But “formatting” can also mean formatting a system partition, which may make a device unable to start. The result depends on the device and the exact operation.
What “formatting” means—and why the distinction matters
“Format” is used for several different operations. Google calls an Android factory reset “formatting” or a “hard reset,” but formatting a particular storage partition is a lower-level action with different consequences.

- Factory reset: returns a device to its setup process by erasing user data and settings; the operating system remains or is restored.
- Reset or restore with OS reinstallation: removes selected data and reinstalls or restores the operating system.
- System-partition format: erases storage containing operating-system files. The device may not boot until it is recovered or the OS is reinstalled.
So, a routine reset does not normally wipe the system. Formatting the partition that contains the system can.

Before you reset: protect your data and access
- Identify the exact device and option. Check the manufacturer’s current instructions for your model and software. A menu item called “reset” is not necessarily the same operation as formatting a partition.
- Back up important files and check the backup. Confirm that you can access the backup before erasing anything. Google Account backups may restore backed-up data, but installed apps and their data are uninstalled. Microsoft also recommends backing up important files before resetting.
- Prepare credentials and recovery information. Have the relevant account sign-in details available. For an encrypted Windows PC reset from Windows Recovery Environment, Microsoft says you may need the BitLocker recovery key.
- Make the iPhone eSIM choice deliberately. If you delete it during erase, the carrier must reactivate the cellular plan.
- For a malfunctioning device, consider troubleshooting first. Google recommends trying other solutions before an Android factory reset.
Does a factory reset securely erase everything?
Do not treat an ordinary factory reset as a guaranteed forensic or compliance-grade sanitization method. In particular, Microsoft says Windows’ consumer “Clean data” feature makes removed files harder to recover but does not meet government and industry data-erasure standards. If the device is being disposed of or must meet an organization’s security requirements, follow the applicable device-maker or organizational sanitization procedure.

Why formatting a system partition can stop a device from booting
A device needs operating-system files to start. A supported consumer reset is designed to retain or reinstall those files; formatting a partition that holds them can remove what the device needs to boot. Recovery then depends on the device’s recovery design and may require a recovery environment or OS reinstallation.
Partition behavior is not universal. Microsoft’s technical documentation for Windows IoT Enterprise describes a device reset that formats the data partition and resets other packaged elements; recovery from an inoperable storage state uses a recovery OS and reflashes storage. Those details describe Windows IoT Enterprise, not a general procedure for consumer Windows PCs or other devices.

A normal factory reset generally erases user data while keeping or reinstalling the operating system. Formatting the system partition is a different operation and can leave a device unable to start. Before proceeding, verify the exact option, back up what matters, and keep the credentials or recovery information you may need.
