Electronics manufacturers can hold excess inventory and still lack the one component needed to finish a product. The apparent contradiction usually reflects a mismatch across parts, suppliers and time: surplus stock in some items does not make a constrained item available. Because an assembly may require every component on its bill of materials, a single shortage can hold up production while other parts sit idle.
How can excess inventory and shortages happen at the same time?
Inventory totals hide differences between individual stock-keeping units (SKUs). A manufacturer might have more than enough of several resistors, connectors or other purchased parts, but not enough of a particular chip or other line-critical input. Those other items cannot necessarily substitute for the missing component.

The mismatch can also span time. A company may have stock on hand today but be waiting on replenishment for a future production run; a supplier’s promised delivery may not match when the factory needs the part. “Two-sided” describes this allocation and timing problem—not necessarily a case in which the same item is simultaneously overstocked and unavailable.

The Federal Reserve describes constrained production as a period when unfilled orders rise while inventory stocks are drained. Its analysis connects orders and inventory at the manufacturing-sector level, not the availability of every part at every factory. The Federal Reserve’s 2021 analysis explains why aggregate measures can conceal production constraints.

Why does one missing component hold up an assembly?
A bill of materials identifies the inputs needed to build a product. If a required component is missing and the design or process offers no practical substitute, the rest of the parts may not be enough to complete the assembly. The shortage can delay output and sales even when much of the inventory is physically available.
Research on high-tech assembly models the cost of delays when at least one component is short, and examines trade-offs among shortage risk, inventory and capacity. The implication for planning is that parts should be assessed by their role in production, not only by their individual cost or their share of total inventory. The study of component shortages in high-tech assembly analyzes this risk and the associated planning trade-offs.

What creates the mismatch?
Supply disruption and precautionary buying
When deliveries become uncertain, buyers may order more of some parts as protection against future shortages. If supply later catches up, or the product mix changes, those purchases can become surplus—while another component remains constrained. Stockpiling can therefore reduce exposure to one risk while increasing the chance of excess in other items.

Forecast error and changing demand
Procurement decisions often rely on demand forecasts and supplier lead times. If actual demand shifts, a forecast proves inaccurate or lead times vary, the parts ordered for one expected production plan may not match what the factory needs next. A filing by a hardware company describes how forecast-based procurement can expose a business to both excess inventory and insufficient supply, with potential write-downs, delayed revenue and lost sales. The company filing illustrates these financial risks.

Supplier concentration and long lead times
A part with few available sources or a long, variable delivery time can be difficult to replace quickly. That makes a shortage more consequential, particularly if the component is required to build a product and cannot be substituted. The risk varies by item: two parts with similar purchase prices may have very different consequences if one is easier to source or has a workable alternative.
Product changes and obsolescence
Components and finished products can be superseded. Stock bought for a prior design or an expected sales mix may lose value when technology changes or demand moves elsewhere. Excess inventory can then require discounts or write-downs, and some obsolete stock may become waste. The Electronics Representatives Association discusses stockpiling, forecasting errors, economic uncertainty and technological obsolescence as contributors to electronics inventory problems. Its 2024 commentary is industry perspective, not a representative measurement of how common the problem is. Read the association’s commentary on inventory challenges.

What are the costs on each side?
- Shortages: A missing required part can delay production, defer revenue and lead to missed sales. Attempts to recover may also involve expediting or changing production plans.
- Surplus: Unneeded stock ties up working capital and may bring storage and handling costs. If it becomes obsolete or demand falls, a business may have to discount it or record a write-down.
These effects can coexist: the cost of surplus items does not remove the operational impact of a shortage elsewhere in the bill of materials. The right response is not automatically to buy more of everything, since indiscriminate stockpiling can add capital and obsolescence risk without resolving the bottleneck.
What do the historical figures show—and not show?
Available figures document disruptions during the 2021 shortage period, but they do not measure the current prevalence of this problem across electronics manufacturing.

| Measure | What was reported | Scope and qualification |
|---|---|---|
| Manufacturing lost output | Average 2.5 days per month | Federal Reserve estimate for manufacturing excluding transportation equipment in its 2021 analysis; not an electronics-only or current estimate. |
| Computer and electronic products lost output | 0.3 total days | Federal Reserve model estimate for NAICS 334 over May–September 2021. It combines a negative 0.4-day contribution from excess unfilled orders with 0.7 days associated with depleted inventories; it is not a measure for all electronics manufacturers. |
| Semiconductor inventory held by responding buyers | 40 days in 2019; fewer than 5 days in 2021 | U.S. Department of Commerce summary of respondents’ median inventory for semiconductor products they identified as most difficult to acquire. It does not describe all chips or all firms. |
| Electronics manufacturers reporting cost increases | 14.5% average cost increase in 2021 | IPC’s historical survey-period finding, reported in November 2021; not a current cost estimate. |
| Electronics manufacturers expecting to raise prices | 71% expected to raise prices in 2022 | IPC’s 2021 survey reported this as an expectation, not as a measurement of what firms ultimately did in 2022. |
The Federal Reserve’s estimates rely on assumptions, and changes in sector-level orders or inventories can reflect factors other than supply constraints. Its computer and electronic products estimate is therefore best read as a bounded historical result, not proof that all electronics producers experienced the same disruption. The Board’s note explains its method and limitations.
IPC’s November 2021 release likewise captures conditions and expectations during that period. Its president and CEO, John Mitchell, said: “Even as sales expectations for electronics manufacturers have improved, they face increases to both material and labor costs, leading to declining inventories and increasing backlogs around the globe.” IPC’s release provides the historical survey context.

Start with component-level visibility, then set purchasing and buffer decisions according to each part’s production role and risk. The available sources support a planning approach that considers forecasts, supply flexibility, collaboration and product lifecycles; they do not establish a single fix that works for every manufacturer.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Map the bill of materials to production constraints. Identify which components can stop a line, which can be substituted, and which allow production to continue with a workaround. Check available stock, open orders and the production schedule for each item.
- Measure demand uncertainty. Compare actual consumption with the forecast and note how quickly demand signals change. Revisit assumptions when the product mix or customer demand shifts rather than treating an old forecast as a fixed requirement.
- Assess supply exposure. For each critical item, examine lead-time variability and supplier concentration. A long lead time or limited source may justify different planning attention from an item that is readily replenished.
- Account for lifecycle risk. Consider how likely a component or finished product is to be superseded before committing to large purchases. Procurement cover that protects against a shortage can become costly if the design or demand changes.
- Balance the costs. Compare the working capital, storage and potential write-down costs of extra stock with the cost of downtime, expediting and missed sales if the part is unavailable. The balance differs by component and business.
- Coordinate decisions across teams and suppliers. Align procurement, production and sales planning around updated demand and delivery information. Flexible manufacturing and supplier collaboration may help teams respond to changes, but results depend on the specific operation.
Inventory-planning software can help organize forecasts, replenishment, stock and open-order data, but it cannot by itself correct unreliable inputs or resolve a constrained supply market. Any system should fit the company’s ERP and procurement records, provide useful visibility at the component level, and be maintainable by the teams who use it. Planning tools are one possible part of the process, not an automatic remedy.
What the evidence cannot establish today
The figures above describe historical episodes, especially the 2021 shortage period. They do not establish how prevalent the two-sided inventory problem is across electronics manufacturing in 2026. The clearest conclusion is about the mechanism: aggregate stock can coexist with item-level shortages, and the appropriate inventory decision depends on the part, its supply risk, demand uncertainty and the cost of being without it.
