Was Dino Morea arrested?
The reports reviewed establish that Morea appeared before the EOW on October 2, 2026, and was questioned. The Indian Express reported he arrived at the EOW office at about 1:30 p.m.; India Today said questioning lasted around six hours. Mid-Day later reported that Morea denied arrest reports and was allowed to leave, while Outlook’s arrest-headlined story also said he denied arrest or detention and that the EOW had not independently confirmed an arrest.

India Today quoted an unnamed Mumbai Police official as saying: “He is being questioned based on certain leads in the investigation. Any further decision taken will be updated.” The conflicting headlines do not establish that Morea was arrested. The more detailed accounts describe questioning and departure.
What is the alleged Mithi River case about?
The EOW probe concerns alleged financial irregularities in contracts to desilt and rejuvenate Mumbai’s Mithi River. News reports describe investigators examining claims of inflated equipment-rental rates, irregular tender specifications, false work records, inflated bills and possible manipulation of records showing how much silt was removed. These are allegations, not findings of guilt.

Equipment and tender allegations
Hindustan Times reported that BMC officials travelled to Kochi in October 2020 to procure desilting equipment from Matprop Technical Services. Investigators reportedly alleged that later tender specifications matched Matprop machines, and that contractors seeking equipment were directed to Ketan Kadam and Jayesh Joshi. The report said investigators alleged that machinery was rented to contractors at inflated rates rather than sold, and that civic records were manipulated to overstate the quantity of silt removed.
Allegations involving Maideep Enterprises
The Indian Express reported that investigators alleged Maideep Enterprises submitted photographs and videos purportedly showing silt removal, but that vehicles in the material carried building debris. The report said landowners in Bhiwandi and Panvel denied knowing the contractor and alleged that dumping agreements and signatures attributed to them were forged; one agreement was reportedly dated after a named landowner had died. Investigators alleged that the firm submitted bills worth ₹29.63 crore and that BMC officials cleared them.
What does the ₹65.54-crore figure mean?
The ₹65.54-crore amount is the reported alleged loss to the Brihanmumbai Municipal Corporation (BMC) associated with the investigation, as reported by The Indian Express and Hindustan Times in 2026. It is not a court’s finding of loss or proof of anyone’s guilt. In a June 2025 press release, the Enforcement Directorate (ED) described the alleged loss as about ₹65 crore.

Why was Morea questioned?
Reports say investigators were examining phone records that allegedly showed contact between Morea and people linked to the matter. They also reported that Morea’s brother, Santino Rocco Morea, and Ketan Kadam’s wife, Punita Kadam, were directors of UBO Ridez Private Limited, and that investigators were verifying financial transactions between Santino and the Kadams.
These reported contacts, company links and transaction checks are investigative leads. On their own, they do not establish that Dino Morea committed an offence. The sources reviewed do not establish that he was charged or found guilty.

What are the EOW and ED investigating?
The EOW is the Mumbai Police unit investigating the alleged irregularities in the civic contracts. Hindustan Times reported that the EOW formed a special investigation team in August 2024 after allegations were raised. The Indian Express reported that three people had been arrested in the EOW case as of October 2, 2026; Hindustan Times identified Kadam and Joshi among those arrested. Those reported arrests are separate from the disputed claims about Morea’s status.
The ED is pursuing a parallel money-laundering investigation. In its June 7, 2025 press release, the agency said its investigation began on the basis of an FIR registered at Azad Maidan Police Station in Mumbai and described searches related to the Mithi River desilting case. India Today also reported that the ED’s probe was based on the police case.
