Yes—Dubai Police said in November 2018 that two crews were training on Hoversurf’s S3 2019 electric hoverbike. The aircraft was presented as a first-response tool for hard-to-reach emergencies, with a planned 2020 service target. The announcement and training are documented, but sustained operational deployment after that target has not been verified.
What the Dubai Police hoverbike was
The vehicle was Hoversurf’s S3 2019, an electric vertical-takeoff-and-landing (eVTOL) hoverbike. Unlike a conventional motorcycle, it used exposed lift propellers to rise vertically and hover. Dubai Police described it as a specialized aircraft for reaching locations that are difficult or slow to access by road.
Brigadier Khalid Nasser Al Razooqi, director of Dubai Police’s Artificial Intelligence Department, said in a statement reported by Gulf News on 9 November 2018: “We have two crews already training to use the hoverbike and we will increase the number.”
Why police wanted one
The stated mission was rapid first response, not routine patrol. A compact aircraft that could take off vertically was intended to help officers reach hard-to-reach areas and emergencies before ground vehicles could arrive. The announcement also described a plan to put hoverbikes into service by 2020.

How fast and how high could it fly?
Contemporary Dubai Police reporting put the S3’s top speed at roughly 96 km/h (60 mph) and its maximum reported height at five metres. That is fast enough to cover short urban distances quickly, but the low stated height indicates a machine designed for close-to-ground access rather than conventional helicopter missions.
Flight time was the larger practical constraint. The reported endurance was approximately 25 minutes with a pilot, or up to 40 minutes when operated in a controlled mode without a pilot aboard. A full recharge reportedly took about 2.5 hours, limiting repeated sorties unless police had spare aircraft, batteries or a carefully managed dispatch schedule.

Were officers really being trained?
Yes. The 2018 statement specifically said that two crews were already training and that Dubai Police intended to expand the number. “Crew” indicates an operational training unit rather than a public demonstration alone, although the reports do not provide a graduation date, flight-hour total, accident record or details of the training syllabus.
Did Dubai put the hoverbike into service?
There is no verified evidence in the available reporting of sustained, routine Dubai Police deployment after the announced 2020 target. The safest conclusion is therefore narrow: Dubai Police received a production Hoversurf S3 2019 and trained two crews in 2018 for a proposed first-response capability. Whether that program became a continuing operational service remains unverified.

What the announcement did—and did not—prove
- Established: the aircraft model, the two-crew training announcement, the intended emergency-access mission and the performance figures reported at the time.
- Not established: regular patrol use, a completed 2020 rollout, long-term fleet size, sustained pilot certification or operational availability today.
- Important context: the reported speed, height and endurance were manufacturer or agency figures carried by contemporary news reports, not an independent test of every production aircraft.
Bottom line for readers
Dubai Police’s hoverbike story was real as a 2018 training and technology program. The machine was Hoversurf’s S3 2019, with a reported 96 km/h top speed, five-metre height and short electric-flight endurance. What remains unresolved is the part often omitted in viral retellings: public evidence does not confirm that the trained crews became a lasting, routinely deployed police hoverbike unit.
