To check whether a firewall is blocking a connection, test the exact destination and port, confirm the service is listening, then match a reproduced failure to firewall logs or audit events. A failed connection test alone does not prove a firewall caused the problem: the service, routing, NAT, or another firewall may be responsible.
The commands and log paths below are for Windows. They help identify whether Windows Defender Firewall filtered a particular connection; they cannot rule out a firewall elsewhere on the network.

What to record before testing
Make one controlled attempt and note the details needed to find the same traffic in a log or event:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Client and destination hostname or IP address
- Application, transport protocol (TCP or UDP), and destination port
- Whether the connection is inbound to the destination host or outbound from it
- Exact time of the attempt and the error shown
- Which firewall you are investigating: the client, destination server, router, cloud network, or another device
These details matter because a local firewall log only describes filtering on the host that wrote it. A router, cloud network rule, remote firewall, or other device in the path can block the same traffic without appearing in that log.

Check whether the destination service is listening
On the destination computer, verify that the expected service is running and listening on the correct address and port. A service bound only to a local interface, bound to a different port, or not running cannot accept the connection even if the firewall allows it.
From a Windows client, test a TCP port with PowerShell:
Test-NetConnection -ComputerName <hostname_or_IP> -Port <port>
Replace the placeholders with the actual destination hostname or IP and port. The test checks TCP connectivity to that endpoint. If it fails, the service or some part of the network path may be at fault; the result does not identify the device that blocked or failed to answer. This test also does not establish UDP reachability.

Check Windows Defender Firewall’s log
Windows Defender Firewall can record dropped packets and successful connections. Enable the logging relevant to the active profile, make the failed connection attempt again, and inspect the log for a matching timestamp, addresses, protocol, port, and action. Microsoft documents the default log path as %windir%system32logfilesfirewallpfirewall.log and describes it as a record of dropped and allowed firewall connections in its Windows Firewall logging guidance.
From an elevated Command Prompt, the documented commands to enable logging of dropped and allowed connections across profiles are:

netsh advfirewall set allprofiles logging droppedconnections enable
netsh advfirewall set allprofiles logging allowedconnections enable
Use administrative authorization and follow your organization’s policy before changing logging. Diagnostic logging can produce substantial records, so disable or restore settings according to local policy after the investigation if this is not routine logging. The log has a configured size limit.

Use Windows Filtering Platform audit events for deeper evidence
If the ordinary firewall log does not explain the failure, Windows Filtering Platform (WFP) auditing can record blocked connection or packet events in the Windows Security log. Microsoft documents the Filtering Platform Connection audit subcategory and provides Filter Origin audit-log guidance for tracing an event to its origin.

Correlate an event with the reproduced attempt using its time, addresses, port, protocol, and direction before changing a rule. Runtime filter IDs can change, so treat them as investigative clues rather than permanent rule identifiers. A matching WFP blocked event is stronger evidence of a local filtering decision than a generic timeout, but it still pertains to the host whose events you inspected.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Inspect the applicable rule and network profile
Once the evidence points to Windows Firewall, check the active network profile and the rule that could apply to the traffic. A rule can be enabled yet not match because its direction, program, protocol, local or remote port, address scope, or profile differs from the connection being tested.
From an elevated Command Prompt, list rules or inspect a named rule in detail:

netsh advfirewall firewall show rule name=all
netsh advfirewall firewall show rule name="MyRuleName" verbose
Replace MyRuleName with the rule’s actual name. Microsoft documents these forms in the netsh advfirewall command reference. If a change is justified by the evidence, make the narrowest change that permits the required application or traffic, document it, and retest. Turning off the firewall is not a useful shortcut: it increases exposure and does not reveal which rule caused the issue.
Interpret what the test shows
- A matching dropped-packet log or WFP blocked event: This supports a filtering drop on the host whose records you checked. Identify the applicable rule or filter and whether centrally managed policy controls it.
- The service is not listening: Fix the service, its binding, or its configuration. An allow rule cannot make a stopped service accept connections.
- The service listens, the test fails, and there is no local drop evidence: Check routing, NAT, the remote firewall, and other network controls. Absence of a local record does not prove that no firewall anywhere blocked the traffic.
- The TCP port test succeeds, but the application still fails: Investigate application-layer behavior, proxy or TLS settings, name resolution, authentication, and any additional ports the application uses. A successful TCP handshake establishes only that particular TCP path at that time; it does not verify the entire application transaction.
When the firewall is still uncertain
Compare the failure along five dimensions: client versus server side, inbound versus outbound direction, TCP versus UDP, local host firewall versus upstream or cloud firewall, and service-listening evidence versus an explicit filtering event. Change one variable at a time and repeat the same test so the result remains attributable. The Windows port-test command above checks TCP; use evidence appropriate to the protocol when investigating UDP.
These steps establish whether the Windows host recorded a filtering decision, not whether every device between client and destination allowed the traffic. If the host shows no matching drop, continue along the path rather than broadening a local firewall rule without evidence.
