The Paris investigation reportedly found no explicit request from the visiting BAPS delegation to exclude women from the Eiffel Tower’s full visitor route. That is a narrower finding than saying nothing happened: reporting on the probe says a request to avoid physical contact between religious figures and women was expanded in its implementation, leading to female workers being moved or replaced in some situations.
What did the Paris probe find?
The Inspection Générale de la Ville de Paris (IGVP) findings were shared with elected representatives on 1 October 2026, according to The News Minute’s account published on 3 October. That report says investigators found no explicit request from BAPS to keep women off the delegation’s entire route through the Eiffel Tower. The underlying investigation report is not available in the cited sources, so this finding should be understood as reported by media, not as a direct review of the report.
The distinction is between a request and what staff did in response. The News Minute reports that the initial request concerned avoiding physical contact between religious figures and women. It says the request was progressively translated into operational choices affecting female staff. The reporting does not establish that BAPS explicitly ordered those wider staffing changes.
How did the request affect female workers?
The News Minute’s summary of the investigation describes several reported actions during the visit: men were assigned to security positions; female customer-relations workers were asked to move temporarily while part of the delegation went to the North pillar; a female cleaning contractor was asked to wait until her break; and a woman was replaced in an elevator during the group’s descent. The account quotes the investigation as saying, “Through word of mouth, the message was distorted,” and characterizes the episode as “collective dysfunction.”

The city said one inquiry would be conducted by the Eiffel Tower operator, SETE, with an independent outside provider, and that the city would conduct a separate inquiry in its supervisory role. It said the aim was to establish the chain of decisions and prevent a recurrence. Read the City of Paris announcement.
What has the City of Paris said about equality?
The city’s 8 September statement said that at the Eiffel Tower, as in Paris’s other facilities and services, everyone must be able to work and move freely without distinction based on sex or any other form of discrimination. Mayor Emmanuel Grégoire stated: “L’égalité entre les femmes et les hommes n’est pas un principe négociable ou ajustable. Elle doit s’appliquer partout.” In translation: “Equality between women and men is not a negotiable or adjustable principle. It must apply everywhere.”

What remains unconfirmed?
The reporting establishes a narrow finding about the absence of an explicit request to exclude women along the full route, alongside accounts of women being moved or replaced in particular situations. It does not establish a detailed count of affected workers or provide primary interviews with those workers. Reuters, via The Economic Times, reports that the tower operator acknowledged operational failures and that BAPS welcomed the investigation findings; these are reported developments, not an independent assessment of either party’s statements.
