There is no single combat balance that Final Fantasy VII Remake battle director Teruki Endo considers definitively correct. In an interview with Edge issue 429, as reported by GamesRadar on October 1, 2026, Endo said the team has repeatedly adjusted the mix of real-time action and command-based play across the trilogy—and that the question is part of what keeps the work interesting.
Why the combat balance remains unsettled
Endo’s comments describe an ongoing design problem, not a decision to make one style the winner. As quoted in GamesRadar’s report of the Edge interview, he said: “Across all three titles, we’ve repeatedly fine-tuned this balance [between turn-based and real-time] through trial and error,” and added, “The difficult part is that I still haven’t decided on a definitive ‘correct answer’ for myself.”
That uncertainty reflects a sequel-making trade-off. A returning game needs enough change to feel fresh, but adding complexity for its own sake can make the experience harder to manage. Endo said: “If the game becomes too complex, that’s a problem. But if there are no entirely new elements, or if we only make minor adjustments, we risk failing to meet players’ expectations and not giving them that sense of freshness when they play again.”
He said the team revisits the purpose and role of each element rather than simply carrying it forward unchanged: they “always make a point of considering the purpose, significance, and role of every element from the ground up, and then rebuilding them for the new game.” In combat, that means treating the action-and-command relationship as something to reassess with each installment.

What the balance means when you play Rebirth
Final Fantasy VII Rebirth offers two ways to approach moment-to-moment control. Square Enix describes Active mode as giving players control over characters’ every move. Classic mode automates basic actions, leaving players more time to focus on selecting commands. That makes Classic a command-focused option, not a wholly turn-based replacement for the game’s combat system.

How the trilogy fits together
Square Enix identifies Rebirth as the second installment in a remake project planned as three standalone titles, and describes its combat as a blend of action and strategy. That context helps explain why Endo talks about repeated adjustment across all three games: each entry has to work as its own game while building on a recognizable combat approach.
GamesRadar’s account also says Endo views the FITS system as a way to specialize Materia-based builds further, not as a replacement for Materia’s central role in customization. That is another example of iteration: adding a layer while retaining a familiar foundation.

Why the open question matters to Endo
Endo’s answer is not that the team has failed to choose a system. It is that the right balance depends on the work of reassessing what a new installment needs, and he remains engaged by that process. As GamesRadar quotes him: “I think [it] may be one of the reasons I’ve been able to keep working on these games across all three installments without getting tired of it.”
The underlying question—how much of a battle should be direct action, and how much should be shaped through commands—has no definitive answer from Endo. Rebirth makes the trade-off tangible through Active and Classic modes, while the series’ design continues to adjust the relationship rather than declare one approach final.
