A file can appear in Recent without being in Downloads. Browse Downloads to find something you downloaded, and use Recent files to reopen something you used recently.
Downloads and Recent files are different kinds of places

Recent files is not a second copy of a file or a storage folder. Seeing an item there does not prove it was downloaded.
How to open the Downloads folder
- Open File Explorer from the taskbar or Start, or press Windows logo key + E.
- Select Downloads in Home or in the navigation pane.
Microsoft says that, starting with Windows 11 version 22H2, known folders including Downloads are pinned in File Explorer Home and the left navigation pane by default. Placement can vary with Windows configuration. If Downloads is not visible, open Home and select the Up arrow to display known folders; right-click Downloads and choose Pin to Quick access. How to find a file that should be in Downloads
Search inside Downloads first
If you remember the name and expect the file to be in Downloads, open that folder and search there. This limits the search to the location where the file should have been saved.

Search more broadly if the save location is unknown
Use File Explorer or Windows search if you are unsure where the file went. Microsoft notes that searching This PC is slower but more in-depth than searching Home. The scope matters: a search limited to Downloads will not find a file saved elsewhere. Microsoft’s file-search guidance explains the available search locations.
If a downloaded file is missing
Check the browser’s configured download location rather than assuming every browser saves to the Windows Downloads folder. In Microsoft Edge, open Settings > Downloads and inspect Location. The path is configurable; Microsoft gives C:Users[your name]Downloads as an example, not a guarantee for every browser or account. Microsoft’s browser-download guidance covers the setting.

If an older file was previously in Downloads, also check whether Storage Sense was set to remove files there. Downloads files are not managed by Storage Sense unless you choose a deletion period for files that have not been opened during that time. Review Settings > System > Storage > Storage Sense to see the configured cleanup behavior. Microsoft’s Storage Sense guidance explains the option.

If Recent files is distracting, open File Explorer Options and, under Privacy, clear the options for showing recently used files and frequently used folders. This changes what File Explorer displays; it does not move or delete the underlying files. Downloads remains its own folder and navigation destination. Microsoft documents these privacy controls in its File Explorer guidance.

Likewise, removing an item from a recent or Quick access listing changes the listing, not the file’s storage location. To delete the file itself, locate and delete it in the folder where it is stored.
