A personal VPN can be useful when you have to use unsecured public Wi-Fi or need a work-required connection, but it shifts trust from your internet provider to the VPN operator. It does not make you anonymous or guarantee that every app connection is protected. Whether you need one depends on your network, your reason for using it, and whether you trust the provider.
When a smartphone VPN makes sense
Consider a VPN for a specific purpose rather than treating it as a universal phone setting. The FBI recommends using a VPN if you must connect through unsecured public Wi-Fi. That advice is aimed at a riskier network situation, not a claim that everyone needs a personal VPN on every connection. If you can avoid the hotspot, use your cellular connection or wait for a trusted network instead.

A VPN may also be appropriate when your employer or organization requires its own remote-access VPN. Follow that organization’s instructions; a consumer VPN is not a replacement for a work VPN.

CISA’s 2024 mobile guidance advises against personal VPNs in general, warning that they “simply shift residual risks from your internet service provider (ISP) to the VPN provider, often increasing the attack surface.” The FBI’s advice about unsecured public Wi-Fi addresses a narrower situation. Taken together, these recommendations do not establish a universal rule that every smartphone should run a personal VPN.

What a VPN does—and what it does not
A VPN creates a connection through a VPN provider, routing some or all of your network traffic through that service. This can reduce exposure to people monitoring an unsecured local network, but it changes who handles your traffic: the VPN provider becomes an intermediary you must trust. A VPN is not a promise of anonymity, and it does not protect against every threat to your phone or accounts.

Apple says the VPN provider controls how a VPN configuration routes traffic and may be able to see, intercept, or modify online activity when the configuration is active. Apple also notes that some traffic may not go through the VPN. Treat a VPN as a limited network-privacy tool, not a substitute for secure accounts, a device passcode, software updates, or careful app permissions.
How to decide whether to turn one on
- Identify the connection and purpose. If you are on cellular or trusted home Wi-Fi, a personal VPN may add little for your situation. If you must use an unsecured public hotspot, the FBI recommends using a VPN. If an employer requires a VPN, use the one it specifies.
- Check who operates the service. Read the privacy policy and find out what information the provider collects, retains, or shares. The FTC recommends researching VPN apps, reviewing their permissions, checking that they encrypt information, and checking whether they share data with third parties.
- Confirm what it covers. Look for which apps and traffic use the tunnel, what is excluded, and whether the service changes your apparent location. Do not assume that an active VPN covers every connection.
- Check practical fit. Confirm service availability for your device and country, any account or administrator requirements, and whether the VPN affects apps or network behavior you rely on.
What to check on an iPhone
Apple’s privacy controls address different parts of the problem; they are not interchangeable with a VPN that routes other traffic.

- Review app permissions and remove access an app does not need.
- Keep iOS updated and use a strong device passcode. The FBI includes keeping phones updated and protected with a strong passcode in its cybersecurity guidance.
- Consider Lockdown Mode if you face an unusually high risk and its restrictions fit your needs. CISA lists it among iPhone protections.
- Consider encrypted DNS or iCloud Private Relay. CISA notes that Private Relay’s stated benefits are limited to Safari; it is not a system-wide VPN for all apps.
- Review Private Wi-Fi Address settings. Apple’s feature uses a unique, randomized Wi-Fi address to reduce tracking across networks. Its behavior and available settings depend on the software version and network.

Google also lists traffic that VPN by Google does not protect, including tethering traffic, push notifications, Wi-Fi calling and other IMS services, work-profile app traffic, and apps that route directly over Wi-Fi or cellular. Google Fi and phone hotspots
Google Fi describes its own VPN service. Devices connected through a phone’s hotspot do not automatically inherit the phone’s VPN connection, so do not assume a laptop or tablet tethered to your handset is covered by it.

What a VPN will not fix
A VPN cannot make an untrustworthy provider trustworthy, and it does not itself prevent phishing, malicious downloads, weak passwords, or an app from collecting information you grant it permission to access. Keep the phone’s software current, secure the device with a passcode, and review app permissions whether or not you use a VPN. For a specific VPN, make the decision based on its operator, data practices, permissions, and actual traffic coverage—not on a blanket promise of privacy.
