Yes. Windows Voice Access can control a Windows 11 PC and dictate text offline after you finish setup and download the language files for your chosen language. You need an internet connection for that initial download; once it is complete, Voice Access uses on-device speech recognition. It does not provide an internet connection for websites or online services.
Does Windows Voice Access work offline?
After its language files are downloaded, Voice Access can recognize speech on the device, so you can use voice commands and dictate text without an internet connection. Microsoft describes Voice Access as supporting PC control and text authoring offline. Your microphone and downloaded files must be available, and individual recognition results can vary.
Offline speech recognition is not offline internet access. You can issue a voice command to open a browser or email app, but loading web pages or using an online mail service still depends on a working network connection. Microsoft’s setup guidance distinguishes the offline recognition capability from the internet connection needed to download the language files.
How to prepare Voice Access for offline use
- Connect to the internet. You need connectivity for the initial setup and language-file download.
- Open Voice Access and choose a language. Follow the setup prompts and allow the download to finish. If you exit before it completes, Microsoft says you must restart Voice Access setup the next time you open it.
- Configure and test your microphone. Voice Access needs microphone input. Try the commands and dictation you expect to use before relying on them offline.
- Disconnect and try your intended task. Confirm that recognition works for your microphone, chosen language, apps, and workflow.

What can Voice Access do?
Voice Access combines spoken commands with dictation. Microsoft’s command list covers app and control interaction, navigation, mouse and keyboard control, overlays, text selection and editing, formatting, punctuation, and symbols. See the full Voice Access command list for specific phrases.
Three speech modes
- Default mode: accepts both commands and dictation.
- Commands mode: accepts commands without treating speech as dictated text.
- Dictation mode: treats speech as text input.
You can dictate punctuation and special characters, and use voice commands to select and correct text. Microsoft also documents automatic punctuation and profanity filtering in its dictation guidance. Fluid dictation is an optional feature; Microsoft says it is available in English and only on Copilot+ PCs. It is not a requirement for offline use.

Windows versions and language availability
Microsoft says Voice Access is available in Windows 11 version 22H2 and later. Its setup page lists these languages and variants for downloaded on-device recognition:
- English: United States, United Kingdom, India, New Zealand, Canada, and Australia
- Spanish: Spain and Mexico
- German: Germany
- French: France and Canada
- Simplified Chinese: China
- Traditional Chinese: Taiwan
- Japanese
- Italian
Microsoft’s FAQ gives a shorter language summary—English, Spanish, French, and German—while the setup page lists more languages and regional variants. Because the setup page specifically covers language downloads and is more detailed, use the language selector on your own PC as the practical check; availability may vary. Voice Access vs. Windows voice typing
These are different Windows speech features. Voice Access is designed for spoken PC commands as well as dictation; voice typing is for entering text in an editable text box. Microsoft’s FAQ says Voice Access can be started at any time, while voice typing starts when the cursor is in a text box.

Limitations to keep in mind
- Setup is not offline: the initial language-file download needs internet access. If the download is interrupted because you leave setup, restart setup to try again.
- A microphone is required: Voice Access depends on microphone input; Microsoft does not specify that you need a special microphone.
- Recognition can make mistakes: similar-sounding words may be confused. Microsoft gives “cited” and “sighted” as an example and documents commands such as “Correct that.” Review dictated text, especially names, technical terms, and consequential material. - Offline capability is not a guarantee for every workflow: Microsoft describes offline recognition and control, but that does not establish that every app, command, microphone, or environment will behave identically. Test the tasks you need, including any that depend on online services.
