Reuters reported more than €60 billion (about $67.55 billion) in planned data-centre and digital-infrastructure investment over the next decade—roughly $70 billion, not money already spent. The opportunity comes with unresolved questions about public scrutiny, land, electricity, water and how much lasting economic value stays in the region.
Why are data-centre companies choosing Aragón?
The region is offering a way to coordinate complex planning decisions, alongside the land and supporting infrastructure large campuses need. Aragón’s Plan de Interés General de Aragón, or PIGA, can give qualifying projects regional-interest status and a more coordinated route through planning. Reuters reported that approvals which might otherwise take years can, in some cases, be brought to under 12 months.

That figure describes a potential planning timeline, not a guaranteed deadline for every project or a promise that a facility will be built and operating within a year. A faster regional planning process is also not the same as completing every project-specific authorization. Environmental assessment and other administrative steps can continue after an initial planning milestone.
As Reuters reported on 6 October 2026, Aragón’s economy minister Eva Valle described the approach as streamlining a complex process rather than setting aside requirements: “Are we overlooking any requirements for the sake of speed? The answer is no,” she said. “We’re simply streamlining a process that can be very complex. It’s surprising how much time can be saved simply by bringing a little order to it.”

What does the roughly $70 billion figure include?
Reuters’ estimate is more than €60 billion (about $67.55 billion) in planned investment in data centres and digital infrastructure over the next decade. The approximately $70 billion headline figure rounds that estimate. It is a forecast of planned investment, not a verified tally of completed construction, operational facilities or spending already delivered.
Keep that Aragón-wide estimate separate from Amazon’s announced €33.7 billion in planned investment across Spain. The Spanish government’s 2 March 2026 announcement described that as a Spain-wide total, not an Aragón-only commitment. Its projected employment effects include different categories—such as direct, indirect and induced jobs, construction work and supply-chain activity—so they should not be read as a count of permanent jobs at Aragón data centres.
What stage are the Aragón projects at?
Official regional records document separate projects and administrative steps. A declaration of regional interest or initial approval is evidence of progress through planning; it does not by itself establish that all permits are complete, construction is finished or a facility is operating.
Green IT Aragón
The Government of Aragón declared Green IT Aragón an investment of regional and general interest on 28 April 2025. Promoters submitted PIGA documentation for initial approval in November 2025. Those are planning milestones, not proof of completed construction.
Microsoft’s proposed regional plan
The regional plan describes three proposed campuses in La Muela, Villamayor de Gállego and Zaragoza, together with supporting roads, fibre, electricity, potable and non-potable water, and wastewater infrastructure. Aragón’s separate environmental-review record shows that environmental documentation was subsequently changed in 2026. That continuing review illustrates why initial plan approval should not be confused with the end of project assessment.

AWS expansion
The Government of Aragón’s project record covers an AWS expansion declaration involving Zaragoza, Huesca, Villanueva de Gállego, El Burgo de Ebro and La Sotonera. The declaration is a planning milestone; it does not establish that every listed facility is complete or in operation.
What does fast-tracking change—and what should remain open to scrutiny?
Reuters describes PIGA as a process that can accelerate planning decisions, help coordinate applications and provide weekly progress updates through a one-stop investor service. It also reports potential land-expropriation and local-tax advantages for qualifying projects. These tools can make a region easier to navigate for investors, but the speed of administration does not answer whether affected residents have enough time and information to assess a project.
One example reported by Reuters was an Amazon project consultation in which the public had 23 days to review about 25,000 pages of documentation. That is one reported consultation period, not a universal statutory deadline. Manuel Garcia, a researcher at Spain’s state-run science and technology centre CSIC, told Reuters that under such circumstances “it becomes very difficult to conduct genuine scrutiny.” Reuters also reported that Ecologistas en Acción brought a legal challenge. That is a reported challenge, not a finding that a court has ruled the process unlawful.
Amazon offered a different assessment in a submission to the European Commission, as quoted by Reuters: “Based on our experience, the PIGA process in Aragon, Spain, has been successful to reduce the administrative burden on companies and most importantly the handling time, while ensuring a high compliance standard with applicable regulations.” The disagreement is about more than whether administration can be made faster: it is also about how to ensure that consultation and compliance remain meaningful while it is.
What are the resource and local-benefit trade-offs?
Data-centre plans involve more than buildings and servers. The Microsoft regional plan identifies planned electricity, water, roads, fibre and wastewater infrastructure. Those requirements make the practical questions concrete: what capacity will be needed, how will it be supplied, and how will local costs and benefits be shared?

The available figures do not establish a verified Aragón-wide total for data-centre water use or electricity demand, or a measured effect on household bills or environmental damage. It would therefore be misleading to give a single regional impact number or assume that a renewable-electricity commitment, by itself, eliminates demands on the grid. The documentation establishes infrastructure needs and policy questions, not a complete regional impact account.
There is also a distinction between construction activity and enduring local value. Construction brings work and supply-chain activity, while the number and type of continuing jobs once campuses are running are a separate question. Judith Arnal, a senior research fellow at Fedea, put the policy challenge to Reuters this way: “We need to roll out the red carpet for data centres … but we also need to try to extract as much economic value as possible.” The investment headline alone cannot show how that value will be distributed.

On 27 August 2026, Spain’s Ministry for the Ecological Transition and the Demographic Challenge (MITECO) announced a proposed royal decree setting requirements for data-centre sustainability, energy, environmental performance and digital sovereignty. The announcement described proposed energy- and water-efficiency categories and a renewable-energy matching condition; it said public consultation would run until 4 September 2026.
The announcement establishes that the government proposed a framework and opened a consultation. It does not establish that the decree has been enacted or that its proposed conditions are already binding. Its policy focus indicates the issues regulators are considering, but not the measured resource footprint of Aragón’s projects.
How to judge whether the boom is worth it
The central choice is not simply investment versus no investment. It is whether faster coordination can be paired with credible public review, transparent resource planning and clear local economic returns. Four questions help keep those trade-offs in view:
- Investment: Is a headline figure a forecast, a commitment, money spent or completed infrastructure? The €60 billion-plus Aragón estimate is planned investment over a decade.
- Jobs: Are projected figures for construction, direct operations, or indirect and induced work? They describe different kinds of employment and should not be combined into a claim about permanent local roles.
- Permitting: Does a faster planning process still give the public usable time and access to understand extensive project documents?
- Resources: Are electricity, water and wastewater needs—and their effects on local infrastructure—measured and reported transparently for the projects concerned?
Those tests separate a promising investment pipeline from demonstrated outcomes. The cited records establish plans, administrative progress, proposed policy and competing claims; they do not yet provide a complete like-for-like account of economic returns and resource impacts across Aragón.
