Sometimes, but there is no reliable universal figure showing that Windows 11 always uses more RAM than Windows 10. Memory use depends on the PC, its drivers and background apps, and what you are doing. The commonly cited direct comparison is explicitly described by its publisher as unscientific; Microsoft’s Windows 11-versus-10 laptop comparison did not measure RAM use.
What the available comparisons actually show
The evidence supports a qualified answer, not a blanket verdict. Results from different PCs or workloads cannot establish that the operating system alone caused a memory-use difference.

| Source and test | Reported result | What it can tell you |
|---|---|---|
| Tom’s Hardware, January 2026 | Windows 11 averaged 3.3 GB of idle system memory and reached 3.7 GB at one point in the experiment. | The article calls its comparison unscientific. It used older hardware that was not designed for a modern operating system and was not officially supported by Windows 11. These are observations from that test, not a typical-PC baseline or a controlled Windows 10-versus-11 result. |
| Microsoft / Principled Technologies, revised April 2023 | Compared four current-generation Windows 11 Pro laptops with four previous-generation Windows 10 Pro laptops. | The report covers performance, battery life, and thermals—not a direct RAM-usage comparison. It also notes that hardware components could not be matched in every case. |
| Windows Central, June 11, 2026 | Reported 6.5 GB in use with ten Edge tabs open on a used desktop with an Intel Core i5-10400 and 8 GB of single-channel DDR4-2666. | This illustrates how a multitasking workload can use much of an 8 GB system’s capacity. It is not a Windows 10 comparison or a universal result. |
Why a RAM reading does not tell the whole story
Microsoft describes RAM as a device’s short-term memory: it holds data apps need to work quickly. More memory can help a PC handle more simultaneous activity, but a high “used” figure on its own does not prove that Windows is wasting memory or that a PC has a problem.
What’s actually slowing this PC down?

Task Manager’s memory percentage is not a clean measurement of what Windows itself consumes. Microsoft’s Memory Footprint assessment guidance explains that in-use memory includes more than Windows processes. Available memory includes free and standby memory; standby memory holds cached data and files that can be reclaimed when apps need it. The assessment provides more detail than Task Manager, but its documented snapshot is for Windows 8 or Windows 10 after the start screen appears—not a general day-to-day Windows 11 measurement.

How to compare Windows 10 and 11 fairly
If you have readings from two installations and want to know whether they are meaningfully different, keep the conditions as similar as possible. Comparing separate PCs is confounded by their hardware and installed software.
- Use the same PC if possible, with equivalent drivers and the same installed Windows edition.
- Bring both installations to a comparable update state, and keep startup apps and background software consistent.
- After restarting, wait the same amount of time before taking each reading.
- Run the same workload and record total installed RAM, in-use memory, available memory, and standby memory if shown—not only the percentage used.
- Note whether the PC actually slows down while memory is under pressure. A high reading without a performance problem is not, by itself, evidence of a fault.
How much RAM does Windows 11 need?
Microsoft lists 4 GB as the minimum RAM requirement for Windows 11. That is a compatibility minimum, not a promise that 4 GB will feel comfortable for every workload. Microsoft’s separate consumer guidance recommends 8 GB to keep a device running long term and says 16 GB or more may suit photo and video editing or other high-performance projects. Those recommendations are not results from a Windows 10-versus-11 memory test.

If a PC is slow, first check whether memory pressure coincides with the slowdown and which apps are using memory. Consider a hardware upgrade only if memory is actually limiting your work and the computer supports one. Before buying, verify the memory type, available slots, maximum supported capacity, and whether the RAM is soldered. Microsoft notes that some PCs below Windows 11’s minimum may have upgrade options; its Windows 11 system requirements page is the starting point for checking compatibility.
