The EU Digital Product Passport (DPP) is not a QR code or a single public webpage. It is product-specific data made available electronically through a physical data carrier. The Ecodesign for Sustainable Products Regulation (ESPR) sets the framework; the applicable product-group rules determine the required data, carrier, identity level and access rights. Software teams should therefore design for persistent product identity, interoperable data, role-based access and continuity—then verify the rules for each product they support.
What the EU DPP framework requires
Regulation (EU) 2024/1781 establishes the ESPR framework for ecodesign requirements and Digital Product Passports. For a product covered by an applicable delegated act, Article 9 provides that it may be placed on the market or put into service only if a DPP is available in accordance with that act and the Regulation’s technical requirements. Passport data must be accurate, complete and up to date. Read Regulation (EU) 2024/1781 on EUR-Lex.

The framework does not create one universal schema or one implementation for every product. The relevant delegated act—and, for some product groups, separate EU legislation—sets the required fields, carrier type and placement, whether the passport applies at model, batch or individual-item level, and the access arrangements. Obligations apply to operators placing in-scope products on the Union market, whether they are manufactured in the EU or imported. The European Commission’s guidance for economic operators describes the operator context.

What software does a DPP implementation need?
The Regulation does not prescribe a particular vendor, product, or universal technology stack. In practice, a software system or set of services needs to support the applicable product rules and the following capabilities. These are architecture implications of the legal framework, not a statutory reference architecture.
- Product identity and resolution: connect the physical carrier to a persistent unique product identifier and resolve it to the right passport.
- Structured data management: maintain the product’s authoritative data in interoperable, machine-readable formats, with validation and controlled publication.
- Access and change control: provide information to actors according to their rights and limit data entry or modification to authorized parties.
- Exchange and portability: support open standards, transfer and interoperability without locking the data into one provider.
- Storage and resilience: store the passport with the responsible economic operator or a DPP service provider and arrange the required backup copy through a service provider.
These functions may be provided by an existing product-data platform, connected services or a dedicated DPP solution. The legal test is not whether software carries a DPP label: it is whether the implementation satisfies the rules that apply to the product.

How to design identity and data
Choose the correct identity level
A passport can relate to a model, a batch or an individual item, depending on the applicable product rules. Keep that level explicit in the data model. The persistent unique product identifier must connect to the data carrier, but a single URL should not be treated as the entire passport architecture: the identifier, resolution mechanism, data store and access rules are distinct concerns.

Annex III of the Regulation lists possible data elements, including a unique product identifier and identifiers for economic operators and facilities. It also refers to identifier and carrier standards, including the ISO/IEC 15459 series where applicable. These are not automatically mandatory fields for every product; the product-specific rules establish which elements are required or permitted.

Keep data structured and portable
The Regulation calls for open standards and interoperable formats, with data that is machine-readable, structured, searchable and transferable where appropriate. It also requires technical, semantic and organisational interoperability between DPPs and frames the system to avoid vendor lock-in. For implementation, separate product identity and resolution, the authoritative data model, validation and provenance, publication and versioning, access policy, and connections to other systems. That separation is an engineering approach, not a mandated design.
How access, privacy and updates should work
Access is role-sensitive, not necessarily public for every data field. Depending on the product rules, relevant actors may include customers, manufacturers, importers, distributors, dealers, repairers, refurbishers, remanufacturers, recyclers and authorities. Their respective rights govern access and who may enter, modify or update data. Build permissions around those defined roles instead of assuming every participant can see or edit the full passport.

Customer personal data must not be stored in a DPP without the customer’s explicit consent under the applicable data-protection rule. Avoid putting consumer identity or personal information into passport records unless the legal basis and consent requirements for that use have been established.
Because the data must remain accurate, complete and up to date, design a controlled update process: identify the authoritative source for each field, validate incoming changes, record who is authorized to make them, and publish updates to the correct identity level. These controls are implementation recommendations; the product-specific act remains decisive about required content and access.

What the carrier and EU registry do
A data carrier is the physical means by which a device can access the passport. The Regulation includes linear barcodes, two-dimensional symbols and other automatic identification data-capture media readable by a device. The carrier must be on the product, its packaging or accompanying documentation as specified by the applicable act. A QR code is one possible two-dimensional symbol, but printing a QR code or applying QR code labels does not by itself establish a compliant DPP. The product rules control the carrier choice, format, placement and presentation; no particular label stock, printer or QR generator is approved by this framework.
The Regulation also provides for an EU DPP registry. It sets 19 July 2026 as the date by which the Commission is to set up a registry storing at least unique identifiers. The registry should not be confused with the full operational or public passport data store: registry contents are addressed separately from passport requirements, and the current legal text and product rules govern what belongs in each.
How to evaluate a DPP platform or service provider
Use the requirements for the product in scope as the evaluation baseline. A provider’s general DPP claim is not, by itself, proof that it supports the applicable delegated act or separate sector law.

- Interoperability and portability: Can data be exported and exchanged using open standards without dependence on one vendor?
- Identity granularity: Can the service support the required model-, batch- or item-level passport?
- Access control: Can permissions distinguish relevant actors and restrict changes to authorized users?
- Data governance: Does it support validation, provenance, updates and lifecycle management so records can be maintained accurately?
- Resilience: What storage, backup and recovery arrangements are available, including the required service-provider backup copy?
- Product-rule coverage: What evidence shows that the system supports the specific applicable act and its carrier, data and access requirements?
The Regulation permits storage by the responsible economic operator or by DPP service providers and requires the operator to make a backup copy available through a service provider. Assess portability, persistent identity, access control, update auditability, standards support and recovery arrangements as part of the architecture decision; the Regulation does not endorse providers.
Quick Recap
Implementation checklist
- Identify the product group and determine which delegated act or separate EU law applies, including its application date.
- Extract the required data fields, carrier and placement rules, identity level, access rights and any product-specific technical requirements.
- Map each data field to its authoritative source, validation process, responsible updater and publication lifecycle.
- Design persistent product identity and resolution at the required model, batch or item level.
- Configure role-based access and change permissions, and keep customer personal data out unless explicit consent and the applicable legal basis are established.
- Select storage and service arrangements that support portability, interoperability, auditability, backup and recovery.
- Verify the applicable standards, registry requirements and operative legal text before deployment, then maintain the passport as product data changes.
