Exoskeletons vs. Mobility Scooters vs. Prosthetics: What Each Can Do

An exoskeleton assists an existing weakened limb, a scooter provides seated powered travel, and a prosthesis replaces a missing limb. Here’s how their uses and selection considerations differ.

An exoskeleton helps move a person’s existing but weakened or paralyzed limb; a mobility scooter provides powered travel while seated; and a prosthesis replaces a missing limb. They solve different problems, so the right option depends on the person’s abilities, goals, and where the device will be used.

How the three devices differ

Device What it does What it is not Key selection questions
Powered lower-limb exoskeleton Worn over the legs; powered components facilitate movement at one or more joints. Some are used in rehabilitation for assisted standing and walking. It assists an existing weakened or paralyzed limb; it does not replace a missing limb or provide seated travel. Is it indicated for the person’s condition and goals? What training, support, and setting does its cleared use require?
Mobility scooter Provides battery-powered travel while the user is seated. It provides seated locomotion, not walking practice or a replacement limb. Can the user transfer safely, maintain adequate posture, steer the tiller, and maneuver in the intended spaces?
Prosthesis An artificial limb replaces a missing body part and may help with activities such as walking. It replaces a missing part; it does not power a paralyzed limb that is still present. What fitting, clinical follow-up, and functional goals suit the individual’s limb loss?

These devices are not interchangeable. Start with the task that needs support: moving a weakened limb, traveling while seated, or using an artificial replacement for a missing limb.

What a powered exoskeleton can do

The U.S. Food and Drug Administration defines a powered exoskeleton as an external, powered, motorized orthosis worn over a person’s paralyzed or weakened lower limbs for medical purposes. It can facilitate movement at one or more joints. The FDA lists powered lower-extremity exoskeletons as prescription Class II devices under regulation 890.3480; that classification does not mean every device is suitable for every person or that it restores independent walking. See the FDA product classification, updated September 28, 2026.

In rehabilitation, an exoskeleton may assist activities such as moving from sitting to standing and walking. A 2022 clinical framework review describes these uses while noting that evidence to guide optimal use in everyday clinical practice remains limited. The device’s intended use, clinical assessment, training, and required support all matter; an exoskeleton is not a general replacement for a wheelchair. The 2022 review and the Christopher & Dana Reeve Foundation’s overview of personal exoskeletons provide further context.

When a mobility scooter may help

A scooter is a powered mobility aid for seated travel. It may be considered when injury or disease makes walking difficult, but the label “scooter” alone does not establish that a particular model or setup will work safely for a particular person. Safe transfers, posture and support, steering the tiller, turning radius, and the spaces in which it will be used are all relevant.

U.S. Department of Veterans Affairs recommendations discuss situations where a scooter may not provide enough postural support or may be difficult to maneuver at home. A person who cannot transfer safely, maintain a stable seated position, or operate the controls may need a different mobility solution or additional assessment. The VA’s clinical practice recommendations for motorized wheeled mobility devices address these considerations.

What a prosthesis can do

A prosthesis is an artificial limb that replaces a missing body part. Depending on the person and the device, it may support daily activities, including walking. It is fundamentally different from an exoskeleton: a prosthesis replaces what is missing, while an exoskeleton acts on a limb that remains but has impaired movement.

Prosthetic limbs are not one-size-fits-all products. The U.S. Department of Veterans Affairs describes prosthetic clinical services that include designing, fabricating, fitting, and modifying devices for individual patients. A qualified prosthetics service can assess the person’s limb loss, goals, fit, and need for follow-up. How to compare options for a real-world need

  1. Name the task. Is the goal to practice or assist standing and walking, travel while seated, or replace a missing limb?
  2. Describe the setting. Note distances, surfaces, home doorways and turning space, and other places the device must fit.
  3. Consider the controls and physical demands. For a scooter, discuss transfers, posture, and tiller steering. For an exoskeleton, ask about clinical indication, training, and support. For a prosthesis, ask about assessment, fitting, and follow-up.
  4. Discuss the choice with an appropriate professional. MedlinePlus recommends asking a health care provider or physical therapist about mobility aids. People considering an exoskeleton or prosthesis should also seek device-specific clinical assessment and fitting.

U.S. public access is a separate question

Clinical suitability and public-access rules are different matters. In the United States, ADA guidance says covered entities must allow wheelchair and electric-scooter users in areas open to the public. For other powered mobility devices, the guidance describes factors for deciding whether to accommodate use, including the device’s type, size, weight, dimensions, speed, and safe operation. This guidance does not determine whether a device is clinically appropriate, whether insurance covers it, or what rules apply outside the United States. See the ADA’s requirements for wheelchairs, mobility aids, and other power-driven mobility devices.
