How two Lucky Rings work
A Lucky Ring provides +1 Luck while equipped, and equipping a second adds another +1. Stardew Valley lets you equip two rings at once, so wearing a Lucky Ring in each slot gives you +2 Luck from rings. The Lucky Ring item reference documents the per-ring bonus.
You do not need to combine the rings in the Forge to get both bonuses. The question here is about equipping two separate Lucky Rings.
Ring Luck is different from daily Luck
The bonus from a Lucky Ring is a Luck buff from equipment. Daily Luck is determined separately, so two rings do not change the fortune-teller value for the day. Luck buffs and daily Luck can affect activities differently. The game’s Luck reference distinguishes the two.

Do other ring effects or buffs stack too?
Do not assume that every ring effect stacks just because Lucky Rings do. Ring effects vary, and only some stack. General buffs commonly replace earlier buffs; the Lucky Ring’s documented per-equipped-ring bonus is a specific equipment rule, not proof that food and drink Luck buffs stack with each other. The ring reference describes ring slots and effects, while the buff reference covers the general buff behavior.
Where to find a Lucky Ring
Lucky Rings can appear as special-item drops in Skull Cavern or Quarry Mine, and can also be found by panning. They are not sold by the Adventurer’s Guild; these are possible ways to obtain one, not guaranteed drops. See the Lucky Ring item reference for the listed sources.
