The digital yuan, officially called e-CNY or digital RMB, is China’s central-bank-issued digital form of the renminbi. It is sovereign fiat currency—not Bitcoin or another privately issued cryptocurrency. An app can provide a way to access or pay with e-CNY, but the payment app itself is not the currency.
What is the digital yuan?
The People’s Bank of China (PBOC) issues e-CNY, while authorized operators provide exchange and circulation services. The PBOC describes it as legal tender and says the right to issue it belongs to the state. Its 2021 white paper describes e-CNY as a digital form of fiat currency designed to coexist with physical renminbi. PBOC, Progress of Research & Development of E-CNY in China (2021)

That distinction helps separate the money from the interface used to access it. An e-CNY wallet or another payment service may facilitate a transaction; that does not make the service the issuer of the currency.
How does e-CNY work, and is it cryptocurrency?
The PBOC describes a centralized, two-tier operating model. The central bank issues e-CNY to authorized operators and manages it over its lifecycle; operators and other commercial institutions handle services such as exchange and circulation for the public. The 2021 white paper describes the instrument as combining value-based, quasi-account-based, and account-based forms loosely linked to accounts.

That is not the model of a decentralized coin governed by a public blockchain. The PBOC describes e-CNY as central-bank fiat money, not a privately issued token. The currency’s digital form alone does not make it a cryptocurrency, an investment, or a means of bypassing capital controls.
What changed in 2026?
The PBOC’s 2021 white paper presented e-CNY mainly as M0—the monetary base in cash-like form—and said it would coexist with physical RMB. That describes the earlier policy framing, not the whole current management picture.

According to a State Council report, an upgraded e-CNY management framework took effect on January 1, 2026. Under the framework as summarized in that report, balances held in wallets with authorized commercial banks enter the reserve-requirement calculation base, while non-bank payment institutions must place 100 percent reserves against the digital yuan they manage. The report characterizes the change as moving e-CNY beyond a solely cash-like instrument toward digital deposit money. This is a change in management treatment; it does not change the PBOC’s role as issuer or the currency’s legal status. What do the e-CNY figures measure?
Reported figures refer to different measures and dates. Wallet counts, early pilot transactions, circulation and cumulative transaction value are not interchangeable measures of current adoption.

Can foreign visitors use e-CNY in China?
There is an official route for some international visitors, but access depends on the operator, phone number, funding method and other service conditions. A March 2024 government account of the PBOC’s visitor guide says users can download the e-CNY app, register, and select an authorized operator that supports international services. It reports that mobile numbers from more than 210 countries and regions can be used to register; it does not establish that every operator or feature is available to every visitor. Bank of China’s April 2024 guide describes a provider-specific option: visitors can register with an overseas mobile number, add an overseas Mastercard or Visa card, and use “Top-up as you pay” at merchants accepting e-CNY. It also describes exchanging the balance and remitting it to the overseas bank card. For hardware wallets, the guide describes exchanging foreign banknotes into, or recharging, an e-CNY hardware wallet at designated Bank of China self-service currency-exchange machines. These instructions establish what that guide described, not what every operator offers today. How to prepare to pay with e-CNY as a visitor
- Check app availability. Confirm that you can download the official e-CNY app from your location and that your intended operator offers international services.
- Verify eligibility and funding. Check that the operator supports your mobile number and the card or other funding method you plan to use. Do not assume that a feature described by one provider is available from another.
- Check the conditions before adding money. Review current identity checks, fees, transaction limits, refund or cash-out rules, and any device or connectivity requirements in the operator’s instructions.
- Confirm acceptance where you will pay. Check the specific merchants or transport services you expect to use. Policy efforts to widen acceptance do not mean every merchant takes e-CNY.
- Carry a backup payment method. Keep another usable option in case registration, funding, connectivity, or local acceptance does not work as expected.
For a physical option, the supported product category in Bank of China’s visitor guide is an e-CNY hardware wallet. Do not assume that a generic NFC card, SIM, or bank card is e-CNY-compatible; confirm availability and compatibility with the issuing provider.

Is e-CNY accepted everywhere in China?
No universal acceptance is established. The PBOC’s 2025 digital-finance action plan calls for prudently advancing the pilot, improving acceptance and diversifying use scenarios. A separate policy document encourages pilot regions to promote e-CNY in consumption and improve interoperability among cash, cards, mobile payments and e-CNY. These are ongoing policy aims, not proof that e-CNY works at every merchant or destination.
