Offer SMS OTP only where a verified phone is an appropriate recovery channel. Neither channel should by itself bypass stronger recovery requirements on high-risk accounts.
How email links and SMS codes differ
Both channels can deliver recovery credentials. OWASP describes a single-use URL token sent by email and a PIN sent by SMS; NIST also recognizes email and text as addresses for issued recovery codes. The channel is only one part of the design: protect the credential, restrict what a successful recovery session can do, and apply controls to the full flow.

| Decision factor | Email reset link | SMS OTP | What it means for your design |
|---|---|---|---|
| Credential | Single-use URL token sent by email (OWASP). | PIN sent by SMS (OWASP); text can also carry a NIST recovery code. | Make the token or code difficult to guess, short-lived, single-use, and usable only for the intended reset. |
| NIST maximum validity for issued recovery codes | Up to 24 hours (NIST SP 800-63B-4, July 2025). | Up to 10 minutes for text or voice (NIST SP 800-63B-4, July 2025). | These are channel-specific limits in NIST guidance, not a direct comparison of security. Apply them when implementing issued recovery codes under that guidance. |
| Key implementation risks | Leaked or exposed URL tokens, brute-force attempts, and reset links built from an untrusted host. | Guessable or intercepted codes, excessive verification attempts, and an overly powerful reset session. | Use channel-specific protections as well as shared abuse controls. |

When an email reset link is a sound default
Email is a practical default for routine recovery when the user can access the registered mailbox and that mailbox is protected. OWASP recommends generating a cryptographically secure reset identifier, associating it with the individual account, storing it securely, and invalidating it after use. The reset page should use HTTPS and a trusted domain; do not construct the link from an untrusted Host header. Use a hard-coded domain or validate against an allowlist.

- Set a
no-referrerpolicy on the reset page to reduce the risk that the URL token leaks through referrer information. - Rate-limit attempts to use reset tokens, including invalid-token attempts.
- Do not change the password until the user presents a valid reset credential.
- After a successful reset, notify the user and have them sign in through the normal login flow rather than automatically logging them in.
OWASP’s Forgot Password Cheat Sheet gives further guidance on reset tokens, response handling, and post-reset behavior.

When SMS OTP is appropriate
SMS can be a recovery option when the phone number was verified, remains an appropriate recovery address, and the account’s risk policy permits it. Keep the post-verification session limited to password reset rather than granting ordinary account access. Rate-limit both code requests and verification attempts.
NIST SP 800-63B-4 says issued recovery codes contain at least six decimal digits or equivalent generated with an approved random bit generator. A code sent by text message or voice has a maximum validity of 10 minutes under that guidance. NIST also requires verification of a newly established recovery address before it is established. A phone number on file should not be treated as verified recovery evidence merely because it is present.

How to preserve account assurance during recovery
Password replacement and account recovery are not always the same event. NIST distinguishes replacing a forgotten password when the subscriber can still authenticate with another authenticator: that is binding a new authenticator, not account recovery. A single email link or SMS code should therefore not automatically stand in for every account’s normal authentication requirements.

- POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
- Two recovery codes obtained by different methods.
- One recovery code plus authentication with a single-factor authenticator already bound to the account.
- Repeated identity proofing, if the account was identity-proofed.
Apply the recovery policy that matches the account’s assurance level and threat model. In particular, do not let email or SMS silently bypass stronger requirements for high-risk or passkey accounts. OWASP’s Passkey Security Cheat Sheet emphasizes that a passkey account’s effective security is limited by its weakest recovery route.
Controls every SaaS recovery flow needs
- Prevent account enumeration. Return the same outward response whether an account exists or not, and keep response timing consistent. OWASP recommends these measures to make it harder to discover registered accounts.
- Limit abuse. Rate-limit recovery requests and credential-verification attempts; add other abuse controls where appropriate.
- Keep recovery credentials narrow. Do not modify credentials until a valid token or code is presented, and limit any resulting session to the required recovery action.
- Notify the account owner. NIST says account recovery always causes one or more notifications intended to help detect fraudulent recovery. OWASP also recommends a notification after a password change.
- Review the aftermath. For suspected compromise, review recovery addresses, phone numbers, and MFA methods; invalidate sessions and outstanding reset or recovery credentials as appropriate; and notify the user through applicable safe registered channels.
See the OWASP Forgot Password Cheat Sheet for flow-level controls and the NIST SP 800-63B-4 for recovery-code and assurance requirements.

How to choose based on operational performance
The guidance cited here does not provide comparable email-versus-SMS figures for delivery speed, reliability, cost, or completed resets. If those factors will determine the channel, instrument the flow and compare outcomes for the geographies and user groups you serve. Track successful delivery and completion alongside abuse, lockout, and support outcomes; avoid turning a result from one provider or population into a universal claim.
