The upgrade risk depends on your starting version: operators on v1.8.x can upgrade directly, but deployments already running v1.9.0 need to plan for a proxy transition that can disrupt TLS certificates. The project’s releases list also includes v1.9.2, dated September 28, 2026, so v1.9.1 is not the latest release.
What changed in the 1.9.1 timeout behavior?
Envoy Gateway 1.9.0 set the initial SDS and RDS fetch timeouts to zero. If a cluster was waiting for a missing secret or endpoint, it could remain in the warming state indefinitely. That could pause Cluster Discovery Service (CDS) updates across the proxy and prevent health checks from starting.

Version 1.9.1 restores Envoy’s default 15-second initial fetch timeout, matching the behavior in v1.8.x. This addresses indefinite waiting, but it also changes generated SDS configuration. As a result, the route from a running v1.9.0 controller to v1.9.1 is not operationally equivalent to starting fresh on v1.9.1.
Does your starting version change the upgrade plan?
| Starting point | Documented impact | Upgrade guidance |
|---|---|---|
| Envoy Gateway v1.8.x | The v1.9.0 running-proxy issue does not affect this path. | Upgrade directly to v1.9.1 and skip v1.9.0, as the Envoy Gateway maintainers advise. |
| Envoy Gateway v1.9.0, with existing proxies still running as the controller changes | About 15 seconds after the new controller pushes configuration, existing proxies can activate TLS listeners without certificates. Backend TLS and BackendTLSPolicy resources, as well as global rate-limit clusters, can lose CA or client certificates. Affected pods may still report Ready; plain HTTP routing is unaffected. | Plan to replace existing proxy pods quickly. The maintainers’ recommended rollout settings and their capacity and connection trade-offs are described below. |
| Freshly started proxies on v1.9.1 | The release notes say the documented running-proxy certificate issue does not affect proxies freshly started on v1.9.1. | This is not a reason to apply the special v1.9.0 transition workaround to v1.8.x users. |
How should operators already on v1.9.0 mitigate the transition?
Use a fast rolling replacement if capacity allows
The maintainers recommend a rolling update that replaces proxy pods quickly. On the attached EnvoyProxy, set the applicable deployment or daemon set strategy to RollingUpdate, with maxSurge: 100% and maxUnavailable: 0. For an Envoy deployment or daemon set, the exact strategy field is envoyDeployment.strategy or envoyDaemonSet.strategy, respectively.

- 【Up to 1100 Mbps VPN Speed 】 Hardware-accelerated WireGuard and OpenVPN-DCO deliver up to 1100 Mbps VPN throughput, over 3× faster than Brume 2 for smooth remote access and file transfers.
- 【Three 2.5G Ports & Multi-WAN】Tri-port 2.5GbE design with flexible WAN LAN configuration supports multi-gigabit wired setups, dual-ISP Multi-WAN and failover to keep home and SOHO networks online.
- 【Stealth VPN Obfuscation】VPN obfuscation disguises VPN traffic as regular HTTPS, helping you evade blocking, bypass restrictive networks and maintain stable, private connections.
- 【DPI protection】Deep Packet Inspection with visual dashboards blocks adult/gambling/malicious sites, while SQM and QoS prioritize gaming, calls, and video when bandwidth is tight
- 【OpenWrt & USB 3.0 Expansion】OpenWrt with 1GB DDR4 and 8GB eMMC lets you install plugins and build VPN, ad-blocking or NAS, while USB 3.0 Type‑C connects high-speed storage or 4G/5G dongles
This configuration can require capacity for twice the usual number of proxy replicas while old and replacement pods overlap. Replacing a pod closes its connections. Normal graceful draining uses shutdown.drainTimeout, which is 60 seconds by default, but connections still open when draining ends—including WebSockets and gRPC streams—are cut. A one-at-a-time replacement extends the period described in the release notes, rather than replacing affected proxies quickly.
Watch for affected proxies and rejected TLS handshakes
The release notes identify these Prometheus queries for monitoring the transition:
envoy_sds_init_fetch_timeout > 0can identify proxies that need replacement.increase(envoy_listener_server_ssl_socket_factory_downstream_context_secrets_not_ready[5m]) > 0can show rejected TLS handshakes.
Readiness alone may not reveal the TLS failure. Re-pushing a Secret can restore resources that use that secret without restarting the proxy; replacing the pod addresses all affected resources at once.
Which security changes require configuration or user action?
OIDC session cookies switch to AES-256-GCM
The default Envoy bootstrap now enables AES-256-GCM encryption and disables the legacy AES-256-CBC decryption path, addressing the padding oracle identified as CVE-2026-47775. Existing sessions encrypted with CBC are rejected, so active users must authenticate again once after upgrading.
If EnvoyProxy.spec.bootstrap uses Replace, the replacement bootstrap must include these runtime flags in a static layered_runtime layer:
envoy.reloadable_features.oauth2_use_gcm_encryption: true
envoy.reloadable_features.oauth2_legacy_cbc_decrypt_compat: false
SecurityPolicy OIDC issuers need a supported URL scheme
Issuer URLs configured in SecurityPolicy now receive additional validation. HTTP is no longer a supported issuer URL scheme, so review any issuer configuration that uses it.

Wasm OCI image pulls no longer downgrade to HTTP automatically
Wasm image pulls require HTTPS by default. Envoy Gateway no longer falls back to HTTP when an HTTPS request is rejected; explicitly configured insecure registries remain an exception. Review extensions that use plain-HTTP registries. The maintainers cite the removed fallback as a risk because an on-path attacker could otherwise serve arbitrary Wasm code to proxies.

Tenant security contexts no longer replace the hardened default wholesale
A fix prevents a tenant-supplied KubernetesContainerSpec.SecurityContext on an EnvoyProxy from wholly replacing Envoy Gateway’s hardened default security context in the shared-controller-namespace situation described by the release notes. Other security-related fixes address a control-plane availability issue in EnvoyExtensionPolicy Wasm OCI permission handling and a Wasm image permission cache key that now accounts for the CA certificate.
What other 1.9.1 changes matter to platform teams?
OIDC flow-state cookies have a narrower path
Flow-state cookies are now scoped to the redirect path, reducing unnecessary transmission and header accumulation. Existing cookies retain their previous path until they expire; the release notes give their default lifetime as 10 minutes. A login that crosses the rollout may need to be retried.

Namespace-label changes trigger route acceptance reevaluation
HTTPRoute and other xRoute acceptance is re-evaluated automatically when namespace labels change for a Gateway’s namespace selector. Operators do not need to treat the prior route-acceptance result as fixed after such a label change.
Route, policy, and controller fixes
- Hostname-conflict route filtering is fixed.
- The controller no longer crash-loops when the optional extension-manager CRD is absent.
- Fixes address invalid-header backend credential injection and a controller panic during SecurityPolicy/TCPRoute translation.
Global rate limiting and UDP consistent hashing
Global rate-limit clusters now use in-cluster Service and EndpointSlice data through EDS, with the prior STRICT_DNS behavior retained as a fallback if the Service or endpoints cannot be discovered. UDP routes using consistent hashing now receive a source-IP hash policy; source IP is the applicable input because UDP datagrams do not have headers, cookies, or query parameters.

Translation tracing and metrics consumers
Per-phase tracing spans for Gateway API and xDS translation can help attribute slow translation to listener processing, HTTP or gRPC routes, policies, EnvoyPatchPolicy patches, extension hooks, or xDS validation.
The histogram buckets for watchable_subscribe_duration_seconds changed. Update dashboards or rules that refer directly to removed bucket boundaries. Queries that aggregate dynamically by the le label, such as histogram_quantile(), do not need a change for this reason.
Which release should you target?
This briefing covers the behavior and operational changes in v1.9.1. The official Envoy Gateway releases index lists v1.9.2 as dated September 28, 2026, after v1.9.1’s August 28, 2026 release. Check the project’s release information when selecting a target version; do not treat v1.9.1 as the current latest release.
