Eastern Germany has caught up substantially since reunification, but it still trails western Germany on several important economic measures. In 2024, average gross monthly earnings for full-time workers in specified industries were €3,973 in the eastern states and €4,810 in the western states. A separate 2025 composite index put the five eastern territorial states at nearly 79% of the West benchmark. Those figures measure different things, but together they show both long-term progress and a persistent gap.
How much has eastern Germany caught up?
The answer depends on whether you mean growth over time or the East’s current position relative to the West. From 1991 to 2024, real GDP per capita rose 163% in Thuringia, the largest increase among the eastern states in Destatis’s comparison. Germany overall recorded a 40% increase over the same period. These are growth rates from different starting points, not a comparison of current economic levels. Destatis’s 2025 overview reports the figures.
For a relative comparison, the Institut der deutschen Wirtschaft (IW) puts the five eastern territorial states at nearly 79% of its western benchmark in 2025, up from 51% in 1991. The index has remained between 78% and 79% since 2020. It combines multiple economic and labor-market indicators, so it is not a measure of eastern GDP or productivity alone. The IW’s 2026 report describes the five-year plateau.
Where is the gap visible today?
Earnings
Destatis reports average gross monthly earnings of €3,973 in the eastern states and €4,810 in the western states in 2024. The comparison covers full-time workers in producing and service sectors and excludes special payments; western earnings were 21% higher. It is an average for that defined group, not a median or a claim about every worker. Destatis’s 2025 overview provides the comparison.

A separate Institute for Employment Research (IAB) publication record summarizes a study of 2012–2024 that found earnings 14% lower in the East. That result uses a different method and population from Destatis’s full-time monthly-earnings comparison, so the two percentages should not be treated as interchangeable. Productivity and research
The OECD reports that labor productivity in eastern states remains around 80% of western states. Productivity compares output with labor input; it is distinct from GDP per resident and from the IW’s multi-indicator index. The OECD’s 2025 Germany survey gives the regional comparison.

Research capacity is another divide. In its 2026 account, the IW says research and development personnel in the East are just over 46% of the West level. Public research performs better than business research, where large companies with their own R&D teams are scarce. The IW also identifies lower investment per person and a per-person capital stock that has moved little since 2010 as structural weaknesses.
Why does eastern Germany still lag behind western Germany?
The shock of the transition
The OECD traces the gap partly to the rapid shift from central planning to a market economy after 1990. Its 2025 survey says eastern real GDP fell 35% from 1989 to 1991, while industrial production and employment each fell by one third by 1993. Rapid privatization, currency appreciation and the loss of export markets compounded the disruption. These historical shocks created a difficult starting point for rebuilding firms, industries and employment.

Different firms, industries and investment
The OECD identifies several interacting explanations for slower convergence: the migration of skilled and entrepreneurial young people, investment subsidies that may have misallocated capital, a lower-skill industry mix and weakened industrial networks after privatization and firm fragmentation. These are mechanisms discussed in the literature, not proof that any single policy caused the present-day gap.
The IW’s 2026 indicators point to continuing structural challenges: employment participation relative to the West has fallen, business R&D staffing remains low, and the per-person capital stock has barely moved since 2010. The report also notes positive developments, including Tesla’s Grünheide plant, Dresden’s semiconductor cluster and renewable-energy expansion. Such examples are important, but they do not by themselves close a broad regional gap.

Demographic pressure
Aging and workforce constraints also complicate the outlook. The IW’s 2026 report cites a scenario in which the eastern population would fall by more than a fifth by 2045 without migration. That is a conditional scenario, not a settled population forecast; actual outcomes depend in part on migration and other assumptions.

“East” does not mean the same geography in every statistic. The IW’s 2026 composite index covers the five eastern territorial states. Its 2025 study says the picture looks somewhat better when Berlin is included. Destatis’s state-level figures also show variation among eastern states, so a regional average should not be read as a description of every state or locality.

It is also important to distinguish a region’s growth from its current relative level. Thuringia’s 163% rise in real GDP per capita from 1991 to 2024 describes how much its output per resident grew; the IW’s nearly 79% figure compares a composite set of indicators with a western benchmark in 2025. One cannot be substituted for the other.
