No official Utah source reviewed establishes a requirement for “signed receipts” for designated AI sandbox systems. The state’s documented process instead uses written agreements between the Utah Office of Artificial Intelligence Policy (OAIP), the participant, and the agency that regulates the relevant field. Those agreements can specify safeguards, disclosures, reporting, and a limited adjustment to a particular rule.
What Utah’s AI sandbox actually requires
Utah calls its regulatory sandbox the Artificial Intelligence Learning Laboratory. A company seeking to test an AI product under the program enters a written agreement with OAIP and the state agency responsible for regulating that field. OAIP says it cannot make an agreement on its own: the relevant agency’s head signs alongside the office. The program is not limited to clinical AI; it may apply to an AI application encountering a state-level Utah rule in a regulated area. Utah’s sandbox overview and OAIP’s FAQ describe this agreement-based process.

An agreement may adjust how one specified rule applies to one product during a defined test. It is not a blanket waiver: other legal requirements continue to apply unless the agreement expressly changes them. The agreement is expected to state the test’s scope, safeguards, adjusted rule, user disclosures, and reporting arrangements. OAIP says it audits participants while their agreements are active. The authorized-pilots page provides public information about participants and their pilots.

The official materials reviewed describe signed agreements and required reporting, but do not establish that a participant must issue or obtain a signed receipt for a designated sandbox system. A signed agreement is a different document from a receipt. The wording may conflate an agreement or report with a receipt, but its origin is not established by the published materials.

That distinction matters if a claim concerns a particular AI product. A public pilot entry can identify the participant, pilot scope, agreement dates, and status, but the specific agreement and any amendments are the documents to check for system-specific obligations. The reviewed pages do not rule out a newer or unpublished document; they do not support presenting a general signed-receipt requirement as an established Utah sandbox rule.
How long can a sandbox test run?
OAIP’s overview describes an initial test period of no more than 12 months, with up to two extensions of up to 12 months each. The authorized-pilots page also describes agreements as narrow and time limited and says the office may terminate them. Check the individual pilot record for its dates and extension status rather than assuming every participant has the same schedule. What participation does—and does not—mean
Being listed in the sandbox is not product approval, certification, or endorsement. OAIP puts it plainly: “Taking part in our AI sandbox does not mean the State of Utah has approved, endorsed, certified, or vouched for the product.” That statement appears on the authorized-pilots page.
Nor does participation remove obligations beyond the terms expressly adjusted in a signed agreement. Readers evaluating a pilot should distinguish the specific regulatory relief from the rest of the laws that still apply. OAIP’s FAQ explains that it works with the relevant regulator to craft an agreement and says, “We cannot grant one alone.” Read the FAQ for its explanation of the agency’s role.

How to check a claim about a specific AI system
- Find the pilot entry. Search OAIP’s authorized-pilots register for the participating organization or product, then note the listed status and agreement dates.
- Read the linked agreement. Identify the product, participating regulator, exact rule adjusted, test scope, and any stated conditions. Do not infer a receipt obligation from the existence of a signed agreement.
- Check oversight terms. Review the agreement for safeguards, user disclosures, reporting, and audit arrangements, and check for any amendments or outcome information posted with the pilot.
- Ask for the governing document if the claim is not public. For a claimed receipt requirement, request the specific agreement clause, rule, statute, or agency notice that imposes it. The general program pages reviewed do not establish such a requirement.
For comparisons between pilots, the useful points are the named product and participant, co-signing regulator, rule adjusted, test population and scope, safeguards and disclosures, reporting and audit terms, dates and extensions, and any public outcome report or objection.

OAIP is part of Utah’s Department of Commerce. The office says it studies AI use in the state, works with companies and institutions, and recommends changes to laws and rules based on evidence. Its sandbox is one part of that policy role; it is not a general certification program. The office’s About page describes its remit.
