If Fallout 4 stutters, hitches, or suddenly runs too fast despite a high FPS counter, start by restoring the launcher defaults and locking the game to 60 FPS. Bethesda identifies manually raised or uncapped frame rates as a common cause of physics problems. On a 60 Hz display, use iPresentInterval=1; on a 120 Hz display, use iPresentInterval=2. Do not use iPresentInterval=0 unless you are deliberately following a compatible advanced mod setup. The sequence below then covers graphics settings, background software, drivers, system requirements, configuration-file resets, borderless mode, and mod maintenance.
Why is Fallout 4 stuttering?
Fallout 4 can show a high average frame rate and still feel uneven because the problem may be frame pacing, not the headline FPS number. The game also ties parts of its physics and animation behavior to the frame-rate configuration. When an INI edit or utility removes the intended cap, characters, doors, objects, and movement can behave incorrectly, with visible hitching or accelerated motion.

There are four practical causes to separate before changing anything:
- Uncapped or incorrectly capped physics: A manually raised maximum frame rate, especially
iPresentInterval=0, can produce the physics behavior Bethesda warns about. - Frame-time spikes: Heavy shadows, god rays, object distance, or other demanding settings can cause irregular delivery of frames even when the average FPS looks good.
- Configuration drift: Old tweaks in
Fallout4.ini,Fallout4Custom.ini, orFallout4Prefs.inican survive launcher changes and continue affecting a new session. - External changes: An outdated graphics driver, background software, a mod conflict, or a recent game update can introduce hitching that was not present in an unmodified installation.
The safest approach is reversible: restore the official baseline first, test, and only then make one change at a time.

How to tell which kind of stutter you have
Physics-speed stutter
If the game appears to run in fast-forward, animations move too quickly, objects behave oddly, or hitching is linked to unusually high FPS, treat the frame-rate cap as the primary suspect. Revert custom FPS and physics edits before lowering visual quality or buying hardware.
Ordinary frame-time hitching
If movement speed is normal but the camera pauses or judders while entering a busy area, the issue is more likely a graphics workload, driver, background process, configuration file, or mod. A stable 60-FPS cap remains the baseline, but you may also need lower settings or a clean configuration.
Mod-only or update-related stutter
If an unmodded profile is smooth and a modded save is not, test the same location with mods disabled only after backing up your saves and load order. If the problem began after an update, check every mod against the installed runtime before changing several files at once.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Fix Fallout 4 stutter on PC in this order
1. Restore the launcher’s automatically detected settings
- Exit Fallout 4.
- Open the Fallout 4 launcher.
- Select Options.
- Choose Default to restore the launcher’s auto-detected video settings.
- Launch the game and test the same save and location where the hitching was easiest to reproduce.
This removes a large number of custom variables without touching saves or mods. Keep this result as your baseline; if the stutter disappears, reapply changes individually rather than importing an old INI wholesale.
2. Keep the game at the correct 60-FPS baseline
Bethesda’s baseline is a 60-FPS cap. The documented iPresentInterval values are:
| Display refresh rate | Value | Use |
|---|---|---|
| 60 Hz | iPresentInterval=1 |
Bethesda’s value for a 60 Hz display |
| 120 Hz | iPresentInterval=2 |
Bethesda’s value for a 120 Hz display while retaining the 60-FPS baseline |
| Any display with an uncapped setup | iPresentInterval=0 |
Uncaps frame rate and can cause the physics problems Bethesda describes |
Do not combine an uncapped setting with a high-refresh monitor and assume the game will regulate itself. If you previously edited an INI, use the reset procedure below or restore the documented value for your display before testing again. Bethesda’s official guidance covers 60 Hz and 120 Hz specifically; it does not establish a universal value for every other refresh rate.
3. Reduce the graphics workload and close competing software
After the cap is correct, lower or disable demanding graphics options. Change one group at a time so you can identify the setting that affects frame-time consistency. If the hitching remains, lower the game resolution temporarily as a diagnostic step. Also close browsers, overlays, recording tools, hardware monitors, and other background programs that are consuming CPU, RAM, or disk time.

Test after each change in the same settlement, exterior cell, or combat scene. A lower average FPS is less important than consistent frame delivery; do not judge the result from a quiet interior alone.
4. Install the current graphics driver from the GPU manufacturer
Download the current driver directly from your graphics-card manufacturer. Bethesda points players to the NVIDIA and AMD driver pages and recommends manually downloading the current package after fully removing the previous driver.
- Identify whether the system uses an NVIDIA or AMD GPU.
- Download the current driver package for the exact GPU and Windows edition.
- Remove the previous driver completely according to the manufacturer’s instructions.
- Install the downloaded package.
- Restart Windows, launch Fallout 4, and retest with the launcher defaults still active.
A driver change can alter shader compilation and first-run behavior, so judge it over the same repeatable test route rather than one brief launch.
5. Check the game’s published system requirements
Compare your CPU, GPU, memory, storage, and Windows edition with Fallout 4’s current system-requirements listing for the store version you own. Meeting a minimum requirement does not guarantee a locked 60 FPS in every exterior scene, but falling below it makes stutter more likely and limits what software tuning can accomplish.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUse the requirements check before spending money on upgrades. It tells you whether the problem is likely to be a configuration error or a hardware workload that needs lower settings.
6. Reset Fallout 4’s INI files
If launcher defaults do not remove the hitching, reset the three user configuration files. First close the game and launcher. In File Explorer, open:
C:Users<username>Documentsmy gamesFallout4
Make a backup copy of the files if you want to preserve your custom settings, then delete:

7. Try Windowed Mode with Borderless enabled
In the launcher, select Options, enable Windowed Mode, and enable Borderless. Bethesda lists Borderless Windowed mode as a possible remedy for physics and performance problems. Test it with the 60-FPS baseline and default settings; changing several display modes and frame caps simultaneously makes the result harder to interpret.
When an above-60-FPS mod is appropriate
Do not begin with a high-FPS mod. First complete the official baseline: launcher defaults, the correct cap, lower settings, current drivers, requirements check, INI reset, and Borderless Windowed testing. If the unmodded game is stable and you specifically want animation and physics to remain normal above 60 FPS, PCGamingWiki lists High FPS Physics Fix as an advanced option intended for that purpose.
Check runtime and platform compatibility
High FPS Physics Fix is version-sensitive. Verify its page against the exact Fallout 4 runtime installed on your PC before downloading it. Many advanced mods depend on the Fallout 4 Script Extender (F4SE); PCGamingWiki notes that the Microsoft Store and Epic Games Store versions do not support F4SE. Those editions therefore cannot use every mod-based solution available to a compatible PC release.
Install one change, then test
- Back up saves and record the current mod order.
- Confirm the mod supports your installed runtime and store platform.
- Install only the required files and dependencies.
- Launch a test save and check movement speed, animations, menus, and physics.
- If symptoms worsen, disable the new mod and return to the known-good 60-FPS baseline.
A mod can solve a specific above-60-FPS use case, but it is not a universal cure for frame-time spikes, driver problems, or a conflicting load order.

Protect a modded setup when Fallout 4 updates
Bethesda continues to issue Fallout 4 updates. PC Gamer reported on 17 August 2026 that Bethesda warned players about a patch focused on Creations improvements, scheduled for 18 August 2026. The warning advised players to log into a save or manually save the mod load order beforehand.
For that update and future patches, use this maintenance routine:

- Save or export the current load order before allowing the game to update.
- Keep a copy of your saves and configuration files.
- After updating, check the game runtime and every script-dependent mod for compatibility.
- Test a clean, unmodded profile before blaming a graphics setting.
- Re-enable mods in groups, then individually if a group reintroduces stutter.
This avoids turning a patch-related incompatibility into a series of unrelated INI edits.

What to do when stutter remains
The game still hitches after restoring defaults
Work through the sequence in order rather than repeating the same launcher reset. Confirm the cap, lower the most demanding settings, close background software, install the current GPU driver, and then reset the INI files. Test Borderless Windowed last among the official display changes. If the issue persists in a completely default profile, compare the machine with the published requirements before making mod changes.

The game speeds up again after a restart
Another file or utility is reapplying the uncapped value. Search the Fallout 4 configuration folder for custom frame-rate edits, remove the conflicting custom file, and let the launcher recreate its settings. Avoid copying an old backup over the newly generated files until the baseline has been tested.
Only one save or location stutters
Use a different save and an unmodded test profile. If the problem follows one save, the trigger may be a script or mod state rather than the graphics driver. Restore the load order that was active when the save was created and check each mod’s runtime compatibility.
The game stutters only after a patch
Stop changing graphics settings and review the patch date, runtime, and mod compatibility first. Restore the saved load order, test without script-dependent mods, and add them back only after their authors confirm support for the installed runtime.
Common mistakes to avoid
- Do not start by setting
iPresentInterval=0or raising the maximum FPS. - Do not judge a fix from the FPS counter alone; watch for frame-time consistency, normal animation speed, and repeatable behavior.
- Do not delete INI files without first saving a copy if you may need your custom settings later.
- Do not install several performance mods while troubleshooting; you will not know which change helped or caused the next hitch.
- Do not let a game update overwrite a modded setup without backing up the load order and checking compatibility afterward.

Final test checklist
Before changing hardware or adding an advanced mod, confirm that you have:
Quick Recap
- Restored Options > Default in the launcher.
- Kept Fallout 4 at the 60-FPS baseline with the documented interval for your display.
- Tested lower demanding settings, lower resolution if necessary, and a session with background software closed.
- Installed the current graphics driver from the GPU manufacturer after removing the previous driver.
- Compared the PC with Fallout 4’s published system requirements.
- Reset the three INI files if configuration drift was suspected.
- Tested Windowed Mode with Borderless enabled.
- Backed up saves and load order before any Bethesda update or advanced mod installation.
