It depends on what you mean by “new tab page.” In Microsoft Edge, the built-in new-tab page, the home page opened from the Home button or startup, and the search engine used in the address bar are separate. You can set Google as the address-bar search engine or home page; neither setting alone replaces the entire built-in page that appears when you open a new tab.

Set Google as Edge’s address-bar search engine

In Edge, go to Google and perform a search using the address bar. Microsoft says a search engine or site becomes available for selection after you use it for an address-bar search.

Open Settings and more > Settings > Privacy, search, and services > Search and connected services > Address bar and search.

Under Search engine used in the address bar, select Google.
This changes searches entered in the address bar. It does not by itself turn the entire built-in new-tab page into Google. See Microsoft’s instructions for changing the default search engine.

Route searches from the new-tab search box to Google
Edge has a separate behavior for searches entered in the new-tab page’s search box. Microsoft documents a setting described as Search on new tabs uses search box or address bar. When the address-bar search engine is not Bing, some supported configurations may offer an option to use the address bar for new-tab searches. This concerns where the search is routed; it does not replace the rest of the new-tab page.
Check the current Edge settings on your device for the available control and wording. Microsoft’s policy documentation lists support for Windows and macOS, not Android or iOS, so do not assume this option is available on mobile: NewTabPageSearchBox policy documentation.

Set Google as the home page

In Edge, open Settings and more > Settings > Start, home, and new tab page.

Enable the option to show a specific home page, then enter

Google’s Edge home-page instructions describe this route. It configures the home page, such as the destination opened from the Home button or applicable startup behavior; it is not a guarantee that every new tab will load Google. Microsoft’s home-page guidance covers the same setting.

Make Google the full page on every new tab
Microsoft’s built-in guidance covers customizing the new-tab page’s content and layout, but does not document a built-in setting that replaces the complete page with Google. Microsoft notes that some extensions can change new-tab settings. If you choose that route, review the extension’s publisher, permissions, current store listing, and user reviews before installing it. No particular extension is endorsed here. If the setting is missing or keeps changing back

Review installed extensions. Microsoft notes that extensions can change search-engine or new-tab settings. Disable or remove an extension you do not trust, then check the setting again.

Check for organization controls. On a managed device, open
edge://policyto inspect policies applied to Edge. An organization may control the setting. -
Use the labels shown in your version. Settings and extension availability can vary by Edge version, platform, and device policy.
