Start with your network design, compare appliance, virtual, and cloud-delivered options against it, then request a quote that includes subscriptions, support, operations, and resilience for the full term.
What should an enterprise firewall protect?
Map the users, applications, sites, data centers, and cloud workloads that need protection, then identify the traffic paths between them. Include internet ingress and egress, remote access, site-to-site links, and east-west traffic between internal systems or workloads. A firewall placed at one boundary does not automatically inspect traffic that takes another route.

This matters in distributed environments, where applications and users may span clouds, data centers, and remote locations. NIST’s Guide to a Secure Enterprise Network Landscape (SP 800-215) discusses this shift and approaches including microsegmentation, zero-trust network access (ZTNA), and secure access service edge (SASE). Treat the firewall as part of that wider architecture, not as a substitute for it.

Build a traffic and availability inventory
- Record the locations and traffic paths to protect, including cloud and virtualized environments.
- Estimate current peak and expected growth for inspected traffic, and note the share that is encrypted.
- Document interface speeds, VPN demand, session counts, and new-connection rates where those affect your design.
- Set latency and uptime requirements, and specify whether you need a high-availability pair or cluster, redundant links, and recovery after a failure.
- Check that the team can operate the proposed policies, monitoring, upgrades, and incident response across all locations.
These inputs form the basis for both deployment selection and a performance test. NIST’s Guidelines on Firewalls and Firewall Policy (SP 800-41 Rev. 1) covers firewall selection, configuration, testing, deployment, and management.

Which firewall features should you compare?
Compare the protection you will actually enable and operate. NIST describes a next-generation firewall (NGFW) as application-aware, extending inspection beyond network and transport layers to application-level traffic; capabilities include deep packet inspection, TLS inspection, and intrusion prevention. For each feature, establish whether it is included or separately licensed, available in your chosen deployment, and compatible with the policies and logging you require.
- Network policy and segmentation: Stateful controls, network-layer rules, segmentation, and policy inheritance or central management across sites.
- Application controls: Application identification and Layer 7 policies for the applications and traffic you need to govern.
- Intrusion and threat protection: IDS/IPS and threat intelligence; assess malware inspection or sandboxing if your requirements call for them.
- TLS inspection: Which traffic can be decrypted and inspected, how exceptions are handled, and what certificate, privacy, and capacity implications apply.
- Web and remote-access controls: URL filtering, egress controls, and VPN features for your site-to-site or remote-access use cases.
- Operations and resilience: Failover behavior, logs and retention, management APIs and integrations, and tools for reviewing and changing policy safely.
Feature labels are not a substitute for scope. Ask vendors to demonstrate the policy, inspection, and reporting workflows you expect to use, and identify any licensing or deployment limits before comparing quotes.

Example: cloud firewall tiers
Google Cloud’s Cloud NGFW illustrates how one service can package capabilities in tiers: Essentials provides baseline controls, Standard adds capabilities such as FQDN objects and threat intelligence, and Enterprise includes IDPS, malware sandboxing, URL filtering, and TLS inspection. This is an example of Google Cloud’s packaging, not a universal definition of NGFW tiers. Check the current Cloud NGFW tier descriptions for the service’s precise scope.

| Deployment | Where it can fit | Costs and checks to include |
|---|---|---|
| Physical appliance | On-premises networks where the organization wants to place hardware alongside routing and segmentation controls. | Rack space, power, interfaces, optics, spares, high availability, support, upgrade lifecycle, and subscription renewals. |
| Virtual firewall | Cloud or virtualized environments where inspection needs to sit within that environment. | Cloud instance and network design, throughput with protections enabled, licensing and scaling mechanics, and provider compute or data charges. |
| Cloud-delivered firewall | Environments where a service-managed delivery model fits operational and traffic-steering needs. | Traffic steering and inspection scope, supported paths, service limits, data residency, and billing meters such as traffic, endpoints, users, or feature tiers. |
| Hybrid estate | Enterprises whose sites, data centers, and cloud workloads require more than one form factor. | Policy and identity consistency, logging and operational integration, and the cost and complexity of multiple control planes. |
For a hybrid design, make cross-environment policy, identity, logging, and operations explicit requirements. A mix of deployment types may fit the traffic map, but it can also add integration work and operational overhead.
How should you size and test performance?
Size for peak and expected growth in inspected traffic, using the security profile you intend to run. Basic firewall throughput is not necessarily representative of throughput with IPS, threat protection, TLS inspection, and logging enabled. Ask for the metric and test conditions that match your intended configuration.

A Fortinet FortiGate 200F Series data sheet reports up to 5 Gbps IPS throughput, 3.5 Gbps NGFW throughput, and 3 Gbps threat-protection throughput. These are Fortinet-published, model-specific figures—not independent comparison results—and Fortinet notes that results vary by configuration and enabled feature mix. They do not predict another model’s performance or guarantee capacity for a particular customer workload. See the FortiGate 200F Series data sheet for its qualifications and notes.

- Use representative traffic: Reproduce relevant traffic paths, volumes, application mix, encryption, and peak conditions as closely as practical.
- Enable the intended protections: Test with the policies, IPS or threat controls, TLS inspection, and logging that the production design requires.
- Measure the right outcomes: Evaluate throughput, latency, session and connection handling, and operational visibility against requirements you set in advance.
- Exercise failure and recovery: Test failover and recovery behavior against the availability design, including the effect on traffic and operations.
- Test administration: Confirm that policy deployment, management integrations, and day-to-day monitoring work for the teams who will run the system.
- Record the conditions: Keep the traffic mix, enabled features, configuration, and results with the acceptance decision so the comparison is reproducible.

Example: Google Cloud consumption pricing
Google Cloud’s pricing page listed Cloud NGFW Essentials at no charge, Standard processing at $0.0193 per GiB, and Enterprise at $1.75 per firewall endpoint-hour plus $0.0193 per GiB of processing when accessed on October 4, 2026. Google describes Enterprise charges as applying to deployed endpoints and inspected traffic. These are service-specific list prices, not an appliance price or a cross-vendor benchmark; meters and rates can change. Use the live Cloud NGFW pricing page when budgeting.
Fortinet’s FortiGate / FortiOS Hardware Guide provides product documentation, and Fortinet maintains FortiGate and FortiGuard subscription ordering categories. The sources cited here do not establish a current comparable appliance-plus-license price, so request a quote for the required model, subscriptions, support, and term rather than treating a list price or another deployment’s billing meter as a proxy.
How do you make the final selection defensible?
Keep the decision tied to the requirements and evidence gathered during the evaluation. A purchase comparison should show which traffic paths each option covers, which controls are included and enabled, how performance was validated, and what the full lifecycle quote includes.
Quick Recap
- Reject a capacity claim that does not disclose the security features and conditions used for the measurement.
- Separate included capabilities from separately licensed features and verify that each works in the target deployment.
- Compare resilience and management workflows, not just the initial installation.
- Document operational ownership across on-premises, virtual, and cloud-delivered components.
- Retain test results and a quote breakdown that can be checked against the acceptance criteria and term assumptions.
