That means authorized assessments and adversary-informed preparation—not a blanket license for agencies to conduct offensive cyber operations.
What does an offense-driven mindset mean for defenders?
It means planning from the attacker’s perspective while staying within authorized defensive work. Rather than treating security mainly as a response to alerts and incidents, agencies look for plausible paths into their systems, test whether existing controls interrupt those paths, and act on any weaknesses the tests reveal.

The distinction matters: thinking offensively is a way to improve defense. It does not, by itself, establish an agency’s authority to access systems or conduct operations against an adversary. The sources cited here support authorized assessment and workforce practice; they do not settle agency-specific legal authorities.
What can a red-team assessment reveal?
CISA’s 2023 red-team advisory describes an authorized exercise in which the team achieved persistent access and moved laterally. The advisory also reports that multifactor authentication (MFA) blocked access to one sensitive business system. The example shows why a single strong control can matter—and why defenders also need to examine what happens elsewhere in the environment. CISA’s recommendations include improved log monitoring and continuous testing. Read CISA’s red-team advisory.

For an agency, the useful question is not simply whether a test found a vulnerability. It is whether the exercise made a realistic route of access visible, whether monitoring detected the activity, and whether the agency closed the gaps the assessment exposed. A test without follow-through demonstrates activity, not necessarily stronger security.
How does adversary-informed preparation differ from reactive defense?
| Reactive emphasis | Adversary-informed preparation |
|---|---|
| Respond to alerts or incidents after suspicious activity is detected. | Test plausible attack paths before an incident, using authorized assessments. |
| Focus on individual alerts and immediate containment. | Review logs and controls to understand whether activity could persist or move between systems. |
| Measure whether exercises or response procedures were completed. | Track whether findings led to remediation and whether retesting verified the changes. |
These approaches are not substitutes for one another. Incident response remains necessary; adversary-informed testing helps defenders discover weaknesses before an attacker does. The value comes from connecting the two: lessons from tests should improve monitoring, hardening and readiness to respond.

Why does the workforce need both offensive and defensive skills?
Defenders benefit from understanding how attacks are attempted, while practitioners who explore weaknesses need to recognize defensive controls and operational consequences. CISA’s President’s Cup uses real-world cyber challenges spanning offensive and defensive skills. Its competition history reports that the inaugural 2019 event involved more than 1,000 individual participants and 200 teams; those are historical competition figures, not a current workforce total.

How can agencies build collective defense?
Federal agencies do not defend infrastructure in isolation. In a December 10, 2021 Cybersecurity and Infrastructure Security Agency Cybersecurity Advisory Committee meeting summary, National Cyber Director Chris Inglis argued for reframing what is possible in cyberspace and building collective defense across government, industry and academia. The summary describes a broad strategic outlook; it is not a blanket authorization for agencies to carry out offensive operations. See the CISA committee meeting summary.
Coordination matters because a weakness or threat may affect organizations beyond a single agency. Sharing relevant defensive information and aligning preparation can help participants understand and address risks together. A CISA-hosted National Infrastructure Advisory Council report discusses international approaches that connect defense, deterrence and offensive actions as national responsibilities. That is a comparison of governance models, not evidence that the same foreign approach is U.S. policy. Read the NIAC report.

Where is the boundary between a defensive test and an operation?
Authorization and scope are essential. An assessment must be conducted within the authority and boundaries that apply to the organization and test; an adversary’s tactics do not grant permission to use them against real systems. Competition rules are narrower than a full statement of federal cyber law, but they make the practical boundary clear: CISA’s PC7 rules prohibit unauthorized access, denial-of-service activity and targeting systems outside the challenge environment. They also limit eligibility to specified federal civilian employees, active-duty and reserve military personnel, and Service Academy cadets; contractors are not eligible. Consult the PC7 rules for the competition-specific terms.
What should leaders measure after an exercise?
Leaders should distinguish completing an exercise from improving security. A useful review asks whether the team documented actionable findings, assigned responsibility for remediation, updated monitoring or controls where warranted, and retested changes. These steps make the exercise part of an operational improvement cycle rather than a one-off demonstration.
- Record the weaknesses and attack paths the authorized assessment exposed.
- Assign owners and deadlines for corrective actions.
- Check whether monitoring and controls address the specific findings.
- Retest relevant changes and document what remains unresolved.
CISA’s current President’s Cup overview, accessed October 7, 2026, says the competition is preparing for its eighth year and that PC8 registration opens December 1, 2026. Its challenges range from defending networks to analyzing threats and uncovering vulnerabilities; registration and competition details may change. Check the President’s Cup overview.
The cited examples establish that authorized exercises and offensive-and-defensive workforce practice are used as preparation. They do not establish a comparable government-wide evaluation showing that an offense-driven framing itself improved federal resilience. Agencies should therefore judge the posture by whether it produces verified defensive changes, not by the label or the number of exercises conducted.
