Does Topical Authority Matter in AI Search?

Google and Bing connect AI search with existing search foundations and content quality, but topical authority is not a public universal score. Learn what each platform documents and what publishers can measure.

Yes, but not as a proven, universal score. In current public guidance, Google and Bing describe expertise, useful content, trust, and established search foundations as relevant to AI-generated answers. Covering a subject coherently can help demonstrate expertise; no reviewed platform promises that breadth of coverage will earn a ranking or citation. For ChatGPT Search, OpenAI documents crawler access and discovery, not a topical-authority formula.

What “topical authority” means—and what it does not

Publishers use “topical authority” as shorthand for a site’s demonstrated expertise and useful, coherent coverage of a subject. That is a practical editorial concept, not a publicly established cross-platform AI-search metric. The official guidance reviewed here does not disclose a universal authority score, a formula for weighing topic coverage, or a guarantee that an authoritative site will be cited.

That distinction matters: a page can be eligible for search or AI grounding without being selected for a particular answer. A citation is not proof of a site-wide authority score, just as a citation count is not the same thing as a ranking or a visit.

What each AI search platform says

Google AI Overviews and AI Mode

Google says its generative AI features in Search are rooted in its core ranking and quality systems. Its guide says pages must be indexed and eligible to appear in Search with a snippet, and recommends useful, original material with a distinctive point of view. Existing technical SEO practices remain relevant. Google’s people-first guidance also asks publishers to consider sourcing, evidence of expertise, author and site background, and whether a site is recognized as an authority on its topic. These are quality considerations, not a disclosed topical-authority score. Google’s AI Search guide and its helpful content guidance explain the recommendations.

Google also cautions against creating a page for every query variation mainly to manipulate visibility. Its broader ranking explanation describes many signals, including relevance, usability, and expertise-related signals, rather than one decisive measure of subject coverage. Google’s explanation of how ranking works provides that context.

Bing and Copilot experiences

Bing says AI grounding and traditional search share the same core crawling, indexing, and ranking foundation. Its Webmaster Guidelines say clarity and structure, alongside authority and trust signals, support eligibility for grounding and citations. They also state that SEO or GEO does not guarantee rankings, traffic, grounding, or citations. Bing’s Webmaster Guidelines set out those limits.

Bing Webmaster Tools offers an AI Performance report with cited pages, citation activity, and grouped grounding queries across supported AI answers. Microsoft cautions that these measures do not indicate ranking, authority, importance, or why a page appeared in an individual answer. Treat the report as a visibility diagnostic, not an authority meter. Bing AI Performance describes the report and its limitations.

ChatGPT Search

OpenAI says public websites can appear in ChatGPT Search and advises publishers who want content included in summaries and snippets not to block OAI-SearchBot. Checking whether that crawler is blocked in robots.txt is therefore a practical discovery step. The publisher documentation does not explain how ChatGPT Search weighs topical coverage or other source-selection factors. OpenAI’s publisher FAQ covers crawler access.

What the available evidence can—and cannot—show

A 2026 preprint by Haofei Xu, Umar Iqbal, and Jacob M. Montgomery examined 55,393 trending queries in 19 topical categories over 40 days, from March 13 through April 21, 2026. The authors report that nearly 30% of cited domains did not appear in the co-displayed first-page results. In that sample, AI Overview source selection was not simply identical to the visible first-page list. The finding does not establish that topical authority caused a site to be selected or identify a content strategy that would cause citations. Read the preprint.

A separate 2026 preprint based on one month of browsing by 900 U.S. adults reports that clicks to sources cited in AI Overviews occurred in about 1% of visits to pages with an AI Overview. That is a result from that panel and period, not a universal referral rate. It also illustrates why citation visibility and referral traffic should be measured separately. Read the study.

How to build useful subject coverage without chasing a score

Use topical authority as an editorial goal: make it easy for readers to find accurate, substantive coverage of the questions your site is equipped to answer. Do not treat it as a target number of pages or a shortcut around technical eligibility.

  • Start with indexability and eligibility. Make sure important pages can be crawled and indexed, and follow the platform-specific guidance for appearing in search.
  • Publish material that adds value. Bring evidence, clear sourcing, practical detail, or a distinctive perspective instead of restating commodity information.
  • Organize related coverage clearly. Use structure that helps readers understand how pages relate; do not create near-duplicate pages for every query variation.
  • Make expertise visible and support claims. Give readers useful context about authors and the site, and substantiate factual claims with appropriate sources.
  • Measure outcomes separately. Check search eligibility and indexing with the relevant search tools. Use Bing’s AI Performance report to observe citation activity, but do not read its counts as rankings, authority, importance, or traffic.

Google says generative AI can assist with research and structure, but generating many pages without adding value for users may violate its scaled content abuse policy. That is consistent with its warning against publishing pages for query variants mainly to manipulate visibility. Google’s guidance on generative AI content explains the policy context.

Practical comparison

System What the public guidance supports What publishers can check What remains undisclosed or unproven
Google AI Overviews and AI Mode Core Search ranking and quality systems apply; useful, distinctive content and technical eligibility matter. Indexing and Search eligibility using Google’s existing tools. The reviewed guide publishes no universal topical-authority score or citation guarantee.
Bing and Copilot experiences AI grounding shares Bing’s crawling, indexing, and ranking foundation; clarity, structure, authority, and trust support eligibility. Bing Webmaster Tools can report citation activity, cited pages, and grouped grounding queries. Microsoft says those report measures are not authority, ranking, importance, or an explanation of why a page was chosen.
ChatGPT Search Public websites can appear; allowing OAI-SearchBot can enable inclusion in summaries and snippets. Whether OAI-SearchBot is blocked in robots.txt. The cited publisher FAQ does not describe a topical-authority score or source-selection weights.
