Error 0x80070660: The Temp folder is full or inaccessible

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Error 0x80070660 usually appears when Windows, an installer, or an update process cannot write to the temporary folder it needs to unpack files, store setup data, or complete a repair operation. The message may point to the Temp folder being full, unavailable, blocked by permissions, or mapped to a location that no longer exists.

This problem can affect Windows Update, Microsoft Store apps, driver packages, MSI installers, and third-party setup files. In many cases, the fix is safe and straightforward: clear old temporary files, restore access to the Temp folder, confirm that the TEMP and TMP paths are valid, then rerun the installer with the correct permissions.

What Error 0x80070660 Means

Error 0x80070660 is a Windows installation or update failure that commonly appears when a setup program cannot use the temporary storage location it needs to unpack files, write working data, or stage updates. In plain terms, Windows or the installer is trying to place temporary files somewhere such as %TEMP%, %TMP%, or C:\Windows\Temp, but that location is unavailable, full, blocked, or not configured correctly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The message is often described as “The Temp folder is full or inaccessible”. This does not always mean the folder is literally full. It can also mean Windows cannot create, modify, or read files in the Temp folder. For example, the folder might have been deleted, its permissions may have been changed, an antivirus tool may be locking files inside it, or the TEMP and TMP environment variables may point to a path that no longer exists. If the folder is redirected to a network drive, removable disk, or protected location, installers may fail because they cannot reliably write temporary files there.

This error can occur during several common tasks, including installing desktop applications, running Microsoft Store or Windows Update components, applying MSI packages, extracting driver installers, or launching software setup files from a compressed archive. Many installers first copy their payload to the current user’s Temp folder before the installation begins. If that first step fails, the installer may stop immediately and return 0x80070660 even though the application itself is not the root problem.

How Windows uses Temp folders during installation

Windows relies on temporary folders as a short-term workspace. During an installation or update, these folders may be used to store extracted cabinet files, setup logs, rollback data, cached scripts, and temporary copies of executables. The process usually depends on both the signed-in user’s Temp folder and, for elevated operations, system-level temporary paths.

  • User Temp folder: Usually located under C:\Users\YourName\AppData\Local\Temp. Standard installers and per-user applications often write here.
  • System Temp folder: Commonly C:\Windows\Temp. Elevated installers, services, and Windows Update components may use this location.
  • Environment variables: TEMP and TMP tell Windows and applications which temporary folder paths to use.

Because these locations are used before and during setup, a problem with them can look like a broken installer, a damaged update, or a package compatibility issue. In reality, the installer may simply be unable to create a temporary file. Fixing 0x80070660 therefore usually starts with checking available disk space, clearing safe temporary files, confirming that the Temp folders exist, and making sure the current user and required system processes have permission to write to them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common Causes of a Full or Inaccessible Temp Folder

Error 0x80070660 often appears when Windows, an installer, or Windows Update cannot write temporary setup files to the expected temporary folder. Most installers unpack MSI, CAB, ZIP, or update payloads into Temp before copying files into their final locations. If that folder is full, missing, locked down, or pointing to the wrong place, the installation can fail even when the downloaded installer itself is not damaged.

Storage pressure in the Temp location

The most common cause is low free space on the drive that contains the Temp folder. On many systems, the user Temp folder is under C:\Users\YourName\AppData\Local\Temp, while the system Temp folder is usually under C:\Windows\Temp. Large browser caches, failed update packages, extracted driver installers, crash dumps, and abandoned setup folders can accumulate over time. A setup program may need several gigabytes of working space, especially for feature updates, Visual Studio components, Office updates, device drivers, games, or large enterprise applications.

Missing, moved, or incorrectly redirected Temp folders

Error 0x80070660 can also occur when the Temp path exists in Windows settings but the actual folder does not exist. This happens after manual cleanup, profile corruption, disk replacement, or aggressive cleanup tools that remove empty-looking folders. It can also happen when TEMP or TMP environment variables are redirected to another drive, network share, RAM disk, removable drive, or custom folder that is no longer available. If an installer tries to extract files to D:\Temp but drive D: is offline, encrypted, full, or renamed, the operation may stop immediately.

  • Full system drive: Windows cannot create or expand temporary setup files.
  • Deleted Temp folder: The configured path points to a folder that no longer exists.
  • Bad redirection: TEMP or TMP points to a disconnected drive, unavailable share, or invalid path.
  • Read-only location: The folder exists but cannot accept new files.
  • Security software interference: Antivirus or endpoint protection blocks scripts, extracted files, or installer actions in Temp.

Permission restrictions and profile issues

A Temp folder must allow the current user, the installer process, and sometimes the Windows Installer service to create, modify, and delete files. Permission problems can appear after copying a user profile from another PC, restoring from backup, joining or leaving a domain, changing ownership on the Users folder, or applying restrictive Group Policy settings. In these cases, File Explorer may show the Temp folder, but setup processes fail because they cannot create subfolders, write logs, or execute extracted helper files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is also a difference between running an installer as a normal user and running it elevated as an administrator. Some installers begin under the signed-in user account, then switch to elevated permissions partway through. If the user Temp path is usable but the system Temp path is restricted, or the reverse, the install can fail inconsistently. This is the same installer may work for one account and fail for another on the same computer.

Locks, cleanup utilities, and interrupted installations

Temporary folders can become cluttered with locked files from browsers, Microsoft Office, Teams, Adobe apps, update services, or previous failed installations. A file lock usually does not break the entire Temp folder, but it can prevent a cleanup or installer from replacing a file it expects to control. Third-party cleanup tools can create the opposite problem by deleting active setup folders while an installer is still running. Interrupted restarts, forced shutdowns, and partially removed updates can leave behind damaged temporary installation caches that trigger the same error during the next attempt.

In business environments, additional causes include folder redirection policies, roaming profiles, controlled folder access, AppLocker or software restriction policies, and endpoint detection tools that quarantine extracted installer components. Before assuming the application package is defective, check whether Windows can create a simple test file in both the user Temp folder and the system Temp folder. If either location cannot be written to reliably, fixing the Temp path, free space, and permissions should come before reinstalling the application or resetting Windows Update.

Clear Temporary Files Safely

When error 0x80070660 appears because the Temp folder is full, the safest first fix is to remove temporary data without deleting active system files or personal documents. Windows stores installer extracts, update leftovers, crash dumps, browser cache, and app working files in temporary locations. Most of these can be deleted, but some files may be in use, so do not force-delete anything that Windows says is currently open.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the built-in cleanup tools rather than manually emptying random folders. On Windows 11 or Windows 10, open Settings, go to System > Storage, and select Temporary files. Let Windows scan the drive, then review the categories before removing them. It is usually safe to select items such as Temporary files, Delivery Optimization Files, DirectX Shader Cache, Thumbnails, and Windows error reports. Be careful with Downloads, because that option deletes files from your Downloads folder, not just installer scraps.

  1. Press Windows + I to open Settings.
  2. Select System, then open Storage.
  3. Click Temporary files and wait for the scan to finish.
  4. Review the selected categories and clear anything you no longer need.
  5. Click Remove files, then restart the PC before trying the installer or update again.

You can also use the classic Disk Cleanup utility, which is helpful on older Windows installations or systems where Settings does not show enough detail. Press Windows + R, type cleanmgr, and press Enter. Choose the system drive, usually C:, then select temporary file categories. For update-related cleanup, click Clean up system files, choose the system drive again, and review items such as Windows Update Cleanup and Temporary Windows installation files. This can free several gigabytes after large feature updates.

If the error continues, clear the user Temp folder manually. Press Windows + R, type %temp%, and press Enter. File Explorer will open the current user’s Temp folder. Press Ctrl + A to select the contents, then press Delete. If Windows reports that some files are in use, choose Skip. Next, open Windows + R again, type temp, and repeat the same process if the folder opens. Some systems also use C:\Windows\Temp for system-level operations; deleting its contents may require administrator approval. Delete only the contents inside the folder, not the Temp folder itself.

  • Restart first if many files cannot be deleted, then try the cleanup again before launching the installer.
  • Keep the folder structure intact; remove files and subfolders inside Temp, but do not delete C:\Windows\Temp or your user profile folder.
  • Leave unknown files in place if they are locked by Windows or security software.
  • Empty the Recycle Bin afterward if space is still low on the system drive.

After cleanup, confirm that the system drive has enough free space for the operation that failed. Small applications may need only a few hundred megabytes, while Windows updates, Microsoft Office installers, game launchers, and driver packages can require mulle gigabytes of working space. As a practical target, keep at least 10 GB to 20 GB free on the Windows drive before retrying a major update or large installer. Once enough space is available, run the installer again and check whether error 0x80070660 is resolved.

Check and Repair Temp Folder Permissions

If error 0x80070660 continues after clearing temporary files, Windows or the installer may not be able to write to the Temp folder. Installers, Windows Update components, Microsoft Store apps, and driver packages often unpack files into the current user’s Temp directory before installation begins. If your account cannot create, modify, or delete files there, the process can fail even when plenty of disk space is available.

The most common user Temp folder is located at %USERPROFILE%\AppData\Local\Temp. You can open it quickly by pressing Win + R, typing %temp%, and selecting OK. If File Explorer opens the folder without an access prompt, try creating a small test file inside it: right-click an empty area, choose New, then Text Document. If Windows refuses, shows an access denied message, or asks for administrator approval, the folder permissions need to be repaired.

Check permissions in File Explorer

  1. Press Win + R, type %localappdata%, and select OK.
  2. Right-click the Temp folder and select Properties.
  3. Open the Security tab.
  4. Select your Windows user account from the list.
  5. Confirm that Modify, Read & execute, List folder contents, Read, and Write are allowed.
  6. If your account is missing or does not have write access, select Edit, add the account if needed, and enable the permissions above.
  7. Select Apply, then OK.

For a normal user Temp folder, your own account should have full working access. The SYSTEM account and the local Administrators group should also have broad access because elevated installers and Windows services may need to use temporary paths during setup. Avoid removing existing entries such as SYSTEM or Administrators, since doing so can break update, repair, and uninstall operations.

Repair permissions with Command Prompt

If the Security tab is unavailable, inherited permissions are broken, or the folder behaves inconsistently, you can reset access from an elevated Command Prompt. Open the Start menu, type cmd, right-click Command Prompt, and select Run as administrator. Then run these commands one at a time:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • takeown /f “%LOCALAPPDATA%\Temp” /r /d y
  • icacls “%LOCALAPPDATA%\Temp” /grant “%USERNAME%”:(OI)(CI)F /t
  • icacls “%LOCALAPPDATA%\Temp” /grant SYSTEM:(OI)(CI)F /t
  • icacls “%LOCALAPPDATA%\Temp” /grant Administrators:(OI)(CI)F /t

The (OI) and (CI) flags apply permissions to files and subfolders created inside Temp, which is necessary because installers often create nested extraction folders. After running the commands, restart the installer or update that produced error 0x80070660. If the Temp folder itself is missing, create it manually under %LOCALAPPDATA%, then apply the same permission checks before trying the installation again.

Verify TEMP and TMP Environment Variables

Windows and many installers do not guess where to place temporary setup files. They read the TEMP and TMP environment variables for the current user and for the system. If either value points to a deleted folder, an unavailable network path, a protected directory, or a drive that no longer exists, operations that unpack files can fail with error 0x80070660. This is common after profile migrations, aggressive cleanup tools, redirected user folders, or manual changes to environment variables.

The safest default for a standard user profile is usually %USERPROFILE%\AppData\Local\Temp. Windows expands this to a path such as C:\Users\Alex\AppData\Local\Temp. For system-wide temporary files, the usual defaults are %SystemRoot%\TEMP or C:\Windows\Temp. Avoid setting TEMP or TMP to the root of a drive, a removable USB drive, a cloud-sync folder, or a network share unless your organization specifically requires it and permissions are configured correctly.

Check TEMP and TMP in Windows Settings

  1. Press Windows + R, type sysdm.cpl, and press Enter.
  2. Open the Advanced tab and select Environment Variables.
  3. Under User variables, look for TEMP and TMP.
  4. Confirm both point to a valid user temp folder, typically %USERPROFILE%\AppData\Local\Temp.
  5. Under System variables, check TEMP and TMP as well. These commonly point to %SystemRoot%\TEMP.
  6. If a value points to a missing folder, old drive letter, network location, or restricted path, select it and click Edit.
  7. Enter the corrected path, then click OK through all open windows.

After changing these values, create the folder if it does not already exist. For the user temp folder, open File Explorer and enter %USERPROFILE%\AppData\Local in the address bar, then create a folder named Temp if it is missing. For the Windows temp folder, open C:\Windows and confirm that Temp exists. Creating or changing folders under C:\Windows may require administrator approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the active values in Command Prompt

You can quickly see what Windows is currently using by opening a new Command Prompt and running echo %TEMP% and echo %TMP%. Use a newly opened Command Prompt after editing environment variables, because already open windows may keep the old values. If the displayed path is different from what you set, sign out and sign back in, or restart Windows before testing the installer or update again.

Variable Recommended value What to avoid
User TEMP and TMP %USERPROFILE%\AppData\Local\Temp Deleted folders, OneDrive paths, network shares, removable drives
System TEMP and TMP %SystemRoot%\TEMP User profile folders, locked application folders, invalid drive letters

Once the paths are corrected, retry the failed installer, Windows Update, or application update. If error 0x80070660 was caused by bad TEMP or TMP redirection, the setup process should now be able to extract files, write logs, and complete its temporary operations normally.

Run the Installer or Update With the Right Access

After the Temp folder has enough free space, correct permissions, and valid TEMP and TMP paths, run the failing installer or Windows update in a way that can actually write to those locations. Error 0x80070660 can continue if the setup program is launched from a restricted account, a blocked network share, a protected folder, or a process that does not inherit the repaired environment variables. Restarting the installer from a clean, local location often resolves the remaining access problem.

First, close the installer, update wizard, Microsoft Store app, or vendor setup tool that produced the error. If you recently changed Temp folder permissions or environment variables, sign out and sign back in, or restart Windows, so the new settings are loaded by Explorer, Windows Installer, and update services. Then copy the installer to a simple local folder such as C:\Installers or your Downloads folder. Avoid launching it directly from a ZIP archive, email attachment, OneDrive placeholder file, USB drive with write protection, or a network path that may not allow temporary extraction.

For Windows Update failures, use an administrator session and make sure update-related services can start normally. Open Settings, go to Windows Update, and select Check for updates. If the same error appears, restart the computer and try again before making deeper changes. On managed workstations, confirm that company endpoint security, application control, or update policies are not blocking writes to temporary paths. Some installers extract files under the current user profile, while system updates may use service accounts and system-level temporary locations, so both user and system Temp paths must be accessible.

Choose the correct launch method

Scenario Recommended action
Standard desktop installer fails Copy it to a local folder, unblock it, then run it as administrator.
Installer was opened from a ZIP file Extract the ZIP to a local folder first, then run the setup file.
Installer is on a network share Copy it to the PC before running it to avoid share permission and extraction issues.
Windows Update fails Restart Windows, sign in with an administrator account, and run Windows Update again.
Corporate device blocks setup Ask IT to verify application control, antivirus, and update management policies.

If the setup program offers a per-user install and a machine-wide install, choose the option that matches your access level. A non-admin user may be able to install some apps only for their own profile, while drivers, runtimes, Office components, VPN clients, security tools, and Windows features usually require administrator rights. When testing, use a fresh download of the installer from the software vendor or Microsoft, since a partially extracted or corrupted package can repeatedly fail in the Temp folder and report the same access-related error.

Additional Fixes if the Error Still Appears

If error 0x80070660 continues after clearing temporary files, repairing permissions, checking TEMP and TMP, and running the installer with the correct access, the problem may be outside the Temp folder itself. At this stage, focus on Windows servicing components, disk health, security software, and the installer package. These checks are safe when done in order and can help separate a damaged Windows environment from a bad download or blocked setup process.

Restart Windows Installer and related services

Some installers depend on the Windows Installer service, cryptographic services, and update services to unpack files into temporary locations. If one of these services is stuck, the setup program may report a Temp folder error even when the folder is present and writable.

  1. Press Windows + R, type services.msc, and press Enter.
  2. Find Windows Installer. If it is running, right-click it and select Restart. If it is stopped, select Start.
  3. Do the same for Cryptographic Services, Background Intelligent Transfer Service, and Windows Update if the failure happens during an update.
  4. Run the installer or update again after the services restart.

Repair Windows system files

Corrupted system files can prevent installers and update components from creating, validating, or removing temporary setup data. Open Command Prompt or Windows Terminal as administrator, then run these commands one at a time:

  1. sfc /scannow
  2. DISM /Online /Cleanup-Image /RestoreHealth

Wait for each command to finish before closing the window. If either tool reports that repairs were made, restart the computer and test the installation again. On corporate or managed devices, DISM may need access to Windows Update or an approved repair source, so contact IT if the command cannot download repair files.

Check disk space, file system errors, and security blocks

A Temp folder can become inaccessible when the drive is nearly full, has file system errors, or is being monitored too aggressively by security tools. Make sure the Windows drive has several gigabytes of free space, especially when installing large applications or feature updates. Then open File Explorer, right-click the system drive, select Properties, open Tools, and use Error checking to scan the drive.

  • Antivirus or endpoint protection: Temporarily disable only real-time scanning if you trust the installer source, then turn protection back on immediately after testing.
  • Controlled folder access: In Windows Security, check whether ransomware protection is blocking the installer from writing to temporary or program folders.
  • Network or redirected profiles: If Temp points to a network path, VPN location, or unavailable redirected folder, switch it back to a local path such as %USERPROFILE%\AppData\Local\Temp.

Download a fresh installer or reset update components

If the error happens with one application, delete the existing installer and download a fresh copy from the vendor’s official site. Avoid running setup directly from a ZIP file, email attachment, browser cache, synced cloud folder, or network share. Save it to a simple local folder such as C:\Installers, then run it from there.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error appears during Windows Update, use Settings > System > Troubleshoot > Other troubleshooters and run the Windows Update troubleshooter. If that does not help, stop Windows Update services, rename the SoftwareDistribution and catroot2 folders, then start the services again. This forces Windows to rebuild its update cache and can resolve failures caused by damaged temporary update files.

When none of these fixes work, test with a new local administrator account. A clean profile creates fresh Temp paths and default permissions, which can confirm whether the issue is tied to the original user profile. If the installer works there, migrate the user’s data carefully or repair the original profile settings before retrying.

Frequently Asked Questions

Can I safely delete everything in the Windows Temp folder to fix error 0x80070660?

In most cases, yes, you can delete files from the Temp folder because they are meant to be temporary. If Windows says a file is in use, skip it rather than forcing deletion. Close open apps first, then use Settings > System > Storage > Temporary files or run %temp% and delete only the files Windows allows you to remove.

What should the TEMP and TMP environment variables point to?

For most user accounts, TEMP and TMP should point to a valid folder such as %USERPROFILE%\AppData\Local\Temp. System-wide TEMP and TMP often point to C:\Windows\Temp. If these paths point to a deleted folder, disconnected drive, network location, or folder without write access, installers and Windows Update can fail with error 0x80070660.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I know if the Temp folder permissions are causing the error?

A quick test is to open %temp%, create a new text file, save it, and delete it. If you get an access denied message or cannot create the file, your account does not have proper write access to the Temp folder. Restoring permissions for your user account, Administrators, and SYSTEM usually resolves installer failures caused by restricted Temp access.

Does running the installer as administrator fix error 0x80070660?

It can help if the installer needs elevated access, but it will not fix a broken Temp path or a folder that does not exist. First make sure the Temp folder is present, writable, and has enough free disk space. After that, right-click the installer and choose Run as administrator, especially for drivers, enterprise apps, and older setup files.

What if the error comes back after I clear temporary files?

If the error returns, check whether a cleanup tool, policy, or redirected profile is changing or deleting the Temp folder. Also verify that the system drive has enough free space, Windows Update services are working, and security software is not blocking installer extraction. For repeated Windows Update failures, running Disk Cleanup, the Windows Update troubleshooter, and DISM/SFC repairs can help rule out component store or system file damage.

Bottom Line

Error 0x80070660 usually points to a Temp folder problem: Windows, an installer, or an update process cannot write to the temporary location it needs.
