Voice AI does not have one universal sample-rate requirement. Follow the current audio specifications for the exact service and endpoint you are using. Google Cloud Speech-to-Text calls 16 kHz optimal for its documented configuration, while Microsoft’s fast transcription container recommends 48 kHz PCM WAV. Those are service-specific recommendations, not contradictory rules for all voice AI.
Why the answer depends on the endpoint
Speech-recognition services define their own accepted audio formats and preferred configurations. Check the documentation for the precise product, API version, and mode—streaming audio and uploaded files may have different requirements. A vendor’s guidance for one product should not be assumed to apply to its other speech APIs.

For its cited Speech-to-Text configuration, Google accepts sample rates from 8,000 to 48,000 Hz and describes 16,000 Hz as optimal. Its guidance says to use the source audio’s native rate if recording at 16 kHz is not possible, rather than resampling solely to force 16 kHz. Google Cloud Speech-to-Text v1 RecognitionConfig and its audio best practices provide the service-specific details.

Microsoft’s fast transcription container is a different case: Microsoft recommends mono, 16-bit PCM WAV at 48 kHz for that container’s best results and fastest processing. This recommendation does not establish a 48 kHz requirement for every Microsoft Speech product. See Microsoft Learn’s fast transcription container guidance.
What 16 kHz and 48 kHz change
Sample rate is the number of audio samples captured per second. For uncompressed PCM with the same channel count and bit depth, 48 kHz carries three times as many samples per second as 16 kHz. That affects raw data volume; it does not, by itself, tell you the size of a compressed file, which also depends on codec and bitrate.

| Decision point | 16 kHz | 48 kHz | What to check |
|---|---|---|---|
| Documented service recommendation | Google Cloud calls it optimal in its cited configuration; Amazon Transcribe recommends it when possible as a quality and data-volume compromise. | Microsoft recommends it for its fast transcription container. | Exact product, endpoint, API version, and input mode. |
| Source audio handling | Google advises using the native source rate if 16 kHz capture is not possible, rather than resampling just to reach 16 kHz. | Appropriate when the receiving workflow specifically calls for 48 kHz PCM WAV. | Accepted rates and whether the endpoint expects a particular encoding. |
| Data volume for PCM | Fewer samples per second than 48 kHz at the same channel count and bit depth. | More samples per second than 16 kHz at the same channel count and bit depth. | Codec, bitrate, channel count, bit depth, and recording duration. |
| Accuracy implications | A vendor recommendation for 16 kHz is not proof of a universal accuracy optimum. | A 48 kHz recommendation applies to the documented pipeline, not every speech model. | Test representative recordings on the target endpoint if quality differences matter. |
Check the full audio contract, not just the rate
Sample rate is only one setting among several that affect compatibility. Before sending audio, verify:
- Channels: whether the endpoint expects mono or supports multiple channels. Google’s v1 reference notes that separate multichannel recognition requires the relevant configuration to be enabled.
- Encoding and container: Google’s guide recommends lossless FLAC or LINEAR16 when choosing a source encoding. Confirm the selected API’s container, header, and encoding requirements rather than assuming a file extension is enough.
- Bit depth: Microsoft’s fast transcription container recommendation specifies 16-bit PCM WAV.
- Input mode: check whether you are using a stream or submitting a file; the supported formats can vary by endpoint and mode.
See Google’s encoding guidance and v1 recognition configuration reference for its API-specific settings.

How to choose a rate for your pipeline
- Identify the exact receiving endpoint. Read its current accepted sample rates, encoding options, channel rules, and streaming or file-upload requirements. Do not infer an endpoint’s rules from another service made by the same vendor.
- Use 16 kHz when the endpoint recommends it and you can capture at that rate. This fits the cited Google Cloud and Amazon Transcribe guidance.
- Keep a supported source rate when the service says to. For Google Cloud, its guidance is to use the native source rate if 16 kHz capture is not possible, instead of resampling merely to force 16 kHz.
- Use 48 kHz PCM WAV for Microsoft’s fast transcription container when following its recommendation. The documented configuration is mono, 16-bit PCM WAV at 48 kHz.
- When recognition quality is consequential, compare on the actual service. Use representative speech, recording conditions, and the same endpoint settings. The cited documentation does not establish that one rate is more accurate across providers.
Opus and WebRTC: a 48 kHz clock is not a 48 kHz capture requirement
Opus supports sampling rates from 8 to 48 kHz, according to the Opus API manual. WebRTC terminology can cause confusion: RFC 7587 specifies a 48 kHz RTP timestamp clock for all Opus modes and sampling rates. That timestamp convention describes transport timing; it does not require the microphone or source recording to capture at 48 kHz. See RFC 7587.
For WebRTC audio negotiation, RFC 7874 recommends offering Opus before PCMA/PCMU when an endpoint can process audio above 8 kHz. That standards recommendation concerns codec negotiation, not a universal voice-AI ingestion requirement. RFC 7874.
