The result depends on local network fees and heat tariffs, the heat-pump installation quote, the home’s heat demand, and the prices of electricity and heat. To compare them fairly, use the same expected annual heat delivery and the same time horizon, and include connection or retrofit costs, fixed charges and maintenance.
How the two heating systems differ
District heating
District heating supplies heat from a network to connected buildings. Its performance, cost and emissions depend on the network’s heat sources and on energy used in conversion, transport and distribution. The EU’s legal definition directs system comparisons to relevant boundaries and energy use across those stages; the label “district heating” alone does not identify a fuel or emissions profile. EU Energy Efficiency Directive (2023/1791).

A home heat pump
A heat pump uses energy from the air, ground or another source and upgrades it to provide space heating and hot water. Most use an electrically powered vapour-compression cycle. Because it moves heat rather than producing all of it directly from electricity, its delivered performance depends on the source, system design, weather and the temperature the home’s heating system needs. European Commission: Heat pumps.
Which option costs less?
There is no universal cost winner. A useful comparison needs figures for the specific property and district network, not a generic price or efficiency claim.

A 2023 European Commission study was designed to examine end-user ownership and operating costs across the EU27, the UK, Norway, Switzerland and Iceland. Its geographic scope is useful context, but it does not provide a current quote for a particular home or local network. European Commission: Heat pumps and district heating—end-user costs.
Energy Saving Trust lists £7,000–£13,000 as a typical UK cost for an air-source heat pump. The retrieved page does not state when that range was published, so treat it only as an indicative UK figure—not a current installation quote or a comparison with a district-heating connection. How to compare efficiency fairly
Compare the systems on the same basis: useful heat delivered to the home over a year, with the system boundary made clear. A network’s performance includes its heat generation and delivery; a home heat pump’s seasonal performance depends on its heat source, design and operating conditions. The available evidence does not establish one universal efficiency figure that directly compares the two.
The European Commission says heat pumps are around three to five times as energy efficient as gas boilers. That is a comparison with gas boilers, not with district heating, so it cannot settle which option is more efficient for a particular household. European Commission: Heat pumps.

Why the home’s design matters
Heat-pump efficiency is sensitive to flow temperature—the temperature of water the system must deliver to the emitters. The required temperature depends partly on the building’s heat loss and the size and type of its radiators or other emitters. Ask for a heat-loss calculation, expected seasonal performance and the design flow temperature; a quote that gives only equipment capacity is not enough to judge likely running costs. District-heating emissions vary with the network’s actual heat sources and delivery system. A heat pump’s emissions depend on its seasonal performance and the emissions associated with its electricity supply. For a meaningful comparison, request current network emissions or fuel-mix information and use an appropriate electricity emissions factor for the home’s location and period.

The European Commission’s 2024 recommendation sets 150 g CO₂-equivalent per kWh as a threshold for classifying efficient district-heating systems for 2026–2034. This is a regulatory threshold, not a measured emissions value or average for any particular network. European Commission recommendation on efficient district heating and cooling.

- Check network availability. Ask the district-heating provider whether the property can connect, and request its current connection charge, fixed charges, variable heat price, contract duration and heat-source mix.
- Get a property-specific heat-pump survey. Ask the installer to report design heat loss, required flow temperature, expected seasonal performance, estimated annual electricity use, emitter changes, electrical work and total installed cost.
- Build comparable cost estimates. Calculate annual costs from the same expected heat demand and compare both options over the same period. Include financing, fixed charges, maintenance, replacement assumptions and subsidies; make assumptions about future prices explicit.
- Check practical constraints. Consider equipment location, noise, comfort, any cooling needs, network service arrangements and how much equipment maintenance the household is willing to manage. These factors are property- and provider-specific, and the sources cited here do not quantify them.
- Compare the actual emissions data. Use current information from the network and an appropriate electricity emissions factor. Do not substitute a regulatory classification threshold for the network’s reported performance.
What a sound comparison can—and cannot—tell you
The European Commission describes heat pumps as “an efficient, sustainable and increasingly affordable heating solution” that is key to the clean-energy transition and the EU’s 2050 carbon-neutrality goal. That is an institutional statement about the technology’s role, not a promise of a particular household’s savings or a direct verdict against district heating. European Commission: Heat pumps.
Without a location, a current network tariff and a property-specific heat-pump design, it is not possible to calculate a reliable winner or payback period. The decision turns on local prices and system data, alongside the home’s technical suitability.
