Yes. With iCloud Photos enabled on each device using the same Apple Account, edits and album organization in your Photos library sync across devices. Deletions sync too, so this is synchronization—not a separate backup.
What syncs between devices?
Edits to photos
Crops and enhancements made in Photos on an iPhone, iPad, or Mac update across devices. Apple keeps the original in iCloud, so you can revert an edit. Apple describes the behavior this way: “When you make edits or delete photos or videos, changes reflect across all of your devices.” Apple’s iCloud Photos guide explains the feature.

Albums and organization
Apple says photos and albums are organized the same way across devices, and albums are stored in iCloud when iCloud Photos is enabled. Apple’s Mac Photos guide covers album organization; the iPhone guide to albums explains their iCloud storage.
Deletions
Deleting a photo or video on one device deletes it on the other devices using iCloud Photos. Apple says deleted items can be recovered from Recently Deleted for 30 days; after that, they are permanently deleted. Apple’s setup and use guide documents this behavior.

How to turn on iCloud Photos
Use the same Apple Account on every device, then enable iCloud Photos on each one. Apple’s current setting labels are “Sync this device” on iPhone or iPad and “Sync this Mac” on Mac.
- On iPhone or iPad: Open Settings, tap your name, tap iCloud, tap Photos, then turn on Sync this device.
- On Mac: Open iCloud settings and turn on Sync this Mac for Photos. The exact route is described in Apple’s iCloud Photos setup guide.
You can also access iCloud Photos through the Photos app on Apple devices, on Windows, and at iCloud.com. The first upload and later updates may take time: Apple says timing depends on the size of the collection and the internet connection.

Mac users: check which library is syncing
On a Mac, only the System Photo Library syncs through iCloud Photos. If you switch to a different Photos library, changes made in that library do not sync through iCloud Photos. Apple explains the System Photo Library requirement in its Mac iCloud Photos guide.
Storage choices affect local copies, not whether edits sync
iCloud Photos stores originals at full resolution in iCloud, while photos and videos also use device storage. If local space is tight, Optimize Storage can keep smaller, space-saving copies on the device while originals remain in iCloud. On Mac, choose Download Originals when you want full-size local copies. Apple says an iCloud account includes 5 GB of free storage; check Apple’s current setup information for available options and terms, which can change.

Syncing is not a separate backup
Because deletions and edits propagate, iCloud Photos should not be treated as an independent backup of your library. Apple says iCloud Photos content is not duplicated in iCloud Backup and advises keeping backup copies. A separate external drive is one option for a local backup; Apple documents how to store a Mac Photos library on an external device in its Photos library guidance.
Personal library or Shared Photo Library?
Ordinary iCloud Photos syncs your personal library across your own devices. iCloud Shared Photo Library is a separate collaborative feature: participants can add, edit, and delete shared content, while the organizer supplies the iCloud storage. Apple says that if the organizer runs out of storage, adding content stops and changes such as edits, favorites, and metadata adjustments no longer sync.
