A personal financial planning system is an ongoing, collaborative process for connecting a person’s life goals with their financial circumstances and decisions. It includes understanding the person’s situation, setting and analyzing goals, developing and implementing recommendations, and reviewing progress—not just making a budget or choosing investments.
Here, “financial planning system” means personal or household planning. Corporate financial planning, which concerns an organization’s forecasts and budgets, is a different subject.

What is a financial planning system?
The CFP Board defines financial planning as “a collaborative process that helps maximize a Client’s potential for meeting life goals through Financial Advice that integrates relevant elements of the Client’s personal and financial circumstances.” CFP Board’s definition puts life goals at the center: financial choices are considered in the context of what a client wants to achieve and the circumstances that shape those choices.

A plan depends on the client’s circumstances, the information available, decisions made, and how conditions change. The process may also involve other professionals, such as an accountant or attorney, when relevant.

What are the stages of personal financial planning?
The CFP Board describes seven stages. They provide a practical map, rather than a rule that every conversation must proceed in a perfectly straight line. The CFP Board’s financial planning process is:
- Understand personal and financial circumstances. Gather relevant information about the client’s situation and priorities.
- Identify and select goals. Clarify what the client wants to accomplish and which goals matter most.
- Analyze current and alternative courses. Examine the current course of action and possible alternatives in light of the client’s goals and circumstances.
- Develop recommendations. Formulate financial planning recommendations based on that analysis.
- Present recommendations. Explain the recommendations so the client can understand the reasoning and choices.
- Implement the plan. Put agreed recommendations into action, as appropriate.
- Monitor progress and update. Review progress and revise the plan as relevant circumstances or priorities change.
In practice, this can work as a feedback loop: monitoring may show that a goal, assumption, or course of action needs another look. A 2025 scoping review by Sarah D. Asebedo argues that personal financial planning is broader than a list of steps: its stages and inputs can interact, and professional practice draws on multiple disciplines as well as its wider policy, regulatory, and research environment. Asebedo’s 2025 review treats the process as part of a broader conceptual framework.

How is it different from a budget or an investment plan?
A budget can help organize income and spending, and an investment plan can address how assets are invested. Either may support financial planning, but neither alone covers the full process. Personal financial planning connects a person’s circumstances and life goals to analysis, advice, recommendations, implementation, and ongoing review.
Likewise, a calculator, worksheet, or software tool may help collect information, model options, or track progress, but no particular tool is the planning system itself. The defining feature is the integrated process and, in the CFP Board’s definition, financial advice—not a specific app or subscription.

Is financial planning only about investing?
No. Investing may be one part of a person’s financial decisions, but the planning process begins with the client’s circumstances and goals. It then considers current and alternative courses of action and develops recommendations accordingly. Starting with a product or portfolio before understanding the client’s goals reverses that order.
Does the term mean corporate financial planning?
Not in this article. Personal financial planning concerns an individual or household, its circumstances, and its goals. Corporate financial planning generally refers to organizational budgeting and forecasting. A 2025 review of personal financial planning explicitly excludes corporate financial planning from its scope, so the two meanings should not be treated as interchangeable.

The process suggests useful questions to ask a prospective planner: how they understand your circumstances, help select goals, analyze alternatives, explain and document recommendations, support implementation, and monitor progress. Those questions focus on the work involved rather than a particular product or software tool.
Professional titles and qualification requirements vary by jurisdiction. For example, Ontario’s Financial Services Regulatory Authority describes minimum standards for people using the “financial planner” and “financial advisor” titles in its jurisdiction. That is an Ontario-specific example, not a universal rule; check the applicable regulator and current requirements where you live. FSRA Ontario’s regulatory-efficiency page provides the jurisdictional context.
