Docker in WSL vs. Docker Desktop: What the Resource Savings Really Mean

Docker Engine directly in WSL may suit users who want to manage the Linux daemon themselves, but a claimed 50% resource saving is not a universal benchmark. Understand Resource Saver, memory reclamation, integration conflicts, and fair comparison conditions.

Running Docker Engine directly inside a WSL distribution may use fewer resources on a particular PC, but the reported 50% reduction is an individual observation—not a result established by a controlled comparison. The catch is that Docker Desktop already runs on WSL 2 by default on supported Windows installations, and switching setups changes more than the amount of software running: you take on management of the Linux daemon and can create conflicts if Docker Desktop and a separately installed Engine compete.

What “Docker through WSL” means

There are two distinct setups. Docker Desktop can use its WSL 2 backend and integrate with selected Linux distributions so that you can run docker commands there. Alternatively, you can install and manage Docker Engine inside a user distribution yourself. Both involve WSL 2; they differ in how Docker is installed, started, integrated, and maintained.

Docker describes its WSL 2 backend as dynamically allocating resources. That means a comparison between Docker Desktop and a directly managed Engine is not simply a comparison between a virtualized setup and a non-virtualized one. The official documentation does not establish that either setup universally uses less CPU or memory. See Docker’s WSL 2 backend documentation.

Why the 50% figure needs context

A percentage reduction is useful only when readers know what was measured. The reported figure has no identified machine, Windows or WSL version, Docker versions, workload, measurement tool, sampling interval, or idle-versus-active conditions. It also does not say whether the metric was host-visible RAM, memory inside Linux, CPU, or a combination. Without those details, treat 50% as a personal observation rather than a result others should expect to reproduce.

To compare your own setups fairly, keep the Windows host, WSL version, distribution, image, and workload the same. Record an idle baseline and measurements while running the same active workload. State the metric and tool, and note whether WSL memory reclamation and Docker Desktop Resource Saver were enabled. These controls help readers interpret a comparison; they are not a benchmark procedure validated by the cited documentation.

The catch: Resource Saver does not stop WSL on Windows

Docker Desktop’s Resource Saver behaves differently on Windows than stopping a dedicated virtual machine. WSL can share a Linux virtual machine among distributions, so Docker says Resource Saver pauses the Engine in the docker-desktop distribution rather than shutting down that shared VM. Docker says this reduces CPU use but does not reduce Docker’s memory use. Its documentation points to WSL’s autoMemoryReclaim setting for reclaiming memory.

An enabled WSL integration can count as ongoing activity and prevent Resource Saver from entering its idle behavior. If you are assessing Desktop’s idle footprint, record which distributions have integration enabled and whether Resource Saver is active. Details and current behavior are in Docker’s Resource Saver documentation.

Memory reclamation is a separate setting

WSL’s autoMemoryReclaim concerns returning unused memory; it is not the same thing as pausing Docker’s Engine. Docker’s WSL documentation calls this feature experimental and says it has been available since WSL 1.3.10. Check current WSL documentation and your configuration before drawing conclusions about memory use.

What changes when you manage Engine yourself

You manage the daemon lifecycle

With Docker Desktop, the app manages its Engine and can expose Docker commands to selected WSL distributions through integration. With an Engine installed directly in a distribution, you are responsible for managing its Linux daemon and how it starts. Microsoft documents systemd support in recent WSL versions and configuration through /etc/wsl.conf: add a [boot] section with systemd=true, then shut down and restart the distribution. Its documentation also describes a boot command option and uses service docker start as an example. These are WSL service-management capabilities, not a complete, distro-neutral Docker Engine installation guide. See Microsoft’s WSL configuration documentation.

Avoid competing installations

Docker warns that a Docker Engine or CLI installed directly inside a WSL distribution can conflict with Docker Desktop. If you choose Desktop, follow Docker’s guidance to remove directly installed Engine or CLI components rather than leaving two installations that may compete. If you choose a directly managed Engine, understand which daemon your commands are targeting and how it is started.

Keep bind-mounted project files in Linux

For better bind-mount performance, Docker recommends storing project files in the WSL Linux filesystem rather than the Windows filesystem mounted under paths such as /mnt/c. This applies to Docker Desktop’s WSL workflow and is worth controlling in any performance comparison. Docker also documents CPU, memory, and swap controls for the WSL 2 utility VM in its WSL 2 best practices.

Which setup makes sense for your workflow?

  • Choose Docker Desktop with WSL integration if you want the app to manage Docker and provide commands inside selected distributions. Check Resource Saver and integration settings when measuring idle use.
  • Consider a directly managed Engine if you specifically want to manage the Linux daemon inside your distribution and are prepared to handle its startup and maintenance. The cited documentation does not establish that this will use less memory or CPU on every system.
  • For either setup, keep Linux project files in the Linux filesystem when bind-mount performance matters, and compare the same workload under clearly recorded settings.

Check compatibility and organizational terms

Docker’s documentation lists WSL 2.1.5 as the minimum for Docker Desktop’s WSL 2 feature and recommends using a current WSL version to avoid problems. Requirements can change, so confirm the live documentation before installing or updating. Docker’s Windows installation page also says commercial use of Docker Desktop in an enterprise with more than 250 employees or more than $10 million USD in annual revenue requires a paid subscription. Check the current terms for your organization and use case in Docker’s Windows installation documentation.
