A later machine, LineShine, did achieve a public number-one HPL result in June 2026; no reviewed source establishes that it is either OceanLight or Tianhe-3.
Which two supercomputers are at the center of the claim?
The machines are Sunway OceanLight and Tianhe-3. Data Center Dynamics reported in November 2021 that Asian Technology Information Program founder David Kahaner presented performance figures at the SC21 conference. The article said multiple sources corroborated core details, but the numbers came from an attributed presentation rather than a published TOP500 entry.

| System | Reported peak | Reported sustained | Evidence status |
|---|---|---|---|
| Sunway OceanLight | About 1.3 exaflops | About 1.05 exaflops | Estimates attributed to Kahaner’s 2021 SC21 presentation; not a TOP500 result in the reviewed reporting |
| Tianhe-3 | About 1.7 exaflops | About 1.3 exaflops | Estimates attributed to Kahaner’s 2021 SC21 presentation; not a TOP500 result in the reviewed reporting |
Data Center Dynamics reproduced Kahaner’s statement: “We were just told the day before yesterday that the first Linpack run gave them these numbers, 1.3 exaflops (HPL).” That wording describes information presented to him; it does not establish an independently published ranking result. Data Center Dynamics’ account is the source for these estimates.
Why the numbers are not the same as a verified exascale ranking
Peak capability
A peak figure is a theoretical or design maximum. It indicates what the hardware may be capable of under ideal conditions, not what a complete application or benchmark necessarily achieves.

Sustained performance
A sustained estimate describes achieved performance over a workload, but it still needs a clearly identified test, configuration and independent publication before it can be compared directly with ranked results.
HPL and TOP500 results
TOP500 rankings use the High Performance Linpack (HPL) benchmark. A published HPL score has a different evidentiary status from an estimate reported at a conference. The Japan National Diet Library’s report says that, as of November 2023, neither OceanLight nor Tianhe-3 appeared on TOP500 and that their exact performance remained undisclosed. The report describes them as exaFLOPS-class systems “under development,” not as publicly measured, finalized TOP500 machines. National Diet Library report

What was publicly known about China’s exascale program?
China’s government-backed development effort was not itself secret. In 2018, TOP500 reported a presentation by Depei Qian, chief scientist of China’s national high-performance-computing research project, describing three exascale prototype systems installed that year. China’s target was described as one peak exaflop, with an explicit warning that the target did not necessarily use the Linpack definition applied by other national programs. This establishes public discussion of prototypes and goals, not the later OceanLight and Tianhe-3 performance claims. TOP500’s 2018 report

How the public rankings changed
November 2023: no TOP500 entries for the two named machines
The National Diet Library’s review found both systems absent from TOP500 and said their exact performance was still undisclosed as of November 2023. That is why “unlisted” or “not publicly benchmarked in TOP500” is more precise than treating the machines as confirmed ranked systems.

- 【Improvement】 This raspberry pi rack is upgraded from our previous UCTRONICS for Raspberry Pi cluster case U6243(ASIN:B09JNHKL2N). Now you can power your fans while using PoE HAT. Compatible with Raspberry Pi official PoE+ HAT and UCTRONICS mini PoE HAT(ASIN:B082ZLDMZ6). Also We replaced the thumbscrews with captive loose-off screws on the mounting brackets, which greatly improves the stability of the brackets. The front and back panel openings are expanded to support more models of switches.
- 【Wide compatibility】 Designed to house 4×Raspberry Pi 4B, 3B+/3B, or other B models, 4×2.5” SSDs and Ethernet switch in a cluster case. You can use it as a complete desktop NAS. It also has holes reserved for the SD card extension adapter (ASIN: B09CKRDFTH) which allows you to access the SD card from the front of the case. Please note that the thickness of a 2.5" SSD cannot exceed 7mm.
- 【Front Removable】 Each baseplate is independent so as to easily slide in-and-out, just fixed with captive loose-off screws, allowing you very convenient and quick access to each node within the cluster for maintenance.

2024 domestic Chinese list
Data Center Dynamics reported in January 2025 on a Chinese Society of Computer Science list of the country’s 100 highest-performing systems. Its leading system had a maximum Linpack result of 487.94 petaflops, and the list did not include known exascale systems. The same report counted 63 Chinese systems on the November 2024 TOP500 list. Data Center Dynamics’ report
June 2025: three publicly ranked exascale systems
TOP500’s June 2025 edition listed El Capitan at 1.742 exaflops HPL, Frontier at 1.353 exaflops, and Aurora at 1.012 exaflops. Those are benchmark scores from that ranking edition and provide context, not evidence about OceanLight or Tianhe-3. TOP500’s June 2025 list

June 2026: LineShine reaches number one
TOP500 announced China’s previously unlisted LineShine at number one with a 2.198-exaflop HPL result. The announcement said five systems exceeded one exaflop. It does not identify LineShine as OceanLight or Tianhe-3, so the names cannot be merged without additional primary evidence. TOP500 announcement
The Associated Press reported that LineShine is housed at the National Supercomputing Center in Shenzhen and uses approximately 42.2 megawatts, attributing that power figure to TOP500. Those details apply to LineShine only. Associated Press report

So, were OceanLight and Tianhe-3 “secretly built”?
That headline captures the mystery but goes beyond what the evidence proves. The available accounts show:
- A national Chinese exascale program and prototypes were publicly discussed.
- 2021 reporting attributed specific peak and sustained estimates to information presented by David Kahaner.
- Neither named system appeared on TOP500 in the status covered by the November 2023 review.
- No reviewed source contains direct operator confirmation of final configurations or independently published sustained results for either machine.
“Secretly built” therefore should be read as “reported but unlisted and not fully disclosed,” rather than as proof that two completed systems secretly passed an independently audited benchmark.
How to compare claims about exascale systems
- Identify the machine. Confirm that differently named systems are actually shown to be the same installation.
- Label the measurement. Separate peak estimates, sustained estimates and published HPL results.
- Check the date. A ranking, estimate or system status can change between editions.
- Assess the source. Operator disclosures and TOP500 entries are closer to primary evidence than an attributed presentation reported by a secondary publication.
- Check the listing. Absence from TOP500 does not prove a system does not exist, but it means there is no public score in that ranking to cite.
Why exascale capability matters
Exascale systems can enable higher-resolution Earth-system and climate models, materials research, fusion simulations, studies of the universe and national-security workloads. These are general uses of exascale computing, not evidence that OceanLight or Tianhe-3 performed any particular application. The U.S. Department of Energy provides an overview of these applications in DOE Explains: Exascale Computing.
What would settle the question?
The decisive evidence would be a direct statement from the builders or operators identifying each system, giving its final configuration, naming the benchmark and publishing measured results with a date. Until that appears, the most accurate conclusion is narrower: OceanLight and Tianhe-3 were reported as exascale-class Chinese systems with striking estimated figures, but those figures were not publicly verified TOP500 scores in the evidence available here. China’s later LineShine result proves that a Chinese system can lead the public HPL ranking in 2026, not that LineShine is one of the two earlier machines.
