If Windows says your external hard drive is in use, use Microsoft Sysinternals Process Explorer to search for the drive letter or a distinctive part of a file path and identify the process with an open handle. Close the owning app normally, then eject the drive using Windows and wait for its safe-to-remove confirmation before unplugging it.
First, let current file activity finish
Wait for any copying, backup, playback, or other work involving the drive to complete. Close apps that may have opened files on it, and close File Explorer windows showing its contents. These are sensible first checks, not proof that any particular app is responsible. If Windows still will not eject the drive, look for the process holding a file open.

Check for general disk activity in Task Manager
Task Manager can show which processes are using disk resources, making it a useful quick check when something appears to be working in the background. Open Task Manager and inspect its process or resource view for disk activity. That signal is not specific to a particular drive or file: activity does not confirm that a process has an open handle on your external drive. For that, use Process Explorer or Handle.
Microsoft’s description of Windows system configuration tools explains Task Manager’s role.

Find the process with Process Explorer
Process Explorer is the graphical option for most users. Microsoft Sysinternals says it can show which processes have particular handles open and provides a search capability for finding them. The Microsoft Sysinternals Process Explorer page lists version 17.14, published September 10, 2026, and client support for Windows 11 and higher. Check the current page for version and support details.
- Download Process Explorer from the Microsoft Sysinternals download page and run it.
- Use Process Explorer’s search function to search for the external drive’s current letter, such as
E:, or a distinctive part of a file path or name on the drive. - Inspect the matching result to identify the process associated with the open handle. If the match identifies a file you recognize, close the app that is using it normally.
- Retry ejecting the drive through Windows. If the search does not produce a useful match, finish any remaining disk activity and check again; the drive letter may have changed, or a different path fragment may be more useful.
Mark Russinovich, author of Process Explorer, describes the tool’s purpose this way: “Ever wondered which program has a particular file or directory open? Now you can find out.”

Search open-file references with Handle
Handle is a command-line alternative for readers comfortable using a terminal. Microsoft Sysinternals says it can search open-file references using a name fragment, such as a drive letter or part of a path. It requires administrative privileges. The Microsoft Sysinternals Handle page lists version 5.0, published October 26, 2022; check the page for current information.

- Open a command prompt or terminal with administrative privileges.
- Run Handle with a distinctive fragment from the drive letter or path as the search term. For example,
handle E:searches for references matching that fragment; substitute the drive letter and path you actually need to check. - Review the results for the matching process name and process ID. Close the associated application normally, then retry safe removal.
Do not use Handle’s close-handle option as a routine fix. Microsoft warns: “WARNING: Closing handles can cause application or system instability.” Closing the application that owns the open file is the safer first response.

Choose the right tool for the question
| Tool | Best for | What it can show | Important limitation |
|---|---|---|---|
| Process Explorer | Most users who prefer a graphical tool | Processes and handles, with search for a particular handle or file | Microsoft’s cited page lists client support for Windows 11 and higher; check its current support details. |
| Handle | Readers comfortable with command-line tools | Open-file references and matching process names or IDs for a name fragment | Requires administrative privileges. Force-closing a handle can destabilize software or Windows. |
| Task Manager | A quick first check for background disk work | Process resource use and general disk activity | General activity does not identify a specific open file handle on the external drive. |
Eject the drive through Windows
After file operations have finished and you have closed the app holding the file, use Windows’ safe-removal command. Microsoft’s guidance covers Windows 11 and Windows 10; it also notes that Windows 10 support ended on October 14, 2025.
- Select the Safely Remove Hardware and Eject Media icon in the system tray.
- Select the correct external drive and wait for Windows to confirm that it is safe to remove.
- Disconnect the drive only after that confirmation. Microsoft also documents a removal route under Settings > Bluetooth & devices > Devices.
Microsoft’s safe-removal guidance explains the available Windows steps. It warns: “To avoid losing data, always safely remove hardware devices like USB flash drives or external hard drives before disconnecting them.”
