or a container Compare process permissions, profile-path writability, available shared memory, display/runtime configuration and the actual executable paths with a working environment.
The failure persists across profiles and environments Use the first Chrome startup error and the recorded browser, driver and Selenium versions to narrow the issue; the port-file message by itself cannot identify the root cause.

Avoid treating common flags as guaranteed fixes

There is no universal flags recipe established for this error. In particular, do not reflexively add --no-sandbox, --disable-dev-shm-usage or a fixed remote-debugging port. A security-weakening option such as disabling the sandbox needs a specific, justified reason and an informed assessment of the risk; it is not a routine troubleshooting step. Choose launch arguments only after the logs and execution context support them.

What reported cases do—and do not—show

A Selenium issue opened May 1, 2025 describes one Chrome 136 case in which the failure occurred with a specified user-data directory/profile and stopped when that argument was omitted. That makes profile reuse and path configuration useful checks when the failure depends on the profile. It does not establish that Chrome 136 generally cannot use a user-data directory.

A Google Chrome Community report posted February 24, 2023 describes managed Windows Chrome where the port-file error appeared alongside an explicit message that remote debugging was disallowed by system policy; the reporter said an unmanaged installation worked. This is a case-specific example, not evidence that managed policy explains every occurrence.
