Enabling Sensors to Generate Actionable Data: An AIoT Architecture for Commercial Construction

A practical guide to a distributed AIoT architecture for commercial construction: sensing, edge and cloud processing, and a semantic layer that ties readings to assets and BIM context.

Sensors on a commercial construction site produce actionable data only when each reading can be tied to a specific asset or space, carries its units, timestamp and quality status, and reaches a named workflow with a decision to make. Machine learning can help interpret that stream, but it cannot supply missing identity, context or trust. A distributed AIoT design, with devices, edge, cloud and a semantic information layer linked to BIM and digital-twin models, gives teams a workable way to organize that work.

ITU-T’s June 2026 AIoT reference model, set out in Recommendation Y.4618 (2026), defines AIoT as “a distributed system combining AI, data and IoT across device, edge and cloud to enable interoperable, scalable and trustworthy intelligent services.” For construction teams, the key word is distributed: where each function runs is a design decision, not a default.

Why raw sensor telemetry is not yet actionable

A reading of 31.5 °C from a probe reports a value. It does not say whether that value is the temperature of curing concrete on level 4, the air in a pump room, or a sensor that has started to drift. Four things must be known before a team can act on a reading:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Identity: the asset, space or element the reading belongs to, referenced by a stable identifier rather than a label typed into a spreadsheet.
  • Meaning: what is measured, in which unit, and whether the value is raw or derived by a device or model.
  • Time and quality: when the value was captured and in which time zone, whether the sensor is calibrated, and whether gaps or outliers are flagged.
  • Relationships: how the reading connects to the project model, the schedule, and the building or site systems that will act on it.

NIST notes that building data comes from diverse sources and often requires labor-intensive manual mapping to application needs. Its work centers on machine-readable semantic building models that integrate those sources and support analytics, automation and control. The architecture below is built to close the four gaps above before a model is trained or an alert is sent.

The five layers of the reference design

The design is a logical reference, not a validated blueprint for every jobsite. Each layer describes a function that can run on different hardware. A small project may combine several functions on one gateway, while a multi-site portfolio may separate them further.

Sensing and device layer

Sensors and connected devices capture physical observations such as temperature, humidity, vibration, occupancy and camera feeds. ITU-T’s reference model includes sensors such as cameras and environmental sensors, and lightweight protocols such as MQTT and CoAP. Devices can also do some work themselves. They can filter spikes, validate ranges, compress data or run a simple interpretation step, which matters when a local response is needed or the network connection is unreliable. Each device should carry a persistent identifier, a timestamp source and a calibration status, because every later layer depends on those fields.

Edge layer

A site gateway or edge platform manages nearby devices, monitors their state, handles connectivity and routes data onward. It can also run contextual inference or analytics across a zone or building. The edge earns its place when a decision must be made close to the site, or when sending every raw signal to a central service would be wasteful. A gateway should buffer readings during a network outage and forward them in order once connectivity returns; without that buffer, a site-network dropout becomes a gap in the record.

Cloud layer

Cloud services provide broader ingestion, normalization, storage, visualization, model training and deployment orchestration. This is where fleet-wide comparison across sites, long-term history and model retraining belong. Cloud-only inference adds transfer latency and makes the workflow depend on network availability. ITU-T describes cloud-scale storage, training and orchestration as one tier of the design, not as the place where every signal is processed.

Semantic and context layer

This layer is where measurements become information. Each observation is associated with a stable identifier and a machine-readable meaning: which asset or location it belongs to, what it measures, in which units, at what time, with which quality flags, and how it relates to the project model and to operational systems. It also keeps provenance: which device produced the value, which calibration applied, and whether an edge model derived it. Without this layer, a dashboard can display numbers, but no one can reliably answer a question such as “is this slab curing on the schedule we planned?”

Application and action layer

Interpreted data feeds defined workflows such as progress monitoring, schedule and resource review, commissioning and fault detection. CORDIS names automated progress monitoring and comparison of relevant data against the initially agreed planning as construction digital-twin use cases. Each workflow needs an owner, an exception path and a threshold that defines when a decision is required. An alert that nobody is assigned to is telemetry, not action.

Deciding where processing runs

Processing placement is a trade-off between latency, privacy, bandwidth and compute. Start from the decision: what must happen, how quickly, and what should happen if the network drops. The table turns those questions into a comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Question Favors device processing Favors edge processing Favors cloud processing
How fast must the response be? Immediate, local response to a sensed condition Near-real-time coordination across a site zone Analysis that can wait for batch review
What happens if the site network drops? The device keeps its local function running The gateway keeps running and buffers data Central processing is unavailable until connectivity returns
Must raw data leave the site? Raw signals stay on the device; only results are sent Raw signals stay with the site gateway Raw data is transmitted for central storage and analysis
How much data is generated? Filter and compress at the source Aggregate across nearby devices Store and compare across sites and projects
How large is the model? Small models that fit constrained hardware Moderate models that fit site hardware Large models, training, retraining and orchestration

A workable default follows from the table: keep the fastest decision as close to the sensor as its requirements allow, send derived results upward by default, and move raw signals only when a defined use needs them, such as model retraining or an audit.

Connecting measurements to BIM and the digital twin

CORDIS describes a construction digital twin as a real-time digital representation that uses data from devices and components on construction sites or in buildings in use, with the potential to synchronize as-designed and as-built models. Its Digital Building Twins programme description (European Commission CORDIS, 2023) states the aim as: “The aim is to develop a digital building twin – a real-time digital representation of a building or infrastructure.”

In practice, the BIM model supplies the element hierarchy and spatial context, the sensors supply observed state, and the semantic layer is the mapping between them. As a hypothetical example, consider a temperature and vibration sensor on a pump in a level 3 plant room. The sensor’s identifier maps to the pump element in the model, the room maps to its space, and the commissioning record maps to the specified equipment. When a fault flag is raised, it reaches the commissioning workflow with its location and history attached, instead of arriving as an unlabelled number.

Interoperability is the main constraint

CORDIS identifies lack of open semantic interoperability as a hurdle for construction digital twins, and NIST describes standards-based semantic models as part of the remedy. On a commercial project, the practical test is whether data from different sensor vendors, the BIM authoring environment, building systems and reporting tools can be interpreted without someone rebuilding the mapping for each source. Before integrating a sensor platform, ask the vendor for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Persistent device and channel identifiers that do not change when a device is replaced or moved.
  • Declared units and data types for every channel, documented in a schema.
  • Timestamps with a time zone and clock source, plus a way to flag clock drift.
  • Quality and calibration metadata exported with the readings, not only displayed in the vendor’s dashboard.
  • Documented interfaces for exporting data and metadata, and for mapping device identifiers to model elements.

A working sequence from sensor to decision

  1. Name the decision, its owner and the response time it requires. This determines which processing tiers are acceptable.
  2. Inventory the signals that inform the decision, and record each signal’s source, unit, sampling interval and expected accuracy.
  3. Assign persistent identifiers to devices and channels, then map each channel to a model element, space or system in the project’s BIM model or asset register.
  4. Attach provenance and quality metadata at ingestion: the device, its calibration status, the timestamp source and any edge-derived flags.
  5. Assign processing by tier: the device handles filtering and immediate local responses, the edge handles site-level inference and buffering, and the cloud handles cross-site storage, retraining and orchestration.
  6. Design device management before deployment: authenticate each device, encrypt data in transit and at rest, define a controlled update path, and specify how the system behaves when a device or gateway fails. ITU-T includes security, privacy, trust, collaboration and operational requirements among AIoT’s core concerns.
  7. Define the workflow the data feeds, such as comparing measured progress against the agreed plan, with thresholds, a named recipient and an escalation path.
  8. After a defined period, review whether the decisions changed and whether the data supporting them was complete.

What the published 20% figures establish

Two percentages appear in the Digital Building Twins programme description. Both are listed as desired outcomes or targets, not as results demonstrated by a named project.

Stated figure Source and date Status in the source
Better scheduling forecast by 20% European Commission CORDIS, Digital Building Twins programme description, 2023 Programme outcome/target; not a measured result from a named project
Reduction of construction project costs by 20% European Commission CORDIS, Digital Building Twins programme description, 2023 Programme outcome/target; not evidence of realized savings

The programme description presents these as goals and does not report a measured deployment behind them. A team building a business case should measure its own baseline for schedule-forecast error and cost variance, then compare results after deployment, rather than borrowing either figure.

What the standards and sources do not settle

  • AIoT reference models describe capabilities and requirements. They do not show that a specific implementation will improve project schedules, costs or safety.
  • NIST’s material on building digitization and interoperability spans the building lifecycle. It informs the data layer, but it is not an evaluation of construction sensor products.
  • The reference documents do not prescribe sensor models, network technologies, vendors, costs or deployment sizing. Those depend on project requirements and must be verified on site.
