GOG is the clearest choice if you want both unlimited redownloads and standalone offline installers. Epic Games Store can launch some supported single-player games without an internet connection after they are installed, but its official support does not promise a general offline-installer program. Microsoft’s Windows Store ecosystem supports an offline-PC license for some games, yet that license must be acquired online and renewed periodically. These are different forms of access, so a store that lets you redownload a title is not necessarily a store that lets you preserve an installer or play indefinitely offline.
Three different meanings of “offline”
Digital game access is easier to compare when you separate three questions that are often blended together.

Can the account redownload the game?
A redownload is a fresh retrieval of installation files from the store’s servers by an account that still has the entitlement. It depends on the account, the store listing and continued service availability. It does not create a local copy that you can install independently of the store.
Can you keep a standalone installer?
A standalone installer is a file set saved on your own drive. You can retain it, copy it to another drive and use the supported installation process without first downloading the entire game again. An installer preserves a particular build; it does not preserve multiplayer servers, cloud services or a store account.

Can an installed game start without internet access?
Offline launch is a licensing and software-behavior question. A launcher may allow an already-installed game to start while disconnected, while still requiring online access for the first installation, periodic validation or some features. A game can therefore support offline play without providing an offline installer.
Store-by-store comparison
| Store or ecosystem | Redownload through account | Standalone offline installer | What offline play means | Important limitation |
|---|---|---|---|---|
| GOG | Unlimited redownloads, according to GOG support | Yes. The library offers “DOWNLOAD OFFLINE BACKUP GAME INSTALLERS” | GOG’s DRM-free policy covers single-player access without Galaxy or an internet connection | Multiplayer, achievements, cosmetics, timed events and other online features remain title-dependent |
| Epic Games Store | General limit not stated in the reviewed official documentation | Not established by the reviewed official support and EULA | Offline Mode can start supported single-player games that are already installed | Not every game supports it; online multiplayer, cloud saves, achievements and other services may be unavailable |
| Microsoft Store and Xbox | General redownload-count policy not stated in the reviewed rules | Not established by the reviewed documentation | Some Windows games can use a designated offline-PC license after online acquisition | The license must be renewed online periodically and is not intended to provide permanent offline play |
The table reports what the stores’ documented policies establish. If a page is silent about a feature, that silence is not proof that no individual title offers it.
GOG: the strongest option for a personal installer archive
Redownloading purchases
GOG support says account holders have no limit on the number of redownloads. Downloads are for the account holder, so the entitlement remains tied to that account even when you repeatedly fetch the files.

Downloading an offline backup installer
Open your GOG library, select a game and choose DOWNLOAD OFFLINE BACKUP GAME INSTALLERS. The resulting setup files can be stored on an internal drive, external drive or other personal storage. Installation does not require the Galaxy client; Galaxy is optional for the single-player offline mode covered by GOG’s policy.

GOG’s developer documentation says an offline installer is generated after a game build is published. It can take several hours before the installer appears in a buyer’s library, so a newly released build may not be immediately available as a backup download.
What GOG’s DRM-free commitment covers
GOG states that “The single-player mode has to be accessible offline.” It also says, “The GOG GALAXY client is and will remain optional for accessing single-player offline mode.” The commitment concerns the single-player portion of a supported game and the ability to install and run it without the client or an active connection.
That does not turn an online game into an offline game. Multiplayer matchmaking, cloud synchronization, achievements, cosmetics, rewards, leaderboards, seasonal events and other server-hosted functions may stop working when disconnected. A title can include those services while still supplying a DRM-free single-player build.

A practical GOG preservation routine
- Buy the game and confirm it appears in your account library.
- Download the offline backup installers instead of relying only on the launcher’s installed copy.
- Save the installer files in a clearly named folder that includes the game title and version or release date.
- Copy that folder to a second storage device. Two copies protect against a failed drive; neither copy preserves online services.
- Test one installation while connected, then test the game’s single-player mode with the network disabled.
- Keep any required redistributables, patches or language packs supplied with the offline download alongside the main installer.
GOG’s policy also says purchased and downloaded games will not be taken or altered against the buyer’s will. That is a storefront commitment, not a promise that every third-party server or external service will remain available.

Epic Games Store: offline launcher mode, not a documented installer archive
What Offline Mode does
Epic’s support documentation defines Offline Mode as a way to play supported single-player games through the Epic Games Launcher without an internet connection. The game must already be installed on the device. You should therefore connect while downloading and installing, sign in and enable the launcher’s offline option before you expect to be disconnected.
Why support varies by game
Epic explicitly says that not every game supports Offline Mode. A title may require a publisher launcher, a separate digital-rights check, an online account or a server connection even when the Epic launcher itself can run offline. Online multiplayer, cloud saves, achievements and other connected services may be unavailable while disconnected. Save files stored locally can still work, but a cloud copy cannot synchronize until the connection returns.
What Epic’s terms mean for long-term access
Epic’s EULA describes use of purchased software as a license rather than ownership of the software itself. It also says that, in rare cases, software can be removed from the store and become unavailable for further download or access. This is a disclosed possibility, not a prediction that a particular game will disappear. It is one reason an installed copy and a separately retained installer are not equivalent: an installed copy may continue to exist on a drive, while a future redownload could depend on the listing remaining available.

- Install the game while online and launch it once through the Epic Games Launcher.
- Confirm that the title is listed among the games supported by Offline Mode; support is not universal.
- Allow the launcher to remember your credentials and switch to offline operation before disconnecting.
- Start the game with the network disabled and verify that the intended single-player mode reaches its menu and loads a save.
- Expect connected features to disappear until you reconnect, and do not assume that an Epic installation can be converted into a standalone installer.
Microsoft Store and Xbox: an expiring offline-PC license
How the Windows offline-PC setting works
Microsoft’s developer documentation describes an “offline PC” setting for some Windows titles with restrictive licensing. The game and its license must first be acquired and downloaded while online. The offline license is then renewed periodically through an internet connection. Microsoft says this mechanism is not intended to enable permanent offline play.

- High capacity in a small enclosure – The small, lightweight design offers up to 6TB* capacity, making WD Elements portable hard drives the ideal companion for consumers on the go.
- Plug-and-play expandability
- Vast capacities up to 6TB[1] to store your photos, videos, music, important documents and more
- SuperSpeed USB 3.2 Gen 1 (5Gbps)
That makes Microsoft’s model different from an offline installer. You are receiving permission for a device to run an installed title for a period, not a permanently independent setup file. The exact behavior depends on the title’s licensing configuration, so a game’s store listing and support information matter.
Xbox Play Anywhere is a cross-device entitlement
Xbox Play Anywhere applies only to participating games. For an eligible purchase, the same entitlement can cover compatible Windows devices and Xbox One or Xbox Series consoles, with play limited to one device at a time. It is useful when you want access across Microsoft platforms, but it does not provide a PC installer that can be archived outside the Microsoft ecosystem and does not remove the offline-license renewal requirement.
Planning for unreliable connectivity
- Acquire the title and complete its download while connected to the Microsoft service.
- Open and license the game on the Windows PC you plan to use offline.
- Check the title’s licensing behavior and the date by which the offline permission must be refreshed.
- Reconnect before that permission expires; otherwise the game may refuse to start even though its files remain on the drive.
- Treat Xbox Play Anywhere as a device-access benefit, not as a backup or preservation format.
Choosing a store for your own situation
| Your priority | Best-supported fit among these stores | Why |
|---|---|---|
| Keep an installer on your own storage | GOG | It explicitly provides offline backup installers and permits backup copies |
| Redownload repeatedly from an account library | GOG | Its support page states that redownloads are unlimited |
| Play an installed single-player game during a short outage | Epic Games Store or GOG, depending on the title | Epic supports Offline Mode for eligible installed games; GOG’s policy covers supported single-player offline access |
| Play across Windows and Xbox | Microsoft titles participating in Xbox Play Anywhere | The entitlement can span compatible Windows and Xbox devices |
| Preserve a game without relying on future store availability | GOG, with your own backup copies | The installer is a local file set rather than only an account redownload |
What an installer backup does not preserve
- Server-hosted play: Matchmaking, dedicated servers and account services can be discontinued independently of your local files.
- Cloud saves: A local save may remain usable, but synchronization requires the service to be reachable.
- Achievements and rewards: These commonly depend on an online profile and may not register offline.
- Third-party dependencies: A game may still rely on a publisher account, runtime component or external service even when the store supplies an installer.
- Future patches: A saved installer preserves the build you downloaded. Later fixes, compatibility updates or language changes require another download when available.
Troubleshooting offline access
The game is installed but will not start offline
Reconnect and launch it once, complete any first-run licensing step, then enable the store’s offline setting before disconnecting. If the title still fails, check whether its publisher launcher or multiplayer requirement makes it ineligible for offline use.
The installer is missing from a GOG library
For a recently published build, wait for the offline installer to be generated; GOG’s developer documentation allows a delay of several hours. Refresh the library and confirm that you are signed in to the account that owns the game.

A Microsoft game stops working after a period offline
The documented offline-PC license is designed for periodic online renewal. Connect the Windows device, open the game or licensing service, and renew the permission before attempting another offline session.
Online features disappeared
This is expected when a feature depends on a server. Restore the connection for multiplayer, cloud saves, achievements, events or other account-backed functions; an offline-capable single-player mode does not recreate them.
Bottom line for preserving digital purchases
Choose GOG when your main goal is an independently stored installer and repeatable offline single-player installation. Choose Epic when you mainly need an already-installed, supported single-player game to launch during a temporary loss of connectivity. Choose Microsoft’s ecosystem for participating cross-device titles, while planning for periodic online renewal. In every case, check the individual game’s requirements: storefront policy sets the framework, but title-specific DRM, launchers and online services determine what actually works.
