Whether an extra payment is required depends on the country’s rules, any applicable collective agreement, and the employment terms. A Dutch vakantiegeld allowance is a separate, Netherlands-specific form of holiday pay—not automatically an extra month of salary.
When comparing developer offers, separate guaranteed base pay from holiday allowances and conditional bonuses, then check which rules govern the job. EU guidance on employment contracts directs workers to the relevant national or regional provisions and collective agreements.

Is a 13th-month salary mandatory across the EU?
No EU-wide 13th-month salary entitlement is established by the sources discussed here. EU rules and statistics recognize 13th- or 14th-month payments as possible parts of remuneration, but a classification is not a requirement that every employer pay them.

For a particular offer, the answer depends on the applicable national rules, the relevant collective agreement, and the employment contract. The European Commission’s Your Europe employment-contract guidance says workers should receive information about their initial basic salary, payment frequency, and other remuneration components, and points them to national or regional provisions on remuneration.

That distinction matters: an EU statistical category describes how earnings can be recorded or measured. It does not, by itself, create a worker’s legal right to that payment.
What do “13th month,” “holiday pay,” and “bonus” mean?
These labels can refer to different kinds of compensation. EU earnings classifications list them separately, so an offer’s wording should not be treated as proof that two payments are equivalent.

| Pay component | What it generally describes | What to verify in the offer |
|---|---|---|
| Base salary | Regular compensation stated as the basic salary. | Whether the figure is gross annual pay or a monthly amount, and how often it is paid. |
| 13th- or 14th-month pay | A supplementary or annual payment recognized as a remuneration category in EU earnings rules. | Whether it is required by law, a collective agreement, or the contract; when it is paid; and whether it is prorated in a partial year. |
| Holiday allowance or holiday bonus | A payment associated with annual leave or holiday allowance. Its legal form depends on the country. | Whether it is a separate entitlement, how it is calculated, and when it is paid. |
| Performance or productivity bonus | A payment linked to targets, output, or other conditions. | The eligibility rules, targets, measurement period, and payment date. |
| Annual company or end-of-year bonus | A bonus categorized separately from 13th- or 14th-month pay in EU earnings classifications. | Whether it is guaranteed, discretionary, conditional, and recurring. |
| Benefits, allowances, or reimbursements | Items that may be benefits in kind, cash allowances, or repayment of expenses rather than base salary. | What each item is, whether it is guaranteed, and how it is treated under the applicable terms and rules. |
The European Commission’s Implementing Regulation (EU) 2025/1526 lists categories including 13th- and 14th-month pay, holiday bonuses, productivity-related bonuses, and annual company bonuses. Regulation (EU) No 549/2013, the European System of Accounts, also includes supplementary and holiday pay in its wage-and-salary accounting definitions. These frameworks help distinguish forms of earnings; they do not establish that every category is payable in every country or job.

No. Vakantiegeld is the Netherlands’ holiday allowance. EURES’ 2026 overview of living and working conditions in the Netherlands describes a minimum holiday allowance of 8%. Government.nl says holiday allowance is excluded from minimum wage and is due on top of it. That is a distinct holiday-pay entitlement, not automatically a 13th monthly salary.
Rank #3
Annualizing different pay components can make totals look similar, but the label, legal basis, calculation, and payment terms still matter. The 8% figure is specific to the Dutch holiday allowance; it is not an EU-wide bonus rate. Check the current Dutch rules and any agreement that applies to your role before relying on an individual calculation.
How much do country rules vary?
There is no safe shortcut from one member state to another. A Eurofound report published in 2023, based on a coded sample of collective agreements, illustrates different approaches: its Belgium sample describes 13th-month payments as common collective-bargaining practice rather than a statutory provision; its Cyprus sample says there is no legal obligation to provide more than 12 monthly payments; and its Italian examples show that payment counts depend on the agreement.
Those are sample-based findings, not a current, comprehensive legal survey of every country, worker category, or agreement. They illustrate why an EU-wide headline cannot answer whether a specific developer is entitled to extra pay. For a country-specific decision, verify the current national rules and the collective agreement that applies to the position.

Ask the employer to identify each component in writing. Keep guaranteed compensation separate from amounts that depend on targets, discretion, or eligibility dates.
- Confirm the base figure. Ask whether it is gross annual salary or a monthly amount, and how frequently it is paid.
- Identify each additional payment. Ask whether it is 13th- or 14th-month pay, holiday allowance, a performance bonus, or another component. Do not rely on a general label such as “bonus.”
- Ask what makes it payable. Establish whether the payment comes from statute, a collective agreement, the contract, or a discretionary policy.
- Get timing and eligibility terms. Check payment dates, targets, service or employment dates, and any first- or final-year proration terms.
- Clarify non-salary items. Ask whether benefits and allowances are cash remuneration, benefits in kind, or expense reimbursements, and whether they are guaranteed.
- Confirm the governing rules. Ask which country’s law and which collective agreement apply to the role.
Eurostat’s EU-LFS explanatory notes, version dated 14 January 2026, include the example survey question: “Do you have supplementary payments such as 13th month, end of year bonuses, holiday pay …?” It is a useful reminder of the kinds of items to ask about, not evidence that any one of them is owed to every worker.
Do not confuse paid leave with extra salary
Paid annual leave is time off with pay, not a 13th-month payment or a holiday bonus. Your Europe states that EU employees are entitled to at least four weeks of paid annual leave. That minimum leave entitlement does not, on its own, establish a right to a separate cash payment in addition to salary.
