For the cooler: the Ryzen 7 9800X3D does not come with one, so you need a separate cooler unless you already have a compatible unit. For the power supply: the CPU alone does not tell you whether to replace yours; that decision depends mainly on your graphics card and the rest of the system.
Does the Ryzen 7 9800X3D need a new CPU cooler?
It needs a cooler, but not necessarily a new one. AMD lists the processor’s thermal solution as not included, so a buyer without a suitable existing cooler must obtain one separately. The CPU uses the AM5 socket, and AMD says a liquid cooler is recommended for optimal performance. That is a recommendation, not a requirement for liquid cooling. AMD’s product specifications list a 120 W default TDP and a 95°C maximum operating temperature; the latter is a published limit, not a target temperature or a guarantee that any particular cooler will keep the processor at a specific temperature.

Check an existing cooler before reusing it
- Mounting: Confirm that the cooler supports AM5. Do not assume a cooler fits just because it worked with another socket; check the cooler maker’s compatibility information.
- Case clearance: Verify that the cooler’s height or radiator dimensions fit your case and that the planned position is supported.
- Cooling choice: Air cooling is not ruled out by AMD’s wording. If choosing a liquid cooler, make sure its radiator and mounting arrangement suit the case. The available specifications do not establish that one cooler type or model is mandatory.
AMD’s October 31, 2024 launch release also lists 8 cores, 16 threads, a 4.7 GHz base clock, boost up to 5.2 GHz, 104 MB total cache, and a 120 W TDP. Those specifications describe the processor; they do not replace the cooler maker’s mounting and fit checks.
Does the Ryzen 7 9800X3D require a new power supply?
Not based on the processor model alone. AMD’s published specifications do not provide a CPU-only PSU wattage requirement. A PSU recommendation applies to a complete system, with the graphics card often a major factor, and must also account for connectors and the other installed components. ASRock’s PSU Selection Guide likewise frames selection around both CPU and GPU and other system components.

Use the exact graphics card and whole build
- Identify the exact graphics-card model, not just its product family.
- Check that card maker’s system-power recommendation and required power connectors.
- Compare those requirements with your PSU’s wattage, available connectors, and condition, while accounting for the rest of the build.
- Replace the PSU if it cannot meet the requirements for the complete configuration; do not infer that replacement is needed simply because you installed this CPU.
For scale, NVIDIA’s current RTX 5090 specifications list 575 W total graphics power and 1000 W required system power. NVIDIA says that system-power minimum is based on a configuration with a Ryzen 9 9950X. It is an RTX 5090 system recommendation, not a measured draw and not a PSU requirement for the Ryzen 7 9800X3D by itself—or a universal recommendation for systems with other graphics cards. See NVIDIA’s RTX 5090 specifications.

Quick upgrade checklist
- Cooler: If you have none, buy one separately. If you have one, verify AM5 mounting support and case clearance before reusing it.
- PSU: Check the exact GPU’s manufacturer guidance, connectors, and the requirements of the complete build.
- Do not equate TDP with PSU wattage: The CPU’s 120 W default TDP is not a whole-system power recommendation.
