A Microsoft 365 Copilot rollout has two useful adoption counts: Enabled Users, the licensed population, and Active Users, the enabled users who tried a qualifying feature during a stated period. Comparing them shows how much of the licensed population used Copilot—not whether it improved productivity or delivered a return on investment.
The two numbers measure different things
Microsoft’s Microsoft 365 admin usage report separates license access from observed use. Its definitions are explicit:
As an Amazon Associate I earn from qualifying purchases.
- Enabled Users: “the total number of unique users in your organization with Microsoft Copilot licenses over the selected timeframe.”
- Active Users: “the total number of enabled users in your organization who tried a user-initiated Microsoft Copilot feature, in one or more apps in Microsoft 365 over the selected timeframe.”
The report offers 7-, 28-, 90-, and 180-day views. An active-user count without its reporting window is therefore incomplete: 40 active users in seven days means something different from 40 in 90 days. See Microsoft’s Microsoft 365 Copilot usage report documentation for the definitions and report navigation.

Calculate the active-user rate carefully
For a single report window, calculate:
Active-user rate = Active Users ÷ Enabled Users × 100

For example, if a report shows 60 active users out of 100 enabled users in the same period, the active-user rate is 60%. That says 60% of the licensed population tried at least one qualifying feature in that window. It does not show how often they used it, whether use was sustained, or whether their work improved.
Keep the numerator and denominator aligned: use the same reporting surface, timeframe, and relevant population. Do not divide a dashboard’s 28-day active count by an enabled-user figure taken from a different window and present the result as a like-for-like rate.
What the Copilot Dashboard adds
The Copilot Dashboard is a separate view for examining adoption patterns across an organization. Microsoft defines its active Copilot users as “Employees who performed at least one Copilot activity in the previous 28 days.” The dashboard can break adoption down by group and app, and show usage levels, including patterns over a rolling 12-week window. Consult the Copilot Dashboard documentation for its current definitions and capabilities.

The dashboard’s definition and scope are not interchangeable with every admin report view. The admin report lets you select 7-, 28-, 90-, or 180-day periods and describes activity as trying a user-initiated feature. The dashboard’s stated active-user definition uses qualifying activity during the previous 28 days. When reporting a figure, name the report or dashboard, the metric, the population, and the period.
How to investigate a gap between enabled and active users
A gap is a prompt to investigate, not an explanation by itself. It does not establish why licensed users did not appear as active. Microsoft’s implementation guidance recommends using usage patterns to identify where rollout support may be needed.
- Check the reporting context. Record whether the figure comes from the admin usage report or Copilot Dashboard, which metric it uses, and the period covered.
- Look at app and group patterns. The dashboard’s breakdowns can help show whether activity is concentrated in particular apps or organizational groups.
- Investigate the work and support around low-use areas. Consider whether people have relevant workflows, access, training, and help. Treat these as possibilities to check, not causes proven by the activity count.
- Use the findings to adjust the rollout. Microsoft’s Microsoft 365 Copilot Implementation Measurement Playbook recommends analyzing usage across groups and apps and combining usage evidence with sentiment data for a fuller account of implementation.
Compare teams and periods on equal terms
A higher rate is not automatically evidence that one team has a more successful rollout. Before comparing groups or time periods, check whether the underlying measures match:

- Licensed population: Confirm which users are included in the denominator.
- Activity definition: Use the same meaning of “active,” from the same reporting surface.
- Observation window: Compare matching periods, such as one 28-day view against another.
- Scope: Check whether the comparison covers the same apps, groups, or features.
- Consistency: A single qualifying action is different from repeat use over time; examine usage-level information when available.
- Business outcome: Define an outcome measure separately if the comparison is meant to support a value claim.
Dashboard totals can also be affected by documented population and suppression rules. Microsoft says group-level assigned-license and active-user totals exclude disabled mailboxes. Feature-level metrics may be withheld for groups below a minimum size. These qualifications matter when a group’s figure is missing or when comparing group totals.
Dashboard access and interpretation caveats
Microsoft says the Copilot Dashboard is available to qualifying Microsoft 365 or Office 365 business or enterprise customers with an active Exchange Online account. A paid Viva Insights license or a Copilot license is not required merely to view the dashboard, but capabilities vary with tenant licensing. Tenants with at least one Copilot license can see Copilot Chat adoption insights; other insights have higher license thresholds.
Some dashboard details are feature-specific: certain agent metrics are labeled public preview, and credit usage insights require Pay-As-You-Go to be enabled. Check Microsoft’s live documentation for the current access conditions and metric caveats before relying on a particular view.

Adoption is not proof of business value
Active-user rate answers a narrow question: what share of the enabled population tried a qualifying feature during the stated period? It does not establish productivity gains, quality improvements, time saved, or return on investment. A user can register activity without a measurable business outcome, and a short window may not capture sustained use.
For a value claim, pair usage evidence with a suitable outcome measure and explain how that outcome was assessed. Sentiment can add context, as Microsoft’s implementation playbook recommends, but it should not be presented as a substitute for an outcome measure. Do not treat a high usage rate alone as proof of ROI.
