It organizes the work; it does not decide every legal question. In the United States, FMLA eligibility depends on employer coverage, employee eligibility, and the reason for leave, while the ADA may require an individualized accommodation review even after FMLA leave is exhausted.
What a leave management system does
Leave management software provides a shared process for recording requests, applying configured policies, tracking time away, and coordinating the HR tasks connected to an absence. Depending on the system, it may also connect leave records to benefits, timekeeping, workforce scheduling, and payroll. The practical goal is not simply to count days: it is to help the right people see what needs attention and when.

Oracle’s datasheet is a vendor description of one product, not independent evidence that every system has these capabilities or that using one guarantees compliance.

The U.S. Department of Labor’s Wage and Hour Division says the Family and Medical Leave Act (FMLA) provides eligible employees of covered employers up to 12 workweeks of unpaid, job-protected leave in a 12-month period for qualifying family and medical reasons. Group health benefits must continue under the same conditions as if the employee had not taken leave. This is a federal baseline, not a complete account of state or local leave rights.

Who may qualify
Under the Department of Labor’s fact sheet revised in March 2025, employee eligibility includes at least 12 months of employment, at least 1,250 hours of service during the 12 months before leave begins, and a work location where the employer has at least 50 employees within 75 miles. Those employee tests are not the only part of the analysis: the employer must also be covered, and the leave must be for a qualifying reason. A system can help collect and organize relevant information, but its configured rules should not be treated as a substitute for checking coverage, circumstances, and current law.
Qualifying reasons and a separate servicemember entitlement
The Department of Labor’s FMLA FAQ identifies qualifying reasons that include birth and care of a newborn; adoption or foster placement and bonding; care for a spouse, child, or parent with a serious health condition; the employee’s own serious health condition; and specified military exigencies. It also describes a potential entitlement of up to 26 workweeks in a single 12-month period to care for a covered servicemember with a serious injury or illness. That 26-week entitlement applies to the specified servicemember-care situation, not as a general extension for all FMLA leave.

How leave administration follows a request through return
The Department of Labor’s employer guide is organized around the leave lifecycle. A system is most useful when it supports that lifecycle instead of treating a request as a single form or a balance to deduct.

Record the employee’s request and route it to the appropriate HR or leave administrator. Make clear how employees can ask questions or provide updates, including when a request needs human review.
- Review coverage, eligibility, and reason. Assess whether the employer and employee meet applicable FMLA requirements and whether the stated reason may qualify. Use configured rules to surface relevant information, not to make an unreviewed denial.
- Communicate rights and next steps. Coordinate the information the employee needs about the leave process, benefits, and any outstanding steps. Keep communications connected to the case so HR can see what has been sent and what remains unresolved.
- Track the leave and coordinate work. Maintain the leave record and coordinate with the functions that need to plan around the absence, such as timekeeping, benefits, payroll, or scheduling. The system should make the status and ownership of follow-up clear to authorized users.
- Plan restoration and follow-up. At the end of leave, coordinate the return-to-work process. The Department of Labor’s guide includes restoration to the same or an equivalent job as part of the FMLA lifecycle.
How does leave as a reasonable accommodation work?
FMLA tracking does not resolve every disability-related leave question. The Equal Employment Opportunity Commission (EEOC) explains that leave may be a reasonable accommodation under the Americans with Disabilities Act (ADA). Its May 9, 2016 technical assistance document says employers must consider unpaid leave when an employee with a disability requires it, provided the leave does not create undue hardship for the employer.

That means an FMLA eligibility result or an exhausted FMLA balance should not automatically close an accommodation request. The ADA question calls for individualized consideration, including whether additional leave is needed and whether it would cause undue hardship. A system should provide a way to flag and escalate such cases for appropriate review rather than treating policy limits or automated calculations as the final answer.
What should a leave system help HR coordinate?
Assess a system against the work your organization needs it to support. The following are evaluation questions, not claims that every vendor provides the feature or that a feature alone establishes legal compliance.
Rank #4
- Policy and entitlement configuration: Can administrators represent different absence categories and rules? Oracle’s datasheet, for example, describes accrual-based, entitlement-based, and rule-based absence types.
- Different leave patterns and reasons: Can the workflow handle the continuous and intermittent absences your policies and applicable laws require HR to administer, as well as multiple leave types?
- Role-specific workflows: Can employees submit or update requests, managers handle appropriate operational tasks, and HR review eligibility or exceptions without confusing their responsibilities?
- Connected systems: Does it integrate with the organization’s HR information system, payroll, benefits, timekeeping, and scheduling tools? Confirm which integrations are available for the specific product and configuration under consideration.
- Records and access: Ask what reporting, case history, and data-access controls the product provides, and how those features work in the proposed configuration. The Oracle datasheet cited here does not establish the comparative security or audit capabilities of leave systems generally.
- Human escalation: Can staff route potential accommodation requests, unclear eligibility situations, and other cases needing individualized review to an appropriate decision-maker?
Where software stops—and what HR still needs to verify
A software rule can reflect a configured policy; it cannot by itself establish that the policy captures every obligation that applies to a particular employer and employee. The federal FMLA and ADA are only part of the picture. State and local requirements may provide additional or greater protections, and this article does not catalog those rules, paid-leave programs, coordination requirements, notice deadlines, recordkeeping rules, or tax treatment.

The Department of Labor advises checking with the relevant state labor department for additional or greater protections. Employers should also verify current federal, state, and local requirements for their locations and circumstances, with qualified HR or legal support where needed. Treat any software’s compliance claims as something to validate against the actual law and the organization’s configuration, not as a guarantee.
