Enterprise AI Context: RAG or a Governed Layer—which to choose?

Enterprise AI needs more than a model: it needs access to current, trusted, permission-aware business context, with clear provenance and memory controls.

Enterprise AI does not automatically know a company’s current customers, decisions, workflows, or operating history. To answer reliably, it needs access to relevant business context—and that context must be authoritative, current, and available to the right users. A governed context layer can connect existing records to AI workflows without requiring a wholesale replacement of the systems that hold them.

What “memory” means in enterprise AI

“Memory” is used for several related capabilities, but it does not have one established enterprise definition. Keeping the distinctions clear helps organizations choose the right design for a workflow.

  • Retrieval finds relevant information, such as a policy or case record, to support a particular answer.
  • Persistent agent memory retains or transforms useful experience from earlier interactions so it can inform later tasks.
  • Business context is the broader organizational knowledge needed to interpret records: what is authoritative, who may access it, where it came from, and whether it is still valid.

These capabilities can overlap. For example, an agent might retrieve a current policy and retain a summary of a prior task. But neither action, by itself, guarantees that it has the right version, permission, or context to answer safely.

Why a model does not know what a business knows

A general-purpose model does not automatically contain an organization’s current operating knowledge. That information lives in business systems, documents, and policy repositories—and may be split across formats, owners, and access controls. A useful answer therefore depends on locating the relevant source and interpreting it correctly, not merely on generating fluent text.

The challenge is not simply that there are too many documents. Important context can also be in structured records, such as claims or cases, while policy and rationale may sit in unstructured content. Records can conflict, definitions can change, and a document that was valid last year may no longer govern a workflow. The AI system needs a way to identify trustworthy information and preserve its provenance, permissions, and currency.

John Newton argued in a September 24, 2026 TechRadar Pro opinion article that a context layer can make existing business knowledge usable without replacing the underlying infrastructure. His point is not that context alone makes AI trustworthy: evaluation, monitoring, provenance, and human oversight still matter. In the same article, Newton wrote, “AI doesn’t need perfect memory to understand how your business operates and start creating trustworthy, valuable outputs.” Read the TechRadar Pro article.

Is retrieval-augmented generation enough?

Retrieval-augmented generation (RAG) can provide an answer with relevant material from company sources, but retrieval is only one part of the problem. It does not, on its own, decide which source is authoritative, resolve conflicting versions, enforce the right permissions, or keep knowledge current. Nor does it necessarily preserve useful experience across separate tasks.

For a one-off question about a current policy, permission-aware retrieval may be sufficient. A workflow that depends on decisions made across several interactions may need persistent memory as well. A durable business knowledge layer may be needed when the system must connect structured records, documents, and policies over time. These are different needs, and a design can combine them rather than treating “RAG” and “memory” as competing labels.

What memory research suggests—and what it does not

Structured memory can outperform raw history on specific benchmarks

In a March 2026 report, Microsoft Research described PlugMem, a method that converts raw agent interactions into reusable knowledge. Its authors reported that PlugMem outperformed generic retrieval and task-specific memory methods on three benchmark tasks: question answering over long, multi-turn conversations; finding facts spanning multiple Wikipedia articles; and decision-making while browsing the web. They also reported using fewer memory tokens. These are benchmark results, not evidence of enterprise deployment or a guarantee of improved business outcomes. See Microsoft Research’s PlugMem discussion.

Memory needs a lifecycle

An Oracle technical report published in July 2026 frames agent memory as a lifecycle: ingestion, extraction, consolidation, retrieval, summarization, revision, and removal. It proposes separating an active memory core from a passive storage interface, with explicit scope across users, agents, and threads. The report also recommends evaluating downstream task accuracy alongside evidence retrieval, recall, latency, and estimated token use. This is a proposed architecture and evaluation approach from vendor-authored research, not a universal standard. Read the Oracle technical report on arXiv.

A practical implication is that keeping every interaction indefinitely is not necessarily a sound memory strategy. Information must be selected, consolidated, scoped, and revisited; outdated or inappropriate material may need to be revised or removed.

How to build business context without replacing existing systems

PwC Australia’s 2026 report recommends setting up trusted knowledge around material workflows, assigning owners, defining measurable freshness and permission standards, and unifying structured systems, unstructured repositories, and policy sources in a permission-aware retrieval layer. These are recommendations, not a binding standard. A phased implementation can turn them into concrete controls.

  1. Choose a material workflow. Start with a bounded task where missing or inconsistent context could change an answer or decision. Identify the records, documents, and policies that actually govern it.
  2. Define what counts as trusted knowledge. Name the authoritative source for each important fact or rule, assign an owner, and distinguish current material from superseded versions. If sources conflict, decide how the workflow should handle that conflict rather than letting the model silently choose.
  3. Carry permissions into retrieval. Ensure the AI accesses information under the user’s applicable authorization. The fact that a record is available to the system should not imply that it is available to every user or agent.
  4. Preserve provenance and freshness. Make it possible to trace an answer to its source and version. Set freshness expectations appropriate to the workflow, and define how changes or removals reach the context layer.
  5. Choose the right memory scope. Decide whether the task needs only current-source retrieval, continuity across interactions, or durable knowledge extracted from prior work. Scope retained information to the relevant user, agent, or thread.
  6. Evaluate the whole workflow. Measure whether the task is answered correctly and whether supporting evidence is retrieved. Also monitor operational signals such as freshness, permission compliance, provenance coverage, duplication, conflicts, latency, and token use.
  7. Keep a human path for consequential cases. Define when a person must review an answer, especially where sources conflict, evidence is weak, or an error could materially affect a customer or business decision.

PwC also recommends provenance tiers and monitoring policy freshness, duplication and conflict rates, provenance coverage, and the stability of curated sources. Those measures make “better context” testable rather than a vague aspiration. See PwC Australia’s report on enterprise AI context.

Where ontologies may help

An ontology can define relationships among business concepts so information from different sources can be interpreted in context. For example, a healthcare workflow might connect a diagnosis with a treatment plan and its results; a financial-services workflow might connect regulations with compliance structures. These examples illustrate a possible use, not a requirement for every deployment. A simpler workflow may be served by well-governed source records and clear metadata.

What the survey evidence says about context failures

VentureBeat Research’s June 2026 Pulse survey found that 57% of respondents said their organization had experienced, in the prior six months, a confident but wrong AI-agent answer they attributed to missing or inconsistent business context. The survey included 101 respondents from organizations with more than 100 employees; 31% reported encountering the problem more than once and 27% once. VentureBeat describes the sample as modest, self-selected, and non-probability-based, and advises treating it as directional evidence from organizations actively building RAG and context infrastructure—not as a precise estimate for all businesses. The figure reflects respondents’ root-cause attribution; it does not prove that retrieval is the sole cause of agent errors. Read VentureBeat Research’s survey report.

How to judge a context approach

No cited source establishes one architecture or platform as the universal answer. Evaluate options against the needs of the workflow rather than the size of a vendor’s feature list.

Decision area Question to ask What to verify
Information scope Does the workflow need documents alone, or structured records, unstructured content, and policy sources? That the authoritative information for the task is in scope.
Authorization Does retrieval respect existing identity and permissions when the agent uses the context? That users and agents cannot retrieve material beyond their authorization.
Memory lifecycle How is information selected, consolidated, scoped, revised, and removed? That retained knowledge has clear boundaries and a maintenance path.
Evidence quality Can an answer be traced to an authoritative source and its current version? Provenance, source quality, and a defined response to conflicting evidence.
Evaluation Is the system judged on the actual task as well as on memory or retrieval behavior? Task accuracy, evidence retrieval, recall, latency, token use, freshness, and conflict measures appropriate to the workflow.
Workflow fit Does the use case need short-lived retrieval, cross-session continuity, or durable knowledge from prior interactions? That the chosen memory scope matches the task instead of retaining more history by default.

What businesses should take away

Enterprise AI’s memory problem is often a context problem: the model cannot use business knowledge it cannot access, and access alone is not enough if the information is stale, unauthorized, conflicting, or impossible to trace. Start with a specific workflow, identify its trusted sources and owners, preserve permissions and provenance, and test the system against real task outcomes. Retrieval, persistent memory, and a broader context layer can work together, but the right combination depends on what the workflow needs.
