Yes—optical switches can reduce the networking energy, elapsed training time and, in some designs, the infrastructure cost of AI clusters. The savings are not automatic or universal. They depend on the workload’s communication pattern, network topology, link utilization, scale, optical technology and what you use as the baseline.
The strongest published system result available for this question is a 2025 IEEE/Optica study: an optical PCIe-over-fiber design cut completion time for a backpropagation application by 48.3%, while a modeled optical data-center architecture reduced cost by 31.6% and power by 12% versus a Leaf-Spine Ethernet design. Those percentages describe the study’s architecture and conditions, not a guaranteed reduction in every model’s total training bill.

What an optical switch changes in an AI cluster
AI training is distributed across many GPUs. Each step involves exchanging gradients, parameters, activations or other tensors between accelerators, CPUs and memory. In a conventional Ethernet or InfiniBand-style fabric, data is converted and processed electrically through switch ASICs, serializers, retimers, digital signal processors (DSPs), copper traces and pluggable optical modules. At high lane rates, that electrical processing and the signal-conditioning circuitry consume a meaningful share of the network’s power.
An optical switch uses light to carry traffic through the fabric. Depending on the design, it may establish an optical circuit between endpoints or switch optical packets. The goal is to move more bits while reducing electrical conversions, long high-speed traces and repeated signal regeneration. Optical paths can connect disaggregated GPUs, CPUs and memory at high bandwidth, but they require scheduling, topology control, monitoring and software that understand how paths are created and changed.

Optical circuit switching
An optical circuit switch creates a dedicated path for a period of time. This can be efficient for predictable, high-volume transfers such as synchronized collective operations, because the path does not need to process every packet through the same electrical pipeline. The trade-off is reconfiguration time: a scheduler must decide when to establish, tear down or redirect circuits. Bursty or highly unpredictable traffic can reduce the benefit if circuits sit idle or change too often.
Optical packet switching
Optical packet switches attempt finer-grained forwarding. They can improve sharing for mixed traffic, but the control and buffering problem is harder because packets arrive at different times and may contend for the same optical resources. The appropriate choice depends on whether a cluster has long, scheduled communication phases or irregular traffic from many jobs.
Where the savings come from
Lower energy per bit
The fundamental opportunity is reducing the electrical work needed to launch, condition and receive each bit. IBM reported prototype optical links using less than 1 pJ/bit, compared with about 5 pJ/bit for an electrical implementation—more than an 80% reduction in link energy in that comparison. This is a link-level result, not a claim that the entire data center uses 80% less electricity. GPUs, memory, host processors, fans, pumps and conversion losses remain.

Co-packaged optics (CPO) places optical engines next to the switch ASIC instead of connecting the ASIC to a front-panel pluggable module through relatively long electrical traces. Shorter traces can reduce retiming and DSP work. NVIDIA reports 3.5-times lower power for its co-packaged silicon-photonics networking approach than for traditional pluggable optical transceivers. That is a company-reported comparison, so the module generations, bandwidth and test conditions matter when applying it to a procurement decision.

A 2026 analysis in the IEEE Journal of Lightwave Technology estimated 23% and 67% energy-efficiency improvements for current CPO transceivers compared with linear pluggable and DSP-based links, respectively. When switch-ASIC SERDES power was included, the estimated improvements rose to 44% and 69%. These figures concern transceiver and related interconnect efficiency, not whole-cluster training energy.
Shorter jobs and better utilization
If communication is on the critical path, a faster network allows GPUs to spend more time computing and less time waiting at synchronization barriers. The 2025 IEEE/Optica study found 48.3% lower completion time for a backpropagation application using PCIe over optical fiber rather than PCIe with an Ethernet switch. Finishing a job sooner can improve the amount of useful work delivered per day and may defer the need for additional accelerators, but the result depends on how communication-heavy the model is.
Potential infrastructure savings
The same 2025 study modeled an optical network architecture at multiple scales and interface bandwidths. Against a Leaf-Spine Ethernet design, it reported 31.6% lower cost and 12% lower power under its evaluated conditions. “Cost” in such a comparison is an architecture-level result: it can include network components and their supporting infrastructure, rather than the complete financial cost of training a particular model. A cluster owner should rebuild the calculation with actual port counts, optics, switch chassis, cabling, cooling and staffing.

What the published figures do—and do not—prove
| Result | Comparison and scope | How to interpret it |
|---|---|---|
| 48.3% lower completion time | PCIe over optical fiber versus PCIe with an Ethernet switch for a backpropagation application; IEEE/Optica study, 2025 | Strong evidence that an optical interconnect can accelerate a communication-sensitive application in the tested design |
| 31.6% lower cost | Modeled optical AI-data-center architecture versus Leaf-Spine Ethernet; IEEE/Optica study, 2025 | Architecture-specific modeled saving, not a universal reduction in training expenditure |
| 12% lower power | The same modeled optical architecture versus Leaf-Spine Ethernet; IEEE/Optica study, 2025 | System-level network comparison under the study’s assumptions |
| Below 1 pJ/bit versus about 5 pJ/bit | IBM prototype optical link versus an electrical link; IBM Research, 2024 | More than 80% lower link energy; excludes most non-link loads |
| 3.5-times lower power | NVIDIA company-reported CPO silicon-photonics approach versus traditional pluggable optics | Vendor claim; verify bandwidth, reach, traffic and measurement boundaries |
| 23%, 67%, 44% and 69% efficiency improvements | 2026 IEEE Journal of Lightwave Technology analysis of CPO transceivers and, in the latter pair, switch-ASIC SERDES | Analytical efficiency estimates for interconnect components, not end-to-end training energy |
These numbers are complementary rather than interchangeable. A link-energy improvement does not automatically become the same percentage of facility-energy reduction. A shorter job can lower energy per completed training run even if instantaneous rack power rises. A lower network bill may be offset by more expensive packaging, optical modules, controls or maintenance.

Optical switching versus co-packaged optics
Optical switching and CPO address different layers of the problem.
- Optical switching changes how traffic is routed between endpoints. It can create or reconfigure optical paths through a fabric.
- Co-packaged optics changes where optical conversion occurs. The optical engines sit close to the switch ASIC, reducing the electrical distance between the ASIC and the fiber.
- Pluggable optics remain replaceable modules at the front of a switch. They are easier to service and upgrade, but the electrical connection from the ASIC to the module can consume more power at high speeds.
A deployment can use CPO inside an optical-switching fabric, or CPO in an otherwise conventional topology. Treating the terms as synonyms leads to incorrect comparisons: one is primarily a switching and topology choice, the other a packaging and signal-integrity choice.
How to decide whether an optical fabric fits your workload
1. Characterize communication before choosing hardware
Measure collective-operation time, bytes transferred per step, synchronization frequency, link utilization and the fraction of each iteration spent waiting on the network. Record behavior for the actual model, batch size, parallelism strategy and number of GPUs. A network that is lightly used cannot recover a large optical premium, while a synchronized workload with sustained all-to-all traffic may benefit substantially.

2. Define the baseline precisely
Compare against the network you would otherwise deploy: Ethernet or another fabric, its switch generation, link speed, optics, host adapters, cabling and topology. Include the same rack count, oversubscription, reach and failure-domain requirements. The 2025 study’s Leaf-Spine comparison is useful only when your proposed baseline is materially similar.

3. Calculate energy at several boundaries
- Energy per bit at the transceiver or link.
- Switch-ASIC, SERDES, retimer and DSP power.
- Host-adapter and PCIe power.
- Rack-level cooling and power-conversion overhead.
- Energy per completed training job, including the change in runtime.
Report both instantaneous watts and joules per completed run. A faster design may draw comparable power but still use fewer joules because it finishes earlier.
4. Build a total-cost-of-ownership model
Include switches, optical engines or pluggables, fiber, packaging, host interfaces, spares, cooling, control software, deployment engineering, monitoring and service contracts. Add the financial value of shorter job time only if your organization can actually use the freed capacity. Model several utilization levels; a saving that appears at near-continuous load may disappear when the cluster is idle.
5. Test control-plane behavior
Optical circuits need a scheduler and topology controller. Test path-setup latency, reconfiguration frequency, deadlock or contention behavior, failure recovery and interaction with job schedulers. Verify that the software stack exposes link state and bandwidth to the orchestration tools that place training jobs.

Best Value
When optical switching is most promising
- Large GPU clusters where network traffic is a significant share of iteration time.
- Training jobs with synchronized collectives, repeated all-reduce operations or predictable phases that can use scheduled circuits.
- Deployments facing severe switch, retimer or cooling-power limits.
- Disaggregated systems in which GPUs, CPUs and memory must communicate across racks at high bandwidth.
- New data centers where optical packaging and cabling can be designed in from the start rather than retrofitted.
When the business case may be weak
- Small clusters whose GPUs are rarely network-bound.
- Highly bursty multi-tenant traffic that leaves circuits idle or requires constant reconfiguration.
- Sites that depend on mature, field-replaceable pluggables and lack optical-control expertise.
- Projects where most training energy is consumed by the accelerators and the network is a small fraction of total power.
- Retrofits that require replacing functioning switches, adapters and cabling before their depreciation period ends.
Deployment risks and practical mitigations
Packaging and thermal density
CPO moves optical components close to a hot switch ASIC. Validate thermal paths, fiber routing, connector access and replacement procedures in the actual chassis, not only in a laboratory diagram.
Scheduling and topology control
Use traffic traces to set circuit hold times and reconfiguration policies. Keep a fallback path for jobs whose communication pattern does not fit the optical schedule. Instrument setup latency and queueing so operators can see when the optical fabric is the bottleneck.
Reliability and observability
Monitor optical power, bit-error rates, temperature, alignment state and path availability. Define thresholds that trigger rerouting before an error becomes a job failure. Test single-link, switch and controller failures during realistic distributed training.
Software integration
Ensure collective-communication libraries, drivers and cluster schedulers can discover available bandwidth and react to topology changes. Benchmark with production software; a theoretical path advantage is irrelevant if the runtime cannot select it.
Ecosystem maturity
The European Union’s ADOPTION project, recorded with a €5.8 million budget in 2022, is developing CPO and optical-switching approaches for cloud and AI networks. The existence of such a research and innovation program shows that packaging, control and interoperability are still active engineering areas rather than solved deployment details.
A procurement checklist
- Obtain a topology diagram showing every optical and electrical conversion.
- Request measured watts, joules per bit and thermal conditions for the exact link speed and reach.
- Separate vendor claims from independently published measurements.
- Ask for training-job benchmarks with your model, GPU count and collective library.
- Price optics, packaging, spares, fiber, cooling and control software over the planned service life.
- Specify circuit-setup time, failure-recovery time and observability interfaces in the acceptance test.
- Run a pilot that compares joules per completed job and useful jobs per day with the existing fabric.
Bottom line for AI operators
Optical switches can make AI training cheaper and more energy-efficient, but only when the network is an important limiter and the entire system is engineered around the optical technology. Published evidence supports meaningful gains: a 2025 study reported 48.3% faster backpropagation completion, 31.6% lower modeled cost and 12% lower modeled power for specific optical architectures; IBM reported prototype link energy below 1 pJ/bit versus about 5 pJ/bit electrically; and component analyses show substantial CPO efficiency potential. Use those figures as reference points, then measure your own workload, topology, utilization and operating costs before committing to a cluster-wide change.
