Depending on the service, files may be shared with selected people or made available through a link. Direct peer-to-peer transfers and removable drives can also move files, but they are not the same as a web-based file-sharing service.
What is a file-sharing service?
The National Institute of Standards and Technology (NIST) defines file-sharing services as “services that include but are not limited to information sharing and access to information via web-based file sharing or storage.” NIST attributes this definition to NIST SP 800-47 Rev. 1.

In practical terms, a service makes files available to other people or devices, often through an online account, shared link, or access permissions. A file-sharing service may also provide online storage, but the defining idea is that it enables information sharing or access.
How does file sharing work?
The method depends on how the files are hosted and accessed. Dropbox describes file sharing broadly as copying or moving files between devices over a network or internet connection. Its November 14, 2024 explainer discusses network-based sharing as well as physical media.

Web-based sharing or storage
A provider hosts the sharing or storage functionality, and users access it online. The owner can share a file with selected people or, where the service and its settings allow, use a link. This is the kind of service captured by NIST’s definition.
Peer-to-peer transfer
Peer-to-peer software connects devices to share files directly. It is a way to transfer files, but it does not make the term “file-sharing service” synonymous with an online storage account.

Removable media
An external hard drive or memory card can carry files between computers. That is physical file transfer, not a web-based file-sharing service.

“File sharing” can describe the broader act of making files available or moving them between devices. A file-sharing service is narrower: it is a service that provides sharing or access functionality, commonly online. A peer-to-peer connection or removable drive can transfer files without being a web-based sharing service.

Are files private, and who can access a shared link?
Access rules depend on the provider, the service, and the settings chosen for each file or link. Google says Drive content is private unless the user chooses to share it, and that Drive data is encrypted in transit and at rest; those statements apply to Google Drive, not every provider. See Google Drive Help on sharing files.
Microsoft documents link settings that can limit access to specified people for OneDrive and SharePoint, as well as ways to manage or stop sharing. See Microsoft Support’s OneDrive sharing guidance. Before sharing, check who can open the file, whether recipients can view or edit it, and whether you can later change or revoke access.
