The FCC adopted that 100/20 Mbps threshold in its 2024 Section 706 Report, replacing its previous 25/3 Mbps benchmark. It is a regulatory measure for assessing deployment of advanced telecommunications capability—not a universal definition or a guarantee of the speed a customer will experience.
What does 100/20 Mbps mean?
In a paired speed figure, the first number is download speed: how quickly data reaches your device from the internet. The second is upload speed: how quickly your device sends data to the internet. So 100/20 Mbps means at least 100 megabits per second down and 20 megabits per second up; it is not a symmetrical 100 Mbps connection.

The FCC’s 2024 report says fixed broadband access of at least those speeds is needed for “advanced telecommunications capability.” The threshold concerns access to that capability. It does not promise that a connection will deliver those speeds continuously or in every speed test.

Why did the FCC change the benchmark?
The FCC’s previous fixed-broadband benchmark was 25 Mbps download and 3 Mbps upload, established in 2015. In its 2024 Section 706 Report, the agency concluded that 25/3 Mbps no longer supported advanced functions and raised the benchmark to 100/20 Mbps.

- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
Does every broadband rule use 100/20 Mbps?
No. “Minimum broadband speed” depends on the jurisdiction and the purpose of the measure. The FCC’s Section 706 benchmark is used to assess whether advanced telecommunications capability is being deployed. Federal infrastructure-funding programs use their own definitions to determine which locations qualify, and those criteria may include latency as well as download and upload speeds. A location’s eligibility therefore cannot always be determined from a speed pair alone.
International statistics also use thresholds suited to their comparisons. The OECD reports U.S. fixed-terrestrial coverage at both 25/3 and 100/20 Mbps thresholds, while some European country measures use at least 30 Mbps download. Those differing measures do not establish one globally binding definition of broadband.

- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
Is the benchmark the speed a provider advertises or a customer receives?
Not by itself. A regulatory threshold, advertised plan speed, service availability, subscription data and a customer’s measured connection performance describe different things. For context, the OECD reported that 66% of fixed-broadband subscriptions had advertised speeds above 100 Mbps in December 2023. That statistic describes subscriptions, not the share of all locations where service was available, and it is not the FCC’s definition.
