European defense startups are newer entrants seeking to bring emerging or dual-use technologies into a market where established contractors, supply chains and government procurement still shape how capabilities reach armed forces. Their opportunity is to contribute new ideas and focused expertise; their challenge is to turn a promising technology into an authorized, integrated product that can be produced and supported at scale. These are structural tendencies, not rules that describe every company.
What counts as a defense startup in Europe?
Europe’s defense industrial and technological base is not simply a contest between startups and a handful of large contractors. It includes prime contractors, mid-sized companies and small and medium-sized enterprises (SMEs). “Startup” describes a relatively new or non-traditional entrant, not a single business model: a startup may work on software, hardware, components or services, and it is not necessarily small, dual-use or focused on one technology.

The European Commission calls defense-related SMEs “key enablers of innovation and growth.” That role can put a young company alongside larger firms as a specialist supplier, collaborator or potential source of a new capability—not automatically in competition with a prime for an entire defense program. | Area | Defense startups | Traditional contractors |
|---|---|---|
| Market position | Newer or non-traditional entrants; may focus on a specific technology or capability. | Established participants in the defense industrial base, including prime contractors with existing program and supplier roles. |
| Technology and maturity | May bring emerging or dual-use technologies, but still need to demonstrate reliability, integrate with other systems and obtain required authorization. | Often operate within existing programs and established systems; integration, upgrade and delivery requirements remain program-specific. |
| Production and supply chains | May need a route into production, support and established supply networks, often through contracts or collaboration. | Have established roles and supply networks within the industrial base. |
| Procurement and customers | Can face a barrier to finding procurement opportunities and being treated as an innovation partner rather than only as a subcontractor. | Operate in established customer and procurement relationships, though the exact arrangements vary by program. |
| Financing | Must finance development and growth while seeking a contract or another route to revenue; some draw on private investment or public support mechanisms. | Established position in the industrial base; company-level funding and program economics are not comparable across the sector from the available figures. |
| Time to fielded capability | A new idea still has to pass through validation, integration, authorization and production before it becomes a fielded capability. | May build on existing program structures and production roles, but the broader innovation cycle remains slow and cumbersome. |
This comparison describes ecosystem patterns, not a guaranteed performance gap. The available evidence does not show that every startup is faster, cheaper or more innovative than every incumbent, or that every established contractor has the same scale or procurement advantage.

Why a promising technology may take time to reach users
A working prototype is not the same as a fielded defense capability. A technology must demonstrate that it works reliably, fit into relevant systems and operational processes, receive necessary authorization, and be producible and supportable. Those steps can require coordination across buyers, integrators and suppliers.
The European Commission has described the system-level problem directly: “the defence innovation cycle from ideation to capability remains very slow and cumbersome.” This is a critique of the broader path from idea to capability, not proof that a startup will move faster than an established contractor. Where procurement and scale create friction
Public procurement can be difficult for a young company to navigate. The Commission identifies work to help SMEs access national procurement, including better information about long-term plans and contract opportunities. A European Parliamentary Research Service (EPRS) briefing also describes a cultural divide in which startups may be treated as subcontractors rather than innovation partners. These are documented barriers, not evidence that every government buyer or prime treats smaller firms that way. EPRS briefing on European defence technology startups
Scale is a related challenge. A smaller company may have a useful component or system but need a larger partner, a procurement contract or another route to production and ongoing support. Established contractors have roles and supply networks built into the industrial base; that can make them important integrators and customers as well as competitors. The practical question is often how a startup’s capability enters a program and reaches users, rather than whether it replaces a prime contractor outright.

What the recent investment figures do—and do not—show
Recent figures point to increased activity, but they measure different things and should not be combined as if they were one market total.
- The European Commission reported in 2025 that more than 230 defense-tech startups had been founded in Europe since Russia’s invasion of Ukraine in February 2022, and that private investment in defense startups reached an all-time high in 2024. The statement covers Europe broadly; it is not an EU-27 venture-capital total. European Commission: EU Defence Industry Transformation Roadmap
- An EPRS 2025 briefing, citing Dealroom data, estimated €753 million in 2024 venture-capital investment in EU-27 defense-tech and defense-application companies—about 2.5% of venture capital invested in EU-27 companies that year. This is a specific geography and company category, not the same measure as the Commission’s broader statement about private investment. EPRS briefing on European defence technology startups
Neither figure shows how many startups later secured contracts, achieved production or delivered fielded capabilities. Investment and company formation indicate activity, not procurement success.

- Paint and glue is NOT included.
- Contains parts to build one of each model.
What support routes are available?
EU and European defense bodies describe several mechanisms intended to support collaboration, innovation or access to the market. They are potential routes, not guarantees of funding, a contract or a customer.

- European Defence Fund (EDF): The European Commission describes the EDF as an instrument for collaborative defense research and development. Its 2026 annual work programme earmarks €1 billion for collaborative defense R&D; that is a programme allocation, not an award to startups as a group. European Commission: European Defence Fund
- EU Defence Innovation Scheme (EUDIS): The Commission says EUDIS is intended to facilitate participation by smaller players and innovators. Whether a particular firm can apply depends on the relevant call and its conditions. European Commission: EUDIS
- Hub for EU Defence Innovation (HEDI): The European Defence Agency describes HEDI as a collaboration platform involving Member States and EU stakeholders. European Defence Agency: EU Defence Innovation Scheme
- SME guidance: The European Defence Agency’s SME material addresses information, procurement, supply chains, finance, innovation and competitiveness. European Defence Agency: SMEs
For any live opportunity, check the responsible body’s current call notice for eligibility, deadlines and conditions; a scheme’s existence does not establish that applications are open or that a company qualifies.

How to interpret the comparison
Start with the capability and its route to users. A startup may offer technology an incumbent does not currently provide, while a prime may supply integration, production or program access. In other cases, a startup may compete directly, or an incumbent may develop the relevant technology internally. The company label alone does not establish which route is better.
Quick Recap
- Ask whether the technology is demonstrated or still at an early stage.
- Identify what integration, authorization, production and support work remains.
- Check whether a route to procurement exists, including collaboration or a supplier relationship.
- Read investment and startup counts with their stated geography, category and date rather than treating them as measures of delivered capability.
