Digital Archives vs. Physical Archives: Access, Preservation, and Research Trade-Offs

Digital copies widen access to selected records, but they do not replace every original or preserve all material evidence. Learn when to use each format and how to assess what a digital record represents.

Digital and physical archives are complementary research environments, not interchangeable choices. Online copies make selected records easier to find and consult, often without handling the originals. But digitization does not cover every holding or preserve every feature of an object; the right format depends on what evidence your question requires and what the repository makes available.

What “digital archive” can mean

The comparison is more complicated than digital files versus paper. An archive may hold born-digital records, digital copies of analog materials, and digitized records that the institution has accessioned as its public record. These categories differ in origin, custody, and how a researcher should interpret what they are viewing.

  • Born-digital records: Created in digital form, such as an email file. The digital file is the original record, though it may require specific software, metadata, or preservation measures to remain usable.
  • Digital surrogates: Scans or photographs of analog records, made to support access or other purposes. They reproduce some information from the original but are not the physical object.
  • Digitized accessioned records: In some repository practices, digitized material may be accessioned as a public record. Cataloguing and custody choices vary by institution, so check the repository’s description rather than assuming every online image has the same status.

The National Archives and Records Administration (NARA) describes digital preservation practices that include integrity checks and ongoing management, while the Society of American Archivists and Association of College and Research Libraries guidance addresses access and stewardship across formats. Neither source makes every repository’s local practice identical. NARA’s digital preservation program and the 2020 joint guidelines provide useful context.

How access differs

Digital copies: broader reach, selective coverage

A digital copy can be consulted remotely and revisited without repeatedly handling a fragile or unique original. Searchable descriptions and online delivery can also help researchers identify material before traveling. Yet an online catalog entry may describe a record without linking to a scan, and a scan may represent only a selected part of a collection.

NARA’s strategy page, last reviewed August 15, 2016, reported that its catalog contained descriptions for more than 85% of its permanent records and more than 2,000,000 digitized copies. The same page said most holdings remained available only at the facility where they were stored. These are historical, institution-specific figures, not current totals or a measure of digitization across archives generally. NARA’s digitization strategy explains that selection, preparation, descriptive and technical metadata, quality control, and delivery all contribute to making material available online.

Physical consultation: access to material not online

Reading-room access may be necessary when a relevant item has not been digitized or when the research question depends on the object itself. Availability is still subject to repository rules, preservation needs, legal restrictions, privacy, donor terms, and other conditions. Contact the repository before planning a visit to confirm that the item can be served and what procedures apply.

Restrictions and usable alternatives

A web-accessible file is not automatically unrestricted, complete, or free to reuse. Copyright, privacy, donor agreements, cultural stewardship, and local access policies can affect what is available. The 2020 ACRL-RBMS/SAA guidelines recommend transparency about restrictions and accessible alternatives; they state, “If restricted due to preservation concerns, provide materials in an alternative format.” This is professional guidance for repositories, not a guarantee that every institution offers the same alternative. Read the joint guidelines.

What evidence each format can provide

For many questions, an image or a born-digital file contains the evidence needed: the wording of a letter, the text of a report, or the contents of an email. For other questions, the physical object may matter. The UK National Archives’ digitisation taskforce summary notes that consulting an original may be necessary to verify previous research or investigate material qualities. That supports the general point, not any one conclusion about a particular object. Features such as paper texture, binding, or the relationship between pages are examples of things a reproduction may not show well.

Digital images also depend on choices made during capture and description: what was selected, how it was photographed or scanned, and what metadata accompanies it. If sequence, annotations, condition, or an omitted page matters to your argument, determine whether the online representation is adequate before relying on it.

Preservation is not the same as scanning

Scanning can improve access and reduce handling, but it does not automatically preserve the original or guarantee that a digital file will remain usable. NARA distinguishes digitization for access from preservation reformatting: “While digitizing for access has some preservation benefits, it is not the same as digitization for preservation reformatting.” The agency’s strategy says access digitization does not replace preserving the originals digitized for access. NARA’s strategy page was last reviewed August 15, 2016.

Physical preservation

Physical records require suitable storage and, when needed, conservation and controlled handling. Their survival is not automatic: environmental conditions, use, and material deterioration can put them at risk. Preserving an original can retain physical evidence that a scan does not capture.

Digital preservation

Digital files also need active care. NARA describes practices including fixity checks, logging actions, metadata, validation, audits, monitoring, and sustainable infrastructure. It reports annual media sampling and migration of media on a 10-year cycle as part of its program; those are NARA practices, not a universal timetable for all repositories. NARA’s program overview describes the approach.

Format choices affect whether digital content can survive and remain accessible. The Library of Congress’s Recommended Formats Statement for 2025–2026 discusses characteristics that support survival and continued accessibility. Its main focus is published content, rather than personal papers or archival acquisitions, so it should not be treated as a complete specification for every archival record.

Why not digitize everything?

Digitization takes more than scanning. Repositories must select and prepare material, create descriptive and technical metadata, conduct quality checks, provide storage, and maintain systems and staff capacity. The scale and cost of that work affect what can be made available. As a result, missing online access does not necessarily mean a record is unimportant; it may simply not have been selected or processed for digital delivery.

Selection and description also shape what a remote researcher can discover. A useful image without adequate collection context can be hard to interpret, while a detailed finding aid may lead to relevant records that have no online copy. Search both catalog entries and finding aids where available, and follow references to the relevant collection or series rather than stopping at the first image result.

How to decide whether to use the original

  1. Search the catalog and finding aids. Identify the collection, series, and item, and note whether the result is a description, a digital surrogate, a born-digital record, or a digitized record treated by the repository as an accessioned public record.
  2. Check what the digital file represents. Review the number of pages or files, image quality, metadata, collection context, and any indication that material was omitted. Do not assume that an online result is complete.
  3. Review access and reuse terms. Check rights statements, restrictions, and local use policies. Online viewing does not by itself establish permission to publish or redistribute a copy.
  4. Match the format to your question. If the content answers your question and the image or file is adequate, remote access may be sufficient. If a record is not online or the physical object’s characteristics matter, ask the repository about reading-room access and reproduction options.
  5. Record what you consulted. Follow the repository’s citation guidance and include its name and the collection, series, or item identifiers. Where relevant, identify the source as a digital surrogate rather than implying that you examined the original.

Which format is better for research?

Neither format is universally better. Digital access is often more convenient for consulting the content of digitized records, while an original can be necessary for un-digitized material or questions about physical evidence. The useful choice is the one that provides enough evidence for the claim you want to make, with the repository’s description, restrictions, and preservation practices taken into account. No broadly applicable statistic establishes that one format produces better research outcomes across archives.
