Google states that “Testers cannot leave public reviews on Google Play for test versions” in its test-track setup guidance. It also says feedback from test users will not affect the app’s public rating.

How testers should share feedback
Install and use the test build as the developer requested, then report bugs or usability issues through the private feedback feature or the contact channel supplied for the test. That channel might be an email address, website, or forum.

What developers should provide
Developers can add a feedback email address or URL in the testing setup; Google says the channel appears on the tester opt-in page. Open and closed testers may also submit private feedback through Google Play. A clear channel helps collect useful, candid reports without asking testers to post publicly.

The 12 testers for 14 days rule is not a review quota
Some new personal developer accounts must meet a closed-testing requirement before applying for production access: at least 12 testers must remain opted in continuously for 14 days. This applies to the account types covered by Google’s guidance, not every developer account, and it measures participation and duration—not public reviews. Google may require more testing if fewer than 12 testers are opted in or engagement is insufficient. See Google’s production-access requirements.
When applying for production access, developers describe tester engagement, summarize the feedback received, and explain how they collected it. Private, constructive feedback is relevant to that process; a count of public reviews is not.

Why developers should not require public reviews
Google prohibits manipulating ratings and reviews, including fraudulent or incentivized reviews and ratings. Developers should not require, reward, or pressure testers to post public reviews. Ask for honest feedback through the test’s private channel instead, and consult Google Play’s ratings and reviews policy.
