There is no single federal cloud-credit pool open to every researcher. In the United States, researchers may qualify for a CloudBank allocation through ACCESS or the NAIRR Pilot, request cloud resources under an eligible NSF solicitation, apply directly to a commercial provider, or seek support through their university. Those routes have different eligibility rules, workloads, limits and application processes. University terms are institution-specific, so they cannot be compared accurately without knowing the campus.
For current terms reviewed on October 12, 2026, CloudBank is a multi-cloud access and management route; AWS and Google Cloud run separate research-credit application programs. Treat every listed amount as a program maximum, not a typical award or guaranteed approval.

How the programs differ
The first decision is not which cloud is best; it is which funding route your project can actually use. Federal and federally supported access generally depends on a specific allocation program, award, or solicitation. Direct provider programs set their own applicant definitions and project boundaries. A campus program, if available, follows local rules and may use credits, subsidized allocations, negotiated rates, or sponsored accounts.

These forms of support are not interchangeable. A cloud allocation is not necessarily cash paid to a researcher, and provider promotional credits are not a general-purpose grant. Before comparing amounts, identify the route, account arrangement, eligible services, award period and who will manage billing and operations.
| Route | Who it may fit | Amount or limit in current guidance | Typical application evidence |
|---|---|---|---|
| CloudBank through ACCESS | U.S. researchers and educators eligible for the relevant ACCESS allocation | Annual maxima of $10,000 for Explore, $37,500 for Discover, and $75,000 for Accelerate or Maximize | Cost estimate and project leadership CV or résumé; confirm current portal requirements |
| CloudBank through the NAIRR Pilot | U.S. researchers and educators using an eligible Pilot route | Check the applicable program or allocation terms | Requirements depend on the route |
| CloudBank request in an NSF proposal | Applicants to a solicitation that expressly allows CloudBank resources | Solicitation-specific; requirements and budget caps vary | Usually a supplementary document with cost estimates and technical justification |
| AWS research credits | Eligible faculty, research staff, and enrolled graduate, postgraduate, or PhD students proposing a qualifying finite project | Students may request up to $5,000 in promotional credits; the FAQ states no faculty or staff cap | Project description, chosen services, milestones, output-sharing plan and potential future use |
| Google Cloud research credits | Eligible faculty, PhD students or postdoctoral researchers at qualifying institutions in listed countries | PhD students: up to $1,000 per year; faculty and postdoctoral researchers: one award up to $5,000 | Research proposal and expected-cost estimate; billing account required before applying |
| University program | Researchers who meet the named institution’s local rules | Set by the institution | Confirm with the campus research-computing or sponsored-programs office |
The figures above are program terms, not evidence of typical awards, approval rates, or guaranteed funding. CloudBank’s annual maxima are allocation categories; the direct-provider amounts are described by those providers as limits or maximum awards. Verify current terms before applying.

What CloudBank provides—and what it does not
CloudBank is a managed access layer for cloud resources, not a cloud vendor and not one universal credit award. Its current FAQ describes access for U.S. researchers and educators through ACCESS and the NAIRR Pilot. CloudBank lists AWS, Google Cloud, IBM Cloud and Microsoft Azure as supported providers. Its materials also describe account access, allocation administration, cost monitoring, training and user support.
The practical value of this route is the combination of an allocation process and cloud-use support. It does not mean every researcher is automatically entitled to a fixed balance, nor that every project or service is eligible. The route and amount depend on the program through which the researcher applies.
ACCESS allocation categories
The CloudBank research guide for ACCESS lists these annual maximum allocations:
- Explore: up to $10,000 per year.
- Discover: up to $37,500 per year.
- Accelerate or Maximize: up to $75,000 per year.
These are ceilings for the categories, not automatic awards. Applicants should estimate the resources their project needs and provide project leadership CV or résumé information. The exact request steps and any additional evidence should be confirmed in the current allocation portal.
Choosing cloud versus conventional compute
CloudBank’s ACCESS guidance points to use cases such as modest AI workloads, research production infrastructure, scalability testing, specialized cloud services, geographically distributed performance studies, and hosting community tools or science gateways. Such work can benefit from access to commercial cloud services or infrastructure designed to serve users beyond one research group.

The same guidance says CloudBank is not intended for large-scale compute or GPU-intensive workloads that can run more cost-effectively on other ACCESS or NAIRR resources. Researchers with substantial parallel-computing or GPU needs should compare those federally supported resources before choosing a cloud allocation. A cloud credit ceiling does not establish that a workload is technically suitable or the lowest-cost option.

A CloudBank resource request can be included in an NSF proposal only when the relevant solicitation expressly says it is eligible. The current CloudBank proposal guidance describes resources in a supplementary document, generally with cloud-provider cost estimates and a technical justification. The exact format and any budget cap vary by solicitation, so the solicitation’s current instructions control.
Do not treat the existence of CloudBank or an old NSF opportunity as standing permission to request credits in any proposal. Check the live opportunity list and solicitation language for the specific submission. Historical NSF materials describe earlier arrangements, including solicitation-specific credit context, but do not establish a current nationwide credit entitlement.
Direct AWS research credits: project fit and application
AWS describes its research-credit program as support for finite projects rather than an open-ended research budget. The examples it identifies include building publicly available science-as-a-service applications, software or tools; testing a proof of concept or benchmark for workload migration or open data; and training a broader community through workshops or tutorials.
The FAQ excludes administrative workloads, general lab funding, ongoing research and established research projects. A proposal should therefore make clear what bounded project the credits will enable, when it will end, and what other researchers or the public can use afterward. A request to cover routine lab cloud bills is a poor fit under the stated exclusions.

Eligibility and amount
AWS identifies full-time faculty and research staff at accredited research institutions, along with enrolled graduate, postgraduate or PhD students, as eligible applicant classes. Student applicants may request up to $5,000 in promotional credits. The FAQ states no award cap for faculty and staff; that should not be read as an unlimited award or promise of approval.
AWS encourages applications from around the world, with the greater China region identified as an exception in its FAQ. Applicants should verify the current geographic terms directly. The program asks for an institution-issued email for verification, and the account must be set up before applying.
Prepare an application
- Check project fit. Match the work to a finite use such as a public tool, proof of concept, benchmark, migration test, open-data project, or community training. Do not frame the request as general lab support or ongoing project funding.
- Set up the account and verify its type. AWS states that an account must exist before application and requests an institutional email. Its current application page says Free Tier accounts are ineligible for promotional credits effective February 16, 2026.
- Describe the work and services. Explain the research objective, identify the AWS services needed, and show why they are appropriate to the project rather than listing services without a rationale.
- Give a timeline and milestones. Define the project’s finite duration and the work each milestone completes.
- Explain how outputs will be shared. The application materials ask for a plan to share project outputs and describe potential future AWS use.
- Recheck live terms before submission. Confirm eligibility, account restrictions and application requirements on the current program page.
Direct Google Cloud research credits: eligibility and application
Google’s program has a narrower applicant definition than a generic “student researcher” label implies. Its guidance identifies faculty, PhD students and postdoctoral researchers at a regionally accredited academic institution or qualifying nonprofit research institution in a listed country. Master’s students are not eligible under that guidance.
For a nonprofit research institution, Google says the mission must align with expanding academic research and advancing open scientific knowledge. For-profit institutions are excluded. Country eligibility is determined by Google’s current list, so applicants outside the United States should confirm that their country is included rather than assuming the program is global.

Limits and timing
- PhD students may apply once a year for up to $1,000.
- Faculty and postdoctoral researchers may receive one award up to $5,000.
- Applications are accepted on an ongoing basis, and decisions generally take six to eight weeks.
These are stated program limits and typical decision timing, not a guarantee of an award or an assured decision date. Google says awards are at its discretion.

Application steps
- Confirm the applicant and institution qualify. Check role, institutional type, accreditation or nonprofit status, and the current country list. A master’s student should not apply as an eligible student under the cited guidance.
- Prepare the research proposal. State the research question, planned work, expected outputs and why cloud resources are needed.
- Estimate costs. Provide expected costs for the proposed work, based on the services and scale required.
- Create a billing account before applying. Google’s application guidance calls for a billing account to be created in advance.
- Allow for review time. The published typical decision period is six to eight weeks; account for that interval when planning project milestones.
- Verify current award rules. Recheck geography, application frequency, limits and terms on Google’s live program guidance.
University cloud programs require a campus-specific answer
There is no defensible national “university cloud credit” amount or standard application process. A university might provide an internal allocation, subsidized usage, a negotiated vendor rate, or an account sponsored through its research-computing group. Availability, eligible workloads, duration and whether outside credits can be combined all depend on the institution’s current arrangements.
Start with the research computing or cloud center and the sponsored-programs office. Ask whether support is available to your applicant class, whether it is tied to an active grant, what services and workloads it covers, and who controls the account. A campus-negotiated discount is not necessarily a credit balance, while a centrally managed account may impose budget controls that a direct provider account does not.

- Applicant and department eligibility, including whether students need a faculty sponsor.
- Allocation amount, duration, renewal rules and any expiration date.
- Eligible providers, services, compute types and geographic regions.
- Whether support is an allocation, discount, promotional credit or sponsored account.
- Application materials, deadlines and approval authority.
- Billing visibility, budget alerts, technical training and support contacts.
- Whether campus resources can be combined with CloudBank, federal awards or direct provider credits.
Older federal offers are not current general entitlements
Past federal and federally supported arrangements can be easy to misread as continuing, universal programs. An NSF Cloud Access solicitation from 2019 describes an earlier CISE-oriented access entity and public-private credit context; it does not show that every U.S. researcher currently receives cloud credits. An archived 2021 NSF CISE-MSI letter describes a solicitation-specific Google Cloud and Microsoft Azure matching-credit arrangement. It is not evidence of a general matching offer available today.
There are also narrower program routes. An NIH CRCNS notice describes a path for NSF- or NIH-funded CRCNS investigators through CloudBank or STRIDES. That should be evaluated against the investigator’s actual award and the notice’s current terms, not generalized to all NIH-funded researchers.
How to choose a route for your project
Choose based on eligibility first
Start with the applicant category, not the headline amount. A PhD student may fit the student limits for a direct provider program but not every campus or federal route. A faculty member may qualify for more than one route, while a master’s student is specifically outside Google’s cited eligibility. Geography and institutional status can rule out an otherwise attractive program.
Match the project to the program boundary
A short-lived benchmark, public research tool or training workshop aligns more closely with AWS’s stated examples than routine infrastructure expenses for an established lab. Modest AI, scalability testing, production infrastructure and specialized services are examples in CloudBank’s ACCESS guidance, while very large compute and GPU-heavy work may be better suited to other ACCESS or NAIRR resources.
Best Value
Compare the real usable support
For each eligible route, calculate the expected project cost using the services the program actually permits. Check allocation duration, eligible products, renewal, account control and operational assistance. A larger ceiling may be less useful if the needed service is not covered or if the project cannot meet the program’s application conditions.
Do not assume credits can be stacked
The available program descriptions do not establish a universal rule for combining campus support, federal allocations and direct provider credits. Ask each program administrator whether concurrent support is permitted, how credits are applied, and whether a sponsored or centrally managed account changes the answer.
Pre-application verification checklist
- Confirm whether you are applying directly to a provider, through CloudBank/ACCESS, through the NAIRR Pilot, within an eligible NSF solicitation, under a specific federal award, or through your university.
- Verify applicant role, institutional qualification, country and any grant or award requirement.
- Read the live program page and, for an NSF proposal, the exact current solicitation. Do not rely on archived matching offers or old opportunity lists.
- Confirm the account type and prerequisites, including AWS’s Free Tier restriction effective February 16, 2026, and Google’s billing-account requirement.
- Check eligible cloud services, workload limits, award duration, expiration, renewal and amount. Treat maxima as ceilings rather than expected awards.
- Build a cost estimate tied to the project’s workload and timeline, and identify who will monitor spending.
- Ask about training, support, budget alerts and responsibility for operating the cloud environment.
- Get written confirmation of whether credits or allocations may be combined with other support.
Frequently Asked Questions
Can a PhD student apply for research cloud credits?
Possibly, but the answer depends on the program. AWS lists enrolled graduate, postgraduate and PhD students as eligible classes and says students may request up to $5,000 in promotional credits for a qualifying finite project. Google allows eligible PhD students at qualifying institutions in listed countries to apply once a year for up to $1,000. Master’s students are not eligible under Google’s cited guidance. CloudBank access is a separate route whose requirements depend on the relevant ACCESS or NAIRR Pilot allocation.
Can I request CloudBank credits in an NSF proposal?
Only if the specific NSF solicitation expressly permits CloudBank resources. The request is generally described in a supplementary document with cloud-provider cost estimates and a technical justification; required format and budget caps vary. Check the solicitation and CloudBank’s current opportunity guidance rather than assuming any NSF proposal can include a request.
Which cloud-credit program fits my research workload?
Match the workload to the program’s stated boundaries. AWS focuses on finite projects such as public research tools, proof-of-concept or benchmark work, open-data migration, and community training; it excludes general lab funding and ongoing research. CloudBank’s ACCESS guidance includes modest AI, scalability testing, specialized services, production infrastructure, distributed performance studies and community tools, but says it is not intended for large-scale compute or GPU-intensive work that is more cost-effective on other ACCESS or NAIRR resources. Compare eligibility, cost and service terms before choosing.
How do university cloud credits compare with federal or provider credits?
There is no uniform national university program to compare. Ask your institution’s research computing or cloud center and sponsored-programs office whether it offers internal allocations, subsidized usage, negotiated rates or sponsored accounts. Confirm the applicant rules, amount, duration, covered services, account management, support and whether the campus terms allow combining support with other routes.
Can I combine university support with CloudBank or provider credits?
The reviewed program descriptions do not establish a universal stacking rule. Ask each program administrator whether concurrent support is permitted, how credits are applied, and whether a campus-sponsored or centrally managed account affects the answer. Get the applicable rules confirmed before budgeting.
The Bottom Line
Choose the route by eligibility and workload fit, not by the largest advertised ceiling. CloudBank allocations are program-based and can provide multi-cloud access and operational support; AWS and Google have distinct direct-credit rules; campus terms must be confirmed locally. Before applying, verify the live program or solicitation, estimate costs, check account prerequisites and ask whether support can be combined. No listed maximum guarantees an award.
