Infrared is needed only when the target device relies on IR and you want the phone to send those commands directly. The right method depends on both the phone and the device you want to control.
What “universal remote” means for a phone
“Universal” describes the range of devices a remote may control; it does not identify how the commands travel. A phone remote app might connect to a TV over Wi-Fi, use Bluetooth for supported functions, or send infrared commands through an emitter. A device model and the app determine which connection and buttons are supported.

Google’s instructions for controlling Android TV use the Google TV app and a Wi-Fi connection. Xiaomi, by contrast, describes its Mi Remote app as using the phone’s IR blaster. Third-party remote apps may offer both Wi-Fi and IR modes, but that does not mean either mode works with every phone or device.

For Google’s documented Wi-Fi remote setup, the phone and Android TV must be on the same Wi-Fi network. Open the Google TV app, connect to the TV, select the device, and follow the pairing instructions shown in the app and on the TV. Google’s steps are available in its Android TV phone remote instructions.

This applies to compatible Android TV devices; it is not a promise that the app will control every television, streaming box, appliance, or Android phone. Google notes that setup features can vary by region and manufacturer. Some Google TV setup flows also use Bluetooth and Wi-Fi, so the connection method can differ by task.
When infrared is necessary
IR matters when the target device accepts commands through an infrared receiver and has no compatible app or network-control option. To use a phone as an IR remote, you need:

- A built-in IR emitter in the phone, or a compatible external IR accessory.
- An app that supports the phone’s emitter or accessory and the target device’s commands.
- An IR receiver on the device you want to control.
Installing an app alone cannot add an IR emitter to a phone. A Google Play listing for IR Blaster Remote describes support for compatible built-in emitters and supported USB IR dongles, but does not establish that every dongle works with every Android phone. Check the accessory, phone, operating-system, app, and target-device compatibility before buying.
Why one device may use more than one remote method
Remote communication can vary by model and function. TCL describes infrared and Bluetooth as possible methods for its Android TV remote. Sony says certain Google TV and Android TV models can control set-top boxes using IR, including through an IR blaster cable supplied with certain models; Sony also notes that supported codes depend on whether the set-top-box manufacturer is listed. These examples are model-specific, not a guarantee that every TV or box can be controlled in the same way.

Choose the control method for your device
- Identify the exact model. Check the television, streaming device, or appliance model and look for its documented phone-app or remote-control options.
- Try the network remote for Android TV. Install or open the Google TV app, put the phone and TV on the same Wi-Fi network, select the TV, and pair as prompted.
- Use IR only if the target needs it. Confirm that the phone has an IR emitter. If it does not, consider a USB IR accessory only after checking that it works with the phone and chosen app.
- Test the functions you actually need. Check power, volume, input selection, navigation, and standby. App support and button behavior can differ by model; do not assume every original-remote function is available.
If the target device lacks a compatible phone app and the phone has no supported IR hardware, a physical universal remote may be an alternative. Its compatibility still needs to be checked against the specific device.
